HomeMy WebLinkAboutMIN 1988 1107 PC REGPlanning Commission, City of Moorpark, California Minutes of: November 7, 1988 The regular scheduled meeting of the Planning Commission held on November 7, 1988 in the City Council Chambers of the Community Center located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER The meeting was called to order at 7:15 p.m., Chairman Douglas Holland presiding. 2. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Chairman Holland. 3. ROLL CALL PRESENT: Chairman Douglas Holland, Vice Chairman Scott Montgomery Commissioner's William Butcher, John Wozniak and Paul Lawrason. ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: r^ Steven Kueny, City Manager; Patrick J. Richards, Director of Community Development; John Knipe, Assistant City Engineer; Michael A. Rubin, Senior Planner; John Huffman, representing Urban Futures; and Celia LaFleur, Administrative Secretary. )I'"_' 4. PUBLIC COMMENTS None. 5. APPROVAL OF MINUTES Minutes of October 3, 1988. Motion(a): Moved by Commissioner Butcher, seconded by Commissioner Lawrason to approve the minutes of October 3, 1988 as submitted. (The meeting of October 17, 1988 cancelled.) 6. CONSENT CALENDAR No items for consent approval. It pas the general consensus of the Commission, that Item 9A (Planning Comission Action Items be taken out of order. Preliminary Plan for the Moorpark Redevelopment Project The Preliminary Plan is one of the initial steps required by the California Community Redevelopment Law (CCRL) to enable the city to consider adopting a Redevelopment Plan., The Planning Commission considered the report from Urban Futures, Inc. and addressed questions to the consultant regarding the Preliminary Plan. Motion(b): Moved by Commissioner Montgomery seconded by Commissioner Lawrason to approve Resolution No. PC -88 -177 and to include the additional six areas as shown in Exhibit A (as referenced in the City Manager's memo dated 5/5/88). Motion passed on a 5:0 vote. 7. PUBLIC HEARINGS (Old Business) A. Appeal No. AP -88 -12 Colin Velazquez To appeal the Director of Community Development decision to deny a r second time extension on Planned Development Permit No. PD -1068. Located at 643 Moorpark Avenue at High Street. Presented by the Director, reference: staff report dated November 3, 1988. Testimony received by: 1. Colin Velazquez, 1078 Mellow Lane, Simi Valley, Ca. Stated that he did not have the funds to pursue the project at this time, but had every interest to complete it in the future. The Commission had considered the matter of an extension in January of 1988 and at that time granted the applicant an additional year to begin the project. The Commission conditioned this approval upon the applicant giving the director written status reports each quarter. At that time the PD was continued to December 12, 1988. On October 3, 1988 the applicant once again appeared before the Commission asking for a two year extension. The Commission inquired regarding progress to date and asked the applicant to respond to the fourteen points outlined by the director which could have been done over the past year. The Commission allowed the applicant a month to respond in writing. When the item was heard by the Commission on November 7th no written reply had been provided. PCM11 /7 /CHRONI -2- r� 8 Planning Commission, City of Moorpark, California Minutes of: November 7, 1988 Motion(c): Moved by Chairman Holland, seconded by Commissioner Montgomery to granted the applicant an additional year's extension with an automatic six month extension if at least 12 of the 14 items listed in the director's letter of November 16, 1987 have been submitted to the city. The Commission directed staff to draft a resolution for their next meeting setting forth their decision. Motion passed on a 5:0 vote. B. Draft Hillside Performance Standards For the purpose of creating proposed regulations for development within the city's hillside areas. Motion(d): Moved by Commissioner Montgomery, seconded by Commissioner Butcher to continue this item to November 21, 1988. PUBLIC HEARINGS (New Business) A. Conditional Use Permit No. CUP -4503 Studebaker Services (Michael Wedemever) Motion(e): Moved by Commissioner Butcher, seconded by Commissioner Wozniak to continued this item to November 21. 1988. Motion passed on a 5:0 vote. ITEM 9A. PREVIOUSLY TAKEN OUT OF ORDER INFORMATION ITEMS None. CONNISSION COMMENTS Commissioner Wozniak requested the subject of political signs regulations be placed back on the Commission's agenda of November 21, 1988. STAFF COMMENTS The Director advised the Commission of Mr. Rubin's last meeting with the city as he had accepted other employment.
