The regular scheduled meeting of the Planning Commission held December 7,
1987, in the Council Chambers of City Hall located at 799 Moorpark Avenue,
Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Chairman Douglas
Holland presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Douglas Holland.
3. ROLL CALL
Present: Chairman Douglas Holland; Vice Chairman Scott Mongomery;
Commissioner William Butcher; Commissioner John Wozniak;
and Commissioner Paul Lawrason.
Absent: None.
Other City Officials and employees present:
Patrick J. Richards, Director of Community Development; Michael
A. Rubin, Senior Planner; John F. Knipe, Assistant City
Engineer; Mark Wessel, Traffic Engineer; Duane Morita, Project
Manager, Sanchez Talarico Associates, Inc. (representatives for

4. PUBLIC COMMENTS
A. Tom Zanic, Representative of Urban West Communities, 520
Broadway,
Suite 100, Santa Monica, California 90401.
Requesting final design and conditions be reviewed for condition
compliance of TR -4338 and RPD -1069. for Planning Commission
approval and to include the West Village tracts final design
review and condition compliance.
Tentative point rating scheduled for January 4, 1988 and that
the Commission consider the West Village tracts in order to
submit this item for review of the tentative point rating.
B. Richard Hart, 17827 Ridgeway Road, Granada Hills, CA. Request
that the Commission consider continuing the Commission decision
of his Planned Development Permit No. 1068 in order to provide
staff and the the Commission with a re- design and to address the
concerns of traffic mitigation.

The Commission concurred and scheduled for the Commissions meeting of
February 16, 1988.
5. APPROVAL OF MINUTES - October 19, 1987
MOTION(a): Moved by Commissioner Montgomery, seconded by
Commissioner Wozniak to approve the minutes of October
19, 1987 as submitted.
Motion passed uninamously on a 5:0 vote.
6. CONSENT CALENDAR
A. Planned Development Permit No. 1068 - Richard Hart
Disapproval to construct a 4,474 sq.ft. automotive repair
facility on a 15,186 sq.ft. site. South side of Los Angeles
Avneue approximately 170 feet east of Spring Road.
Resolution of Disapproval No. PC -87 -158
MOTION(b): Moved by Commissioner Montgomery, seconded by
Commissioner Butcher to continue this item to the
Commission's second meeting of February 16, 1988.
Motion passed on a 5:0 vote.
B. Vesting Tentative Tract No. 4338, Planned Development Permit No.
1069, Zone Change No. 2814 - Urban West Communities
Approval to subdivide the subject. property into 55 single family
lots. Southeasterly corner of Walnut Creek and Sunny Glen
Drive. North of Hillside Drive.
Resolution of Approval No. PC -87 -159
MOTION(c): Moved by Chairman Holland, seconded by
Commissioner Wozniak to recommend approval of
Resolution No. PC -87 -159 as submitted.
Motion passed unamously on a 4:0:1 vote, Commissioner
Montgomery abstain.
7. PUBLIC HEARINGS (New Business)
A. Development Plan Permit No. 302 - Major Modification Peter
Sturdivant, Structural Concepts,_,Inc.
The proposed facility is an additional 121,520 sq.ft. building
used for office, manufacturing, and warehouse uses, The company
manufactures swimming pool equipment and accessories.

Located along Highway 118 (Los Angeles Avenue), nearest cross
street Gabbert Road; Moorpark, CA.
Staff report dated December 7, 1987 presented by Jaime
Maldonado, Assistant Planner, Sanchez Talerico, Associates, Inc.
Testimony received by the following:
1. Thomas Nelson, 6882 N. Auburn Circle, Moorpark, CA.
Representative of Structural Concepts. Supporting DP -302 gave
an extensive overview of the light industrial structure totaling
121,520 sq.ft. which includes 4,000 of office area; 92,520
sq.ft. of assembly and light manufacturing area; and 25,000
sq.ft. of warehousing, which is to adjoin an existing 109,300
sq.ft. structure. Also gave a list of improvements to be
provided by Structural Concepts, they were as follows:
a. $150,000 in flood control improvements taking place 3/88
through 8/88;
b. Increased landscaping to be provided as a buffer the flood
control channel;
C. Car pooling, staggered working hours (3 working shifts),
proposing 12 additional parking spaces;
d. Retaining walls and fences have been completed;
2. David Sargent, 248 S. Mills Road, Ventura,CA. 93003.
Representing Rasmussen & Associates and architect for the
applicant. Discussed the building setbacks, designs, banding
provided to the proposed Phase II to soften and blend with the
existing Phase I (109,300 sq.ft. structure) building. Commented
on the proposed lighting plan which was designed to address
concerns of light spillage, illumination; building height which
had been reduced by 4' and increased setback from main building.
3. Paul Blum, 51 -804 Majestic Court, Moorpark, CA. Vice President
of Operations, KDI American Products Company. Spoke in support
of DP -302 stating 55 years of business and employs 250 -275, 225
being in -house employees. In response to the concerns expressed
by the Commission in relation to hazardous waste materials
stated that American Products has not had any environmental
citations and has always met all. code. Traffic circulation
concerns may be alleviated by Southcoast Air Pollution Control
District recent request has required American Products to
consider car pooling.
4. Tom Montgomery, 2151 Alessandro Drive, Suite 210, Ventura, CA.
Representing Thomas Montgomery & Associates. Gave and overview
of the Traffic Study dated December 1, 1987 and indicated the
following:

