Minutes of August 22, 1987
The regular meeting of the Planning Commission held on August 22,
1987 in the City Council Chambers of City Hall of the City of
Moorpark. Located at 799 Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting called brought to order at 9:00 a.m. by Chairman
Douglas Holland.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Holland
3. ROLL CALL
PRESENT: Commissioners Scott Montgomery, William Butcher,
John Wozniak, Paul Lawrason, Douglas Holland.
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards; Director of Community
Development.

For the purpose of soliciting citizen comments regarding the
proposed update to the Land Use and Circulation (Traffic)
Elements of the City's General Plan.
Comments received by the following:
William LaPerch, 7200 Walnut Canyon Road, Moorpark, CA.
Limit increased density.
Consider and review the Nantucket Land Bank Program
Any major changes for the city should be voted on by the
community.
Commissioner Holland:
Concerned with piecemeal decisions and the outcome of the
rural areas.
Measure F is the only one way to deal with growth, we
should look at other alternatives.
Need to be aware of court cases as they apply to the
city's restrictions.
Supports voter participation concerning General Plan
Amendments.
Connie Lawrason, 4291 Ambermeadow Street, Moorpark, CA.
Need for hillside protection procedures.
Need for a major market, gas station in the Campus Park
area.
Traffic a major concern in Moorpark and should be the
priority to improve the circulation.
No oil drilling within the city limits.
Protect the current agricultural land.
Need for community park sites, streetscape improvements
through the city.
Establish a low income mobilehome park, along with
affordable housing.
Need for additional schools and medical facilities.

Concerned with the proposed freeway connection and how it
would affect her surrounding residential area.
Mary Horton Wozniak, 6579 N. Harvard Street, Moorpark, CA.
A need for hillside protection.
Provide shopping centers in the Campus Park area.
Provide larger dwelling unit lot size.
A need to retain the rural area.
Teresa Cortez, Moorpark, CA.
A need for affordable housing.
Industrial uses in the city should be limited.
Identify the percentage of industrial workers that are
Moorpark residents. If not residents, what are the
benefits to Moorpark.
Barbara Johnson, 4248 Laurel Glen Drive, Moorpark, CA.
Supports the Planned Community concept.
There is a need for hillside preservation.
The entry way to the city at Tierra Rejada Road and
Spring Road should be kept as open space.
Preserve the downtown area of Moorpark.
Address the needs of Campus Park.
A need to protect the rights of seniors citizens.
John Newton, 165 High Street, Suite 204, Moorpark, CA.
Gave an overview of the JBR proposal.
Gave an overview of the ASA proposal.
Gave an overview of the Gisler proposal.
Gave an overview of the Ravl:ico development.

Joe Latunski, 289 Casey Road, Moorpark, CA.
A need for horse property.
Has considered submitting an application to rezone his
property.
Barbara Shultz, 116 Sierra Avenue, Moorpark, CA.
Minimize high density near schools.
Setbacks should be increased.
A need for industrial development to create jobs for the
community.
Supports the freeway connection.
A need for community parks.

Continue discussions regarding Land Use and Circulation
(Traffic) Elements of the City's General Plan.
