Minutes of September 21, 1987
The joint meeting of the Planning Commission and City Council was
held on September 21, 1987 in the City Council Chambers located at
799 Moorpark Avenue, Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Chairman
Douglas Holland.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Vice Chairman Montgomery.
3. ROLL CALL
PRESENT: Mayor, Clint Harper; Council members Eloise Brown;
John Galloway; John Lane.
ABSENT: Council member Bud Ferguson.
PRESENT: Chairman Douglas Holland; Commissioners Scott
Montgomery, William Butcher, John Wozniak and Paul
Lawrason.
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards, Director of Community
Development; John Knipe, Assistant City Engineer;
Michael A. Rubin, Senior Planner; Mike Nian, The
Planning Center; and Celia LaFleur, Administrative
Secretary.

5. ACTION ITEMS
A. Discussion regarding: The Role of the Planning
Commission

The Council open the discussion to the recent public hearing
of PD -1064 Topa Management. Located at the southwest corner
of New Los Angeles Avenue and Moorpark Road, the present site
of the Los Angeles Trailer Park.
The Council was concerned that the Commission was officiating
on behalf of the Planning Commission. News releases indicated
that individual support to relocation of the residents was
present, but not in full capacity of a Planning Commission.
Chairman Holland addressed the Council in stating that in many
occasions the news writers are young and unexperienced and in
most cases misquoted or understood the issues at hand. Also
that the Planning Commission had previously accomplished and
informed staff of their recommendations prior to any
discussion of relocation.
Commissioner Montgomery stated that during the meeting it was
somewhat difficult to approved or disapprove the proposal
because to the relocation issue.
It was the general consensus of the Council and Commission
that every effort would be made in providing the most
information at the soonest available time for review in order
to provide for the most concise and well thought
recommendation to the Council.
B. Moorpark Downtown Plan
Presented by Mike Nian, reference: Staff Report dated
September 17, 1987.
The Council and Commission were requested to review the
guidance package which would be approved as a mutual statement
between the City of Moorpark and the Planning Center
clarifying project direction and expectations. The guidance
package identified problems and potentials which merit
attention in the producing the study document.
The discussion began with concerns related to the railroad
property and whether the property was available for sale,
lease and market value of the property, which is essential to
the Downtown Study and redevelopment of the downtown area.
It was suggested that a joint meeting with the railroad
company and the city be scheduled to address the concerns of
the city and how it should proceed.

It was the general consensus of the Council and
direct staff to provide information regarding
property and schedule a railroad representative

6. ADJOURNMENT

There being no further business the Council adjourned to their
regular meeting of September 23, 1987. The Planning
Commission adjourned to the their meeting of September 28,
1987. The time being 8:30 p.m.
