Minutes of September 8, 1987
The regular meeting of the Planning Commission was held on
September 8, 1987 in the City Council Chambers located at 799
Moorpark Avenue, Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:40 p.m. by Vice Chairman
Montgomery.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice Chairman Montgomery.
3. ROLL CALL
PRESENT: Commissioners Scott Montgomery, William butcher,
John Wozniak and Paul Lawrason.
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards, Director of Community
Development; John Knipe, Assistant City Engineer;
Michael A. Rubin, Senior Planner; and Celia LaFleur,
Administrative Secretary.

A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA RECOMMENDING TO THE CITY
COUNCIL, DENIAL OF THE APPLICATION OF TOPA MANAGEMENT
PARTNERSHIP FOR A CHANGE OF ZONE CLASSIFICATION FROM TPD
(TRAILER PARK DEVELOPMENT) TO C -2 (GENERAL COMMERCIAL)
AND RECOMMENDING APPROVAL FOR A CHANGE OF ZONE FROM TPD
(TRAILER PARK DEVELOPMENT) TO CPD (COMMERCIAL PLANNED
DEVELOPMENT) WITH CONDITIONS, FOR THAT CERTAIN PROPERTY
CONSISTING OF 2.23 ACRES. LOCATED AT THE SOUTHWEST

NO. 1064. LOCATED AT THE SOUTHWEST CORNER OF LOS ANGELES
AVENUE AND SPRING ROAD.
C. RESOLUTION NO. PC -87 -151
A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE
CUP -4507 CITY OF MOORPARK, CALIFORNIA, CONDITIONALLY
APPROVING DEVELOPMENT PLAN PERMIT NO. 390 AND CONDITIONAL
USE PERMIT NO. 4507 ON THE APPLICATION OF SIG FRIEDMAN.
CERTAIN REAL PROPERTY LOCATED AT THE NORTHEAST CORNER OF
LOS ANGELES AVENUE AND GOLDMAN AVENUE.
D. RESOLUTION NO. PC -87 -152
A RESOLUTION OF THE MOORPARK PLANNING COMMISSION OF THE
CITY OF MOORPARK, CALIFORNIA, CONDITIONALLY APPROVING A
CONDITIONAL USE PERMIT NO. 4508, ON THE APPLICATION OF
GRACE CHAPEL MOORPARK FOURSQUARE CHURCH FOR THAT CERTAIN
PROPERTY LOCATED AT THE SOUTH EAST CORNER OF LOS ANGELES
AVENUE AND BELTRAMO ROAD.

9. PLANNING COMMISSION ACTION ITEMS
A. Planning Commission review of Alternative Freeway
Alignments
Review of alternative freeway alignments. The Commission
reviewed the two aspects of the proposed 118/23 freeway
connection as requested by the City Council.
The Commission discussed for some time their preferences
between the Condor Road entry/exit ramps and the Princeton
Avenue proposal.
Testimony received by the following:
(1) Bob Huston, 14972 Marquette Street, Moorpark, CA.
Varsity Park (Patio Homes). Spoke in support of the
extension from Varsity Park area.
Mr. Huston inquired of the Commission if whether or
not a Commission member would have a conflict of
interest in discussing the matter at hand. The
Commission verified with the City Attorney that no
conflict existed and proceeded to discuss the
matter.
The Commissioners found the Condom Road entry /exit ramps more
acceptable; while the other two voiced concern about a lack
of adequate information to make a decision. very few comments
were generated towards the question of impacts ont he Tierra
Rejada Road area and Campus Park area of the freeway would be
placed in the southern alignment. It was the general

consensus of the Commission that any further delays would slow
down the 118/23 freeway link.
It was the general consensus of the Commission on the
following concerns:
(a) Traffic Circulation needs further review.
(b) Preference for Condor off -ramp over Princeton
Avenue off -ramp.
(c) Land use (surrounding properties) regarding
off -ramp at Condor.
(d) Environmental, and social impacts on the City.
(e) Consideration of the Happy Camp Park additional
traffic circulation.
(f) Significant impacts to the south route.
The Commission directed staff to return with a response to
their concerns prior to November .1, 1987
B. Joint Planning Commission /City Council meeting to
discussion progress of the Downtown Plan
The Commission member present consented to hold a joint
meeting on September R although Commission members Montgomery
and Lawrason would not be able to attend.
10. INFORMATION ITEMS
A. Moorpark Library Minor Modification
Request to construct a patio cover.
The Commission reviewed a minor modification request to build
a patio cover on the existing library building. Upheld the
Director's decision to approve the request.
B. DP -348 Sterling Storage Minor Modification
Request to reduce four buildings to two buildings.
The Cc mission took no action on the matter. Upheld the
Director's decision to approve the request.
