CALL TO ORDER The meeting was called to order at 7:06 p.m., Chairman Holland presiding. 2. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Chairman Holland. 3. ROLL CALL PRESENT: Chairman Douglas Holland, Commissioners William Butcher, John Wozniak, and Glen Schmidt; ABSENT: Commission Scott Montgomery, with cause. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development; John Knipe, Assistant City Engineer; Michael A. Rubin, Senior Planner, and Celia La Fleur, Administrative Secretary. i^ 4. PUBLIC COMMENTS a. Edward Wheelis, 14092 Hargrove Court, Moorpark, Ca. Expressed concern with Item Nos. 8a., b & c (Embassy Group, Inc. & National Convenience Stores, Inc.). and requested that staff and Commission consider a second mailing to the surrounding property owners so that they may attend and speak in opposition to the commercial development which would be located at Moorpark Road and Tierra Rejada Road. By general consensus of the Commission, staff was directed to mail a second public hearing notice to the surrounding property owners 5. APPROVAL OF MINUTES - May 18, 1987 Motion: Moved by Commissioner Schmidt, seconded by Commissioner Butcher to approve the minutes of May 18, 1987 as submitted. Motion passed unanimously. 6. CONSENT CALENDAR 6.a. Planned Development Permit No. 1067 - City of Moorpark Requesting approval to construct a Senior Citizens facility (3,456 square feet) and a detached office building (480 square feet). Located on Moorpark r Avenue south of Wicks Road, north of the railroad crossing, within the Community Center complex. PC -87 -141 A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, APPROVING THE CITY OF MOORPARK'S REQUEST FOR A SENIOR CITIZENS FACILITY, PLANNED DEVELOPMENT PERMIT NO. 1067. ASSESSOR PARCEL NO. 511- 050 -17, & 26. Motion: Moved by Commissioner Schmidt, seconded by Commissioner Butcher to approve Resolution No. PC -87 -141. Motion passed on a 3:1 vote, Chairman Holland abstained. 7. PUBLIC HEARINGS(Old Business) 7.a. Planned Development Permit No. 1061 Commercial Planned Development Permit for an existing 11,760 square foot building previously an industrial building now zoned for commercial use. Located 111 - 165 Poindexter Avenue Continued from May 18, 1987. Motion: Moved By Commissioner Butcher, seconded by Commissioner Schmidt to continue PD -1061 to July 6, 1987 as requested by the applicant. Motion passed unanimously. 8. PUBLIC HEARINGS (New Business) 8.a. Planned Development Permit No. 1062 - Embassy Group, Inc. Requesting approval to construct a 31,560 square foot commercial center on the northwest corner of Moorpark Road and Tierra Rejada Road. Recommended to be continued to July 6, 1987 PC meeting due to non - notice posting of site by applicant. 8.b. Planned Development Permit No. 1063 - National Convenience Stores, Inc. Requesting approval to construct a 3,090 square foot convenience store located on the northwest corner of Moorpark Road and Tierra Rejada Road. Recommended to be continued to July 6, 1987 PC meeting due to non - notice posting of site by applicant. B.C. Land Division Moorpark No. 11 - Embassy Group, Inc. Requesting approval to subdivide a 4.47 acre site into 2 lots, located on the northwest corner of Moorpark Road and Tierra Rejada Road. PLANNING COMMISSION ACTION ITEMS 9.a. Median Monument Sign - Urban West Communities The Director presented the Staff Report dated June 1, 1987. 1. Mr. Tom Zanic, representing Urban West Communities. Addressed the need for a lighted sign and his support in this request. The Commission took the following actions: - Advised Urban West to pursue a minor modification to the Planned Community text so as to allow monument signs in the median along Tierra Rejada Road. - Should the minor modification be approved, Urban West shall be required to obtain an encroachment permit to construct the two signs and to provide the City with a letter of credit or similar form of security acceptable to the City valid for the length of time Urban West maintained the median.. - The issue of median signs as a standard in the Planned Community text of the Zoning Ordinance be removed from the agenda. 9.b. Appeal No. 13 - PD -1065 - Colin Velasquez Appeal of Director's decision regarding location of loading zone. The Director presented the staff report dated June 1, 1987. 1. Colin Velasguez.8366 Topanga Canyon, Canoga Park, Ca. Expressed his concern to the Commission in the delay of staff's processing the request for a planned development due to location of a loading zone for this particular project. It was the general consensus of the Commission that Mr. Valasquez proceed with the planned development as he proposes; with the Commission considering the issue of loading spaces a part of the complete development. 9.c. Amendment to the Planned Community Standards. Received and filed. 10. INFORMATION ITEMS 10. a. Report back to the Planning Commission regarding contact with Caltrans on Walnut Canyon Road signage. Received and filed. 10.b. Stick Signs Advertising Tract Sales MOORPARK PLANNING COMMISSION CITY OF MOORPARK MINUTES OF JUNE 1, 1987 I,— Page 4 Staff to review planned development conditions of approval for compliance with the City ordinance and by -laws. 10.c. DP -332 - Cabot, Cabot & Forbes - Minor Modification Commission stated that it was not necessary to advise them in the future regarding design of a driveway approach. 10.d. PD-1050 - Claire Short - Minor Modification. Commission stated that it was not necessary to advise them in the future regarding design of a driveway approach. 11. COMMISSION COMMENTS - "For Sale" vehicles located on vacant lots along Moorpark Road (east side) between railroad crossing and Flinn Avenue. - Consider a "2 Hour Parking" sign along Los Angeles Avenue at the between the following locations: - Moorpark Road - Tierra Rejada Road ! - Butter Creek Road - Gabbert Road - The continued poor traffic circulation at the High Street /118 Highway (Moorpark Road) related to truck turning movements. Consideration should be given to the removal of the power pole at the southwest corner of the intersection. Perhaps contacting Southern California Edison. Commissioner Wozniak stated that in the current amendment to the Sign Ordinance; consideration should be taken in the requirements for political signs. 12. STAFF COMMENTS - Staff inquired as to vacation scheduling. - Commissioner Wozniak on vacation week of July 2 or July 19, 1987. - Chairman Holland; week of August 24 and week of September 1, 1987. - Staff requested input and direction regarding the General Plan update and it meeting regarding such on June 15, 1987. 13.
