The regular scheduled meeting of the
1989 in the City Council Chambers of
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
Planning Commission held on April 3,
the Community Center located at 799
The meeting was called to order at 7:10 p.m., Chairman Douglas Holland
presiding.
2. PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Chairman Holland.
3. ROLL CALL.
PRESENT: Chairman Douglas Holland; Commissioner's; Bill Lanahan;
Glen Schmidt.
ABSENT: Vice Chairman John Wozniak with cause.
OTHER CITY OFFICIALS AND REPRESENTATIVES:
Patrick J. Richards, Director of Community Development;
John Knipe, Assistant City Engineer; Deborah S. Traffenstedt,
Senior Planner; Celia LaFleur, Administrative Secretary.
4. RESOLUTION OF COMMENDATION
A. A presentation to William S. Butcher on behalf of the Planning
Commission and the Department of Community Development.
Presented by Chairman Douglas Holland.
MOTION(a): Moved by Commissioner Schmidt, seconded by Commissioner
Lanahan to approve the Resolution of Commendation as
presented.
Motion passed on a 3:0 vote (Commissioner Wozniak
absent, and one Commissioner vacancy).

Chairman Holland approved the minutes of 11/02/87 (PC), 11/02/87
(REDB), 12/07/87 (PC), 12/21/87 (PC).
MOTION(b): Moved by Commissioner Schmidt, seconded by Commissioner
Lanahan to approve the minutes of 03/06/89.
Motion passed on a 3:0 vote (Commissioner Wozniak
absent, and one Commissioner vacancy).
7. CONSENT CALENDAR

8. PUBLIC HEARINGS (OLD BUSINESS)
None.
9. PUBLIC HEARINGS (New Business)
A. Industrial Planned Development Permit Nos. IPD's 88 -8 through
88 -17 (Moorpark West)
Construction of ten industrial buildings on separate lots. The total,
combined floor area is 86,146 square feet. Located east of Maureen
Lane, west of Bonsai Avenue, and approximately 600 feet north of Los
Angeles Avenue.
The Chairman requested of staff to continue this item until such time
that there would be a full Commission present.
Mayor Eloise Brown spoke from the audience and indicated to the
Chairman that it was unlikely that an new Commissioner would be
appointed at the City Council meeting of April 5, 1989. Inasmuch as
there would not be a new appointment made to the Commission the
Chairman inquired with the applicant to continue the item to the
Commission's next regular meeting of April 17, 1989. The applicant
responded by stating he wished to proceed with the hearing.

Presented by Deborah S. Traffenstedt, Senior Planner; reference: staff
report dated April 3, 1989.
Testimony received by the following:
1. Nick Brown, representing Moorpark West, 5101 Douglas Fir Road,
Calabasas, CA 91302. Mr. Brown indicated that he preferred to
have the public hearing presented to the Commission. Indicated
that the project currently before the Commission is a Phase II of
the already approved Phase I project. Inquired of staff of the
processing deadline, the Director replied May 18, 1989 was the
date when the City Council would have to render a decision
regarding the entitlement request.
Commissioner Lanahan read from a prepared statement indicating the
following concerns:
- Traffic circulation
- Signalization at various stages of development.
- Public safety
- Consideration of a moratorium on commercial and industrial
development.
Chairman Holland inquired as to the widening of Los Angeles Avenue
project; the City Engineer responded that the utility work is currently
being completed and final completion is anticipated for January 1990.
Signalization was the main concern that the Commission expressed and
considered conditioning the applicant in such a way that no occupancy
would occur until a signal could be placed at the proposed location for
development.
Mr. Brown addressed the Commission regarding condition nos. 16,
24, 55 and 64 which are stated as follows:
Condition No. 16
"Complete landscape plans (2 sets), together with specifications
and a maintenance program shall be prepared by a State Licensed
Landscape Architect, generally in accordance with Ventura County
Guidelines to Landscape Plans and in compliance with City of
Moorpark ................."
This condition currently under "Prior to Issuance of a Zoning
Clearance" the applicant requested that the condition be placed
under "Prior to Issuance of a Building Permit."
Staff concurred with the applicants request.

Condition No. 24
"For all exterior lighting, a lighting plan shall be prepared by
an electrical engineer registered, in the State of
California....."
The applicant requested that this condition also be placed under
"Prior to Issuance of a Building Permit."
Staff did not concur.
Condition No. 55
"The applicant shall submit to the City of Moorpark for review and
approval, a grading plan prepared by a Registered Civil Engineer,
shall obtain a Grading Permit, and shall post sufficient surety
guaranteeing completion."
The applicant quoted the redundancy of the condition.
City Engineer concurred and would redraft the condition.
Condition 64
"To assist the City Engineer :in determining when a traffic signal
should be installed at the intersection of Los Angeles Avenue with
Maureen Lane, the developer shall conduct manual turning counts
from 6:00 a.m. to 7:00 p.m. prior to the issuance of a zoning
clearance for a development project corresponding to 40 percent,
65 percent, and 90 percent of the developable portion of
LDM- 10 ...... .............................."
The applicant was unclear to the intent and commitment of the
condition.
City Engineer concurred and would redraft the condition.
The Chairman requested that the tapes recording the public hearing be
provided to Vice Chairman Wozniak.

Lanahan to continue the item to the Commission's meeting
of April 17, 1989.

10. PLANNING COMMISSION ACTION ITEMS
A. Report on Conformity with the General Plan - for the Moorpark
Redevelopment Project
As part of the process to approve a Redevelopment Plan for the Moorpark
Redevelopment Project, the Commission is requested to review the plan
and determine it's conformity with the City's General Plan.
MOTION(d): Moved by Chairman Holland, seconded by Commissioner
Lanahan to continue the item to the Commission's meeting
of April 17, 1989.
Motion passed on a 3:0 vote (Vice- Chairman Wozniak
absent, and one Commissioner vacancy).
11. GENERAL PLAN UPDATE - Status Report:
The Director gave a brief overview of the status by stating applicant's
who most likely would not participate for a General Plan Amendment.
12. INFORMATION ITBlLS
A. Impact Sciences, Inc.
Information paper discussing proposed development west of the Moorpark
Town Center.
MOTION(e): Moved by Chairman Holland, seconded by Commissioner
Lanahan to continue the item to the Commission's meeting
of April 17, 1989.
Motion passed on a 3:0 vote (Vice- Chairman Wozniak
absent, and one Commissioner vacancy).
13. COMMISSION COMMENTS
Consideration of 1124 hour No Parking" signs at Tierra Rejada Road and
Peach Hill Road at the Holy Cross Church location.
Moisture problems within the UWC development, who's responsible? How
did it happen? What can be done? Environmental Checklist should be
studied a closer.
Why there is no landscaping at the Bel Air Sheet & Tube and West
America developments? Staff replied that the City and Caltrans were at
odds regarding meandering sidewalks being provided. This is the cause
of delay in providing landscaping.

14. STAFF COMMITS
Draft Housing Element transmittal - Public Hearing scheduled for April
17, 1989.
Staff was pleased to announce the promotion of Deborah S. Traffenstedt
formerly Associate Planner to the position of Senior Planner.
Also announced the hiring of an additional Senior Planner coming from
the County of Ventura, Paul Porter scheduled to start with the City on
April 17, 1989. The position of Code Enforcement Officer has also been
filled with Frank Mancino, which began working with the City on April
3, 1989.
15. ADJOURNMENT
