The regular scheduled meeting of the Moorpark Planning Commission held
December 21, 1987 in the City Council Chambers located at 799 Moorpark
Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:08 p.m., Chairman Douglas
Holland presiding.
2. PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Chairman Holland.
3. ROLL CALL
PRESENT: Chairman Douglas Holland, Vice Chairman Scott
Montgomery, Commissioners John Wozniak, William
Butcher, Paul Lawrason.
ABSENT: None.
OTHER EMPLOYEES AND CITY OFFICIALS:
Patrick J. Richards, Director of Community
Development; and Celia LaFleur, Administrative
Secretary. The Planning Center representatives; Al
Bell, Mike Nian, and Tim Denham.
4. PUBLIC COMMENTS
A. Bill Mason, 437 Shasta Avenue, Moorpark, CA., addressed the
Commission regarding the need to design industrial projects
which are next to residential uses differently than typical.
Mr. Mason was promoting the need to be sensitive to residential
uses.
S. APPROVAL OF MINUTES
The Minutes of 12/7/87 by general consensus of the Commission were
deferred to the Commission's meeting of January 4, 1988.

9. PLANNING COMMISSION ACTION ITEMS
A. DRAFT MOORPARK DOWNTOWN PLAN - Novembers_ 1987
Staff provided an introduction and overview and then turned the
meeting over to the planning Center. Al Bell representing the
Planing Center gave a brief background on the basics of the plan,
then introduced Mike Nian who reviewed the following :
Existing setting
Study Area Districts
Development opportunities
Downtown Land Use Concept
Tom Denham, Architect representing The Planning Center spoke to the
Commission regarding Design Guidelines which included District
Architecture, Streetscape Plan, Signage and Parking Plan.
Following the presentation from The Planning Center the following
testimony:
A. Kathern McDurmett, representing Southern Pacific Transportation
Company addressed the Commission. Ms. McDurmett indicated the
willingness of Southern Pacific to work with the City on the
Downtown Plan. They generally supported the plan but felt that
a specific plan may be the best approach so that they could
provide long term leases or the sale of property. Ms.
McDurmett also warned the Commission that Southern Pacific's
policies towards development had changed several times over the
past few years and may change again.
B. Bill Mason, 437 Shasta Avenue, Moorpark, CA. Spoke to the
Commission in support of retaining the long term grain business
that had been built as a replica railroad depot.
C. Scaroni, . Promoting the plans idea to change to commercial
office at Everette and Moorpark Avenue.
The Commission expressed the following concerns:
Proposed service commercial on the west side of Moorpark Avenue;
Alley parking concept;
Multi -model commuter rail station;
Setbacks along High Street;
Concrete sidewalk vs. pea gravel as pathway material;
Financing - funding;

Market research analysis was brief and needs more studying;
Contacting Amtrack to consider discussions for passenger
service.
The Commission continued this matter to their meeting of February 1,
1988 and that The Planning Center meet with Design Standards
Committee and the Director meet with the City's Chamber of Commerce
and then report back on February 1, 1988.
10. INFORMATION ITEMS
A. Conditions after PC aDDroval.
October 19, 1987 the Planning Commission was informed by the
applicant of PD -1065 that an additional condition had been placed on
the project by the staff after the Commission had made its
recommendation, and prior to the City Council hearing. This was due
to a staff error that caused the need for the condition o be added at
the time. When an entitlement has completed Planning Commission
review, if the Commission had final approving authority, then no
further conditions may be added once the Commission has adopted a
resolution. In this case, the entitlement still requires City
Council action. Until the Council adopts a resolution on the matter,
conditions may still be imposed.
Staff will only suggest a new condition be added after Planning
Commission action under two circumstances: 1) a condition was
omitted as a result of a staff error; or 2) new information has been
received. Sometimes new information is received in the form of a
revised site plan. (Reference: staff report dated 11/10/87)
Planning Commission action was to receive and file.
B. Planned Development Permit No. 851 Tract 2865 - Minor
Modification
The applicant has requested to modify an existing block wall
within the Pardee tract at 3991 Woodlake Manor at the north west
corner of Woodlake Manor and Cedarpine. The proposal is to
lower the existing wall by five courses and replace with wrought
iron fences. The Director determined the request to be
appropriate and meets the purpose and intent of the original
wall and affords the applicant the opportunity to have a view.

The Commission concurred with the Director's decision and deemed the
request approved.