* Signal maybe required at the entrance of Woodcrest and Los
Angeles Avenue.
* Additional traffic lanes and striping to improve traffic flow.
5. John Gorecki, 13767 Bear Valley Road, Moorpark, CA. KDI
American Products employee in support of the development of
DP -302.
6. Gary Gray, 4131 Trailcrest Drive, Moorpark, CA. KDI American
Products employee in support of DP -302.
7. Brooke Luke, 4755 North Buttercreek, Moorpark, CA. In
opposition
and stated that a petition had been submitted to City Hall
protesting the development of DP -302.
8. Jay Lomangno, 248 S. Mills Road, Ventura, CA. Rasmussen &
Associates. Architect for the applicant.
The Commission's concerns were summarized as follows:
a. Height of the proposed building;
b. The need to guarantee staggered working hours;
C. Question the need for the additional 40,000 sq.ft. speculation
area of the building.
d. The need for an internal circulation between parcels to the east
with future signalization at Buttercreek and Los Angeles Avenue;
e. Concerns with future development to the east;
f. The need for the project to meet all parking requirements;
g. The need to underground the flood control channel;
h. The need for more landscaping on the east and south sides of the
building;
i. The need for the applicant to meet with local residents near the
subject site.
The Commission by general consensus continued this matter to their
meeting of January 4, 1988. The Commission also directed staff to
meet with the applicant and review the conditions and possibly revise
some to meet the desires of the Commission based upon their
discussion of the matter.
8. PLANNING COMMISSION ACTION ITEMS
A. Appeal No. 18 - Planned Development,Permit No. 1066 - Leonard
Liston
Requesting approval of revised planned development to construct
a full service car wash facility and 7,000 sq.ft. automotive
service center. Located on the west side of Park Lane Avenue
approximately 130 feet south of Los Angeles Avenue.

This appeal was referred to the Commission by the City Council upon
appeal of the Commission's decision to deny the project. The project
has been revised to provide a full service car wash in lieu of a coin
operated car wash.
Testimony received by the following:
1. Leonard Liston, Applicant.
The Commission heard from the applicant and his consultant. They
addressed hours of operation, tree preservation, signage, stacking,
noise and interface with the adjacent south property (Shiloh Church).
The Commission was concerned that the site was being overused and
suggested a design that would compliment the car was activities.
The Commission by general consensus elected to continue this matter
to January 4, 1988. Also directed staff to meet and work with the
applicant for a revised site plan reducing the service bays, increase
the setback of the car wash facility to provide more stacking and
promote uses related to the car wash facility.
B. Planned Development Permit Nos. 338 -347 and 349 -353 - Annotti
Proposal for inclusion of loading zones.
The Commission reviewed the proposed loading zone sites and
recommended approval. Final approval provided and scheduled for the
next regular scheduled meeting of the City Council.
MOTION W : Moved by Vice Chairman Montgomery, seconded by
Commissioner Butcher to approve DP- 338 -347 and 349 -353
proposals for inclusion of loading zones.
Motion passed on a 5:0 vote.
9. INFORMATION ITEMS

10. COMMISSION COMMENTS
None.
11. STAFF COMMENTS
Staff noted a need to change the case designations from Development
Plan (which indicates an industrial use) to Industrial Planned
Development so as to eliminate any confusion over Planned
Developments and Development Plans.
