Page 1 The regular scheduled meeting of the Planning Commission held June 15, 1987, in the City of Moorpark Council chambers locted at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:12 p.m., Chairman Holland presiding. 2. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Chairman Holland.. 3. ROLL CALL PRESENT: Chairman Douglas Holland, Commissioners William Butcher, John Wozniak, and Glen Schmidt; ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development; John Knipe, Assistant City Engineer; Michael A. Rubin, Senior Planner, Mark Wessel, Traffic Engineer, and Celia La Fleur, r Administrative Secretary. 4. PUBLIC COMMENTS None. 5. APPROVAL OF MINUTES Minutes of June 1, 1987 By general consensus the minutes of June 1, 1987 were deferred to June 15, 1987. 6. CONSENT CALENDAR None. 7. PUBLIC HEARINGS (Old Business) a. Planned Development Permit No. 1061 - Raymond Caren Commercial Planned Development Permit for an existing 11,760 square foot building previously an industrial building now zoned for commercial use. Located at 111 -165 Poindexter Avenue. Continued to July 6, 1987, as requested by the applicant. Motion: Moved by Commissioner Butcher, second by Commissioner Schmidt to continue Item 7.a. to July 6, 1987 as requested by the r applicant. Amendment to the Sinn Ordinance Revise the Sign Ordinance regarding Real Estate Subdivisional Directional (off -site) Signs. Continued from May 4, 1987. Staff recommendation to continue to July 20, 1987. Motion: Moved by Commisioner Wozniak, seconded by Commissioner Butcher to continue Item 7.b. to July 20, 1987 per staff recommendation. Motion passed unanimously. 8. PUBLIC HEARINGS (New Business) a. Planned Development Permit No. 1062 - Embassy Group, Inc. Requesting approval to construct a 31,560 sq.ft. commercial center on the northwest corner of Moorpark Road and Tierra. Rejada Road. Continued to July 6, 1987. r Motion: Moved by Commissioner Butcher-, seconded by Commissioner Wozniak to continued Item Nos. 8.a., b. & c. to July 6, 1987 as requested. Motion passed unanimously. 8. PUBLIC HEARINGS (New Business) b. Planned Development Permit No. 1063 - Embassy Group, Inc. Requesting approval to construct a 3,090 sq.ft. convenience store located on the northwest corner of Moorpark Road and Tierr Rejada Road. Continued to July 6, 1987. Motion: Moved by Commissioner Butcher, seconded by Commissioner Wozniak to continued Item Nos. 8.a., b. & c. to July 6, 1987 as requested. Motion passed unanimously. C. Land Division Moorpark No. 11 - Embassy Group, Inc. Requesting approval to subdivide a 4.47 acre site into 2 lots, located on the northwest corner of Moorpark Road and Tierra. Rejada Road. Continued to July 6, 1987. General Plan Update - City of Moorpark The Planning Commission will conduct a public meeting for the purpose of soliciting citizen comments regarding the proposed update to the Land Use and Circulation (traffic) Elements of the City's General Plan. Presented by the Director; reference: Staff report dated June 15, 1987. Jim Hartley,5950 Gabbert Road, Moorpark California. Gave the Commission and the public attending a brief background of the General Plan update and areas of concern; a. internal circulation, and the westerly extension of High Street; b. consideration to the development of Happy Camp Regional Park and its impact to traffic circulation; c. 118/23 Highway connector; d. unuseable land acrage be included as density averaging; e. equestrian trails 2. Taree Bollinger, 6431 Linville Ct., Moorpark, California. Stated to the Commission of her concern of a well-balanced community in development, density, population, schools and parks; commercial development for the easterly end of Moorpark. 3. Connie Lawrason, 4291 Ambermeadow Street, Moorpark, California. Items to consider for the General Plan update: hillside preservation, grading, slow growth, implementation of Measure F. Commission noted the need to promote public attendance regarding the General Plan update. The Commission appointed Chairman Holland and Commissioner Schmidt to serve as an Ad Hoc Committer and work with staff (the Director) in preparation of completing time schedules and recommendations to be considered by the Planning Commission on July 6, 1987. PLANNING COMMISSION ACTION ITEMS None. 10. INFORMATION ITEMS a. Draft Residential Building Permit Allocation System On November 4, 1986 the community voters passed a ballot measure (Measure F), which established a Residential Development. Management System. This draft was forwarded to the Planning Commission for receipt only. Public hearing for this item is tentatively scheduled for July 6, 1987.
