HomeMy WebLinkAboutMIN 1988 0606 PC REGMOORPARK PLANNING COMMISSION City of Moorpark Minutes of June 6, 1988 The regular scheduled meeting of the Planning Commission held on June 6, 1988 in the City Council Chambers of the Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:15 p.m., Chairman Holland presiding. 2. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Chairmen Holland. 3. ROLL CALL PRESENT: Chairman Douglas Holland, Vice Chairman Scott Montgomery, Commissioner's William Butcher, John Wozinak and Paul Lawrason; ABSENT: OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development; Michael A. Rubin, Senior Planner; John Knipe, Assistant City Engineer; Mark Wessel, Traffic Engineer; and Celia La Flour, Administrative Secretary. 4. PUBLIC COMMENTS Mr. Joe Latunski, 289 Casey Road, Moorpark. Spoke of the draft CPO, and the need for greenbelts and how he viewed future development occurring. 5. APPROVAL OF MINUTES Motion: Moved by Commissioner Lawrason, seconded by Commissioner Montgomery to approve the minutes of May 16, 1988 and May 23, 19$B as submitted with a 5:0 vote. Motion passed on a 5:0 vote. 6. CONSENT CALENDAR None. It was the general consensus of the Commission to reorder the agenda and consider Planning Commission Action Item Nos. 9.A, B. C. and D. -1- MOORPARK PLANNING COMMISSION City of Moorpark Minutes of June 6, 1988 9. PLANNING COMMISSION ACTION ITEMS A. Development Plan Permit No. 347 Minor Modification - Annotti To relocate a roll -up door, to add a glass passage door. The Planning Commission reviewed this matter and received /filed. Motion: Moved by Commissioner Montgomery, seconded by Comissioner Lawrason that this item be received and filed no action required. Motion passed on a 5:0 vote. B. Appeal No. 88 -2 Moorpark Storage An appeal of an administrative decision by the director of Community Development to require a Major Modification for additional buildings within the storage complex. Mr. Swane, 5751 Cochran, Simi Valley. Representing Moorpark Stow It, indicated his willingness to install an 8 ft. high chain link fence around the property but did want to install walls. The Commission reviewed the past modifications for this site and questioned Mr. Swane. Motion: Moved by Commissioner Lawrason, seconded by Commissioner Montgomery that After considering this matter the Commission agreed with the Director and determined that a major modification permit would be appropriate. Motion passed on a 5:0 vote. C. TR -4340, 4341 and 4342 - West V_ illage Street Alignment (Condition Compliance) - UWC Condition compliance for the tract which requires the final approval by the Planning Commission of alignment of streets for TR's 4340, 4341 and 4342 (West Village). Mr. Tom Zanic, UWC 520 Broadway, Santa Monica, Ca., advised the Commission that he agreed with staff's recommendations. Motion: Moved by Commissioner Montgomery, seconded by Commissioner Butcher to approve staff's recommendation and approve the street alignments. Motion passed on a 5:0 vote. -2- 7 MOORP,ARK PLANNING COMMISSION City of Moorpark Minutes of June 6, 1988 D. TR -3963 - Fencing Plan - (Condition _Compliance) - Griffin Homes Condition compliance for Planned Development Permit required Planning Commission approval of all fences and walls within the tract. Proposed is the fence and wall plan for Phase II of Tract 3963. Elaine Freeman, Griffin Homes 24005 Ventura Blvd., Calabasas, Ca. Agreed with all of staff's recommendations except one. The unacceptable condition was to place three courses of slump stone block under the wrought iron fence along the property line. The Commission considered Ms. Freeman's comments but elected to approve staff's recommendation's in total. Motion: Moved by Commissioner Wozniak, seconded by Commissioner Montgomery to approve staff's recommendation. Motion passed on a 5:0 vote. PUBLIC HEARINGS (Old Business) A. Comprehensive Planning Ordinance (Draft] Part 1 addresses the General Plan. It would require voter approval on any general plan amendment that involved the following: 1. Land of 100 acres or more. 2. Increase population by more than 350 people. 3. Add more than 1000 average daily vehicle trips. Part II requires the adoption of various ordinances. 1. Hillside, Ridgeline and Open Space Preservation Ordinance. 2. Development Standards Ordinance. This ordinance would address specific development and design standards for all projects. 