HomeMy WebLinkAboutMIN 1988 0829 PC SPCMINUTES OF THE JOINT PLANNING and PARKS AND RECREATION COMMISSION MEETING Moorpark, California August 29, 1988 A special, joint meeting of the Parks and Recreation Commission and Planning Commission of the City of Moorpark was held on August 29, 1988, in the Council Chambers of the City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: The Meeting was called to order at 7:05 p.m. by Chairman Holland of the Planning Commission and by Chairman Roberts of the Parks & Recreation Commission. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Councilmember Harper. 3. ROLL CALL: Planning Commission Present: Commissioners Lawrason, Montgomery, Wozniak and Chairman Holland. Commissioner Butcher was absent but excused with cause. Parks & Recreation Commission Present: Commissioners Crockatt, Nainoa, Wheeler and Chairman Roberts. Commissioner Arambula was absent. Staff Present: Pat Richards, Director of Community Development and Philip Newhouse, Director of Community Services. Others Present: Councilmember Harper. 4. PUBLIC COMMENTS: None. 5. DISCUSSION /ACTION ITEMS: Chairman Roberts opened the special meeting by welcoming the Planning Commission to their first joint meeting to review park sites for the City of Moorpark. First topic of discussion was criteria for consideration when reviewing potential park sites. See attached list. Comments related were as follows: John Roberts: We would like to have comments on the criteria list provided by staff. Paul Lawrason: I have one addition. Surrounding land uses should be shown. John Wozniak: Criteria is good. Question: Where does the community's needs and wants come in? Recorder is broken! Douglas Holland: Good start. Go back and look at specific criteria. Need more than a checklist, i.e. consider locating parks next to major arterials. Douglas Holland: Need a master plan for development - 3 tiers, Phase 1, 2 & 3. Need to refine criteria presented by staff. John Roberts: We have identified neighborhood park sizes. #1 issue is the number of acres available in the City; #2 - the park size. Tom Wheeler: Several documents have been prepared in the past. The 1986 document for a Moorpark master plan is one of these. Do we have a projected park acreage? Identifies the present and what we need by 1993. We do have resource documentation for review. Sam Nainoa: This document has not been adopted by the Commission. This is only a "tool." Douglas Holland: Our role is to work after the site is selected. We need to support the intent of the site. John Roberts: Lets look at the map and identify the priority. Phil Newhouse: Let's review the 1 - 8 list of park sites: 1. Lower athletic field - High School; 2. Schleve Site. 3. Levy Property; 4. Giesler Property; 5. Charles & Spring; 6. Chaparral; 7. Railroad Property; 8. Flory & 3rd; MINUTE /8.29 /PRAGENDA 1 Minutes of the Joint Planning and Parks & Recreation Commission 3 August 29, 1988 John Roberts: Parks Commission to aggressively go after Site #1, Lower Athletic Field at High School, and also for Site #2, the Schleve Property. Douglas Holland: The Schleve property is not a project yet. If you use this site and the school, it's not bad. Site #1 is the best site adjacent to the Community Center. Look at #2 as part of the general plan. Need to identify all sites. Paul Lawrason: What was the minimum acreage that Parks Commission was looking for? Sam Nainoa: 6 to 15 acres. Douglas Holland: Minimum is 5 acres for active park. Lynn Crockatt: Downtown (Zone 2) has zero acres of park. Douglas Holland: Not trying to discourage consideration for Site #2, but needs to be included in the General Plan update. Tom Wheeler: Thought it was premature for Mr. Schleve to make presentation to Parks Commission. Concerned with the process that we used. Sam Nainoa: Concerned with the Schleve process. Douglas Holland: Don't have a problem but the applicant needs to file an application. Scott Montgomery: The Commission did not receive anything from Mr. Schleve. Don't stop at 1 & 2 but look at all the sites. Like Site #8 — if you can get it, take it. Douglas Holland: Agree that 14 acres is a minimum. You're going to see a push to increase density in the Downtown Area. Look at joint use opportunities. John Roberts: Sites 4 & 8 were discussed a lot. The citizens did not like pocket parks. The people felt that when they were on school property, it was not their own. Douglas Holland: Looking at all the sites makes sense. John Wozniak: Agree with the citizens that we don't want to build a lot of passive parks. Douglas Holland: How was the Railroad property chosen? Sam Nainoa: Left over. Tom Wheeler: Need to explore each site and its zoning. What is the site worth? School District - status of the high school site? Paul Lawrason: High School site. Consider property - most appropriate to be a park. John Roberts: All of these sites are up in the air. Douglas Holland: First time Planning Commission has met with Parks Commission. Hope to see other meetings in the future.. 6.