3. The development of a comprehensive Traffic Management and Circulation Development Plan. This includes a mandate to maintain an LOS of "C" -3- r� MOORPARK PLANNING COMMISSION City of Moorpark Minutes of June 6, 1988 4. The establishment of additional greenbelts both east and west of the City. By staff's count there were only eleven persons attending the Commission meeting at the time this matter was discussed. The Commission received a short staff report and then they began to discuss the topic among themselves. Commissioner Lawrason voiced disappointment in the City Attorney's response. He was looking for possible options suggested by the City Attorney. Chairman Holland noted that the CPO proposed was more of an outline of a direction that could be taken and that it presented an opportunity to begin a dialogue on how the City wishes to handle the planning process. Commissioner Butcher felt that the CPO presented was not comprehensive enough. He presented his views on the 10% - 15% hillside limit and the limit of LOS to a service level of "C ". He was also concerned that there were not enough background facts to support the numbers proposed. Commissioner Butcher was in favor of the Greenbelt concept. Chairman Holland indicated that the City Council was giving the PC an opportunity to make recommendations even if they were "concept" in form. The Chairman open the matter to the public and Mr. Allen Camp, Attorney for the Carlsberg organization addressed the Commission. Mr. Camp spoke for a length of time on what kind of message the CPO was sending to the development community; that a population cap is inconsistent with the City's Housing Element; that the hillside development restriction proposed would be overly detrimental to his clients interest, and finally the CPO removes a lot of authority from the City Council. Substantial question /answer period then began between Mr. Camp and the Commission. The Commission took a break and then began to discuss the matter among themselves. At the conclusion of their discussion the Commission made the following motions: Motion: Moved by Commissioner Montgomery, seconded by Commissioner Lawrason that the General Plan be updated every four years and such be approved by the voters if an amendment increase or decrease population by 5 %. Motion passed on a 5:0 vote. Motion: Moved by Commissioner Montgomery, seconded by -4- r MOORPARK PLANNING COMMISSION City of Moorpark Minutes of June 6, 1988 Commissioner Holland that Part I only include the increase in population by more than 350 and the 1000 average daily vehicle trips. Delete the reference to 100 acres. Motion passed on a 4:0:1 vote, Commissioner Butcher voting NO. Motion: Moved by Montgomery, seconded by Commissioner Lawrason thatthe City add a Public Facilities Element to the General Plan. Motion passed on a 5:0 vote. The Commission continued this matter to their meeting of June 20th and requested that a typed summary of their actions be made available to them at that time. 8. PUBLIC HEARINGS (New Business A. Amendment to the Moorpark Municipal Code to provide requirements for political (campaign) signs. It was the general consensus of the Commission to continue this item to direct staff to require the City Attorney's review and comments. 10ANFORMATION ITEMS /DISCUSSION ITEMS A. Ordinance No. 84 AN ORDINANCE OR THE CITY OF MOORPARK, CALIFORNIA ADDING CHAPTER 12 TO TITLE 9 OF THE MOORPARK MUNICIPAL CODE; AND MAKING CERTAIN AMENDMENTS AND DELETIONS TO THE VENTURA COUNTY ZONING ORDINANCE, AS ADOPTED BY THE MOORPARK CITY COUNCIL ON SEPTEMBER 21, 1983, PERTAINING TO HOME OCCUPATIONS. After some comments made by Commissioner Montgomery the Commission took no action to recommend a change to this ordinance. B. Peach Hill Speed Limit Continued to June 20th meeting. C. Resolution No. 88 -475 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF MOORPARK, CALIFORNIA, INITIATING PROCEEDINGS TO CONSIDER AMENDING THE MOORPARK MUNICIPAL CODE -5- MOORPARK PLANNING COMMISSION City of Moorpark Minutes of June 6, 1988 CONSIDER AMENDING THE MOOR•PARK MUNICIPAL CODE PERTAINING TO THE RESIDENTIAL DEVELOPMENT MANAGEMENT SYSTEM. The Commission set this matter for their .July 18th meeting. 11. COMMISSION COMMENTS The Commission requested that the McCroy Ranch proposal and the General Plan amendment proposal in Santa Rosa Valley be placed on the Commission's next agenda. 12.
