CALL TO ORDER The meeting was called to order at 7:10 p.m., Chairman Holland presiding. 2. PLEDGE OF ALLEGIANCE The pledge of allegiance was led by Councilmember Lawrason. 3. ROLL CALL PRESENT: Chairman Douglas Holland; Vice Chairman John Wozniak; Commissioner's; Bill Lanahan; Glen Schmidt. ABSENT: None. OTHER CITY OFFICIALS AND Patrick J. Richards, Director of Community Development; John Knipe, Assistant City Engineer; Mark Wessel, Traffic Engineer; Deborah S. Traf£enstedt, Senior Planner; Celia LaFleur, Administrative Secretary. 4. PUBLIC COMMENTS A. William LaPerch, 7200 Walnut Canyon Road, Moorpark, CA. Spoke on behalf of the Moorpark Central Neighborhood Council which met on April 12, 1989 to discuss the proposal for Gisler Field. In his prepared statement dated April 17, 1989 stated the following concerns with the proposed project: a. Impact on Los Angeles Avenue (traffic circulation) b. Completing the widening of Los Angeles Avenue prior to the implementation of such a commercial project. C. High density housing in the surrounding single story housing. It was the general consensus of the Commission that a notice of future infomation papers on the proposal be provided to neighborhood councils within the Poindexter Avenue, Moorpark Avenue and Los Angeles Avenue residential areas . APPROVAL OF MINUTES Minutes of April 3, 1989 Motion(a) : Moved by Commissioner Schmidt, seconded by Commissioner Lanahan to approve the minutes of April 3, 1989 as submitted. Motion passed on a 4:0 vote. 6. CONSENT CALENDAR None. 7. PUBLIC HEARINGS (Old Business) A. Industrial Planned Development Permit Nos. IPD -88 -8 through 88 -17 (Moorpark West) Construction of ten industrial buildings on separate lots. The total, combined floor area is 86,146 sq.ft. Located east of Maureen Lane, west of bonsai Avenue, and approximately 600 feet north of Los Angeles Avenue. Continued from April 3, 1989. Testimony received from the following: 1. Nick Brown, representing West America, 8929 Wilshire Blvd., Beverly Hills, CA. Referenced Condition No. 97, by stating that the applicant had already paid $70,000 prior to issuance of a zoning clearance for DP's 393 -404, in association with LDM -10 which represents half of the estimated project cost to construct the traffic signal at the intersection of Maureen Lane and Los Angeles Avenue. 2. Tom Montgomery, representing Thomas S. Montgomery Associates Transportation and Traffic Engineers. Spoke in support of the project. Stated to the Commission that signalization could be warranted only by development, signalization would not be provided prior to the development. 3. William E. Mason, 437 Shasta Avenue, Moorpark, CA. Protested the application proposed by Moorpark West. Mr. Mason stated traffic circulation is extremely difficult at the intersection of Los Angeles Avenue and Shasta Avenue and that any more development would only impact the current circulation problem. Also noted that the rear of industrial buildings located on Goldman had trash and debris that was visable to the residential area adjacent to !l— the buildings. Planning Commission, City of Moorpark, California Minutes of April 17, 1989 Page 3 The Commission continued to discuss the timelines for widening of Los Angeles Avenue, how many travel :Lanes would be provided, and permit issuenace concurrent with signalization. Motion(b): Moved by Commissioner Lanahan, seconded by Commissioner Wozniak that the Commission has evaluated the proposed final Negative Declaration and has determined it to be adequate and complete. That Condition No. 13 be deleted; Condition No. 16 be modified by deleting "........and approved by ..................."; Condition No. 24 to remain as submitted; Condition No. 55 be modified to read: "The applicant shall submit to the City of Moorpark for review a grading plan prepared by a Registered Civil Engineer. "; Condition No. 64 be redrafted to read: "The applicant shall make a supplementary contribution to the Los Angeles Avenue Area of Contribution in the !— amount of $70,000 which is to be paid once for the associated LDM -10, DP's 393 -404, and IPD's 88 -8 to 88 -17. This supplementary contribution represent half of the estimated project cost to construct the traffic signal at the intersection of Maureen Lane at Los Angeles Avenue. (The $70,000 was paid prior to issuance of a zoning clearance for DP's 393 -404. The City Engineer's office intends to use $5,000 of this money to conduct a traffic signal warrant study for the Maureen Lane /Los Angeles Avenue signal.)" Condition No. 97 be redrafted to read: "A contract shall have been let for the widening of the north side of Los Angeles Avenue between Maureen Lane and Gisler Avenue and for the installation of a traffic signal at the intersection of Maureen Lane and Los Angeles Avenue, prior to the issuance of any building permit." Motion passed on a 4:0 vote (one Commissioner vacancy). Motion(c): Moved by Commissioner Lanahan, seconded by Commissioner Wozniak to modify Condition No. 54 relating to graffiti removal within ten days from written notification by the City of Moorpark. Draft Housing Element of the General Plan The Planning Commission will consider a draft of the revised Housing Element of the General Plan as required by Article 10.6 of the Government Code. A periodic updating of the City's Housing Element is mandated by law every five years. Presented by Director Richards. It was the general consensus of the Commission to continue this item to their meeting of May 1, 1989 and that the County Planning Program related to population be provided to the Commission at such time. 9. PLANNING COMMISSION ACTION ITEMS A. Report of Conformity with the General Plan for the Moorpark Redevelopment Project As part of the process to approve a Redevelopment Plan for the Moorasrk Redevelopment Project, the Commission is requested to review the plan and determine it's conformity with the City's General Plan. Presented by John Huffman, Urban Futures, who gave the Commission a presentation. No other speakers on the matter. Chairman Holland requested that the following matters be addressed in the project report. a. That there be some statement regarding the conflict of interest issues associated with redevelopment. b. That all agreements, contracts, "deals" created by the agency should be tied to the approval of an entitlement request. Motion(d): Moved by Commissioner Schmidt, seconded by Chairman Holland to approve staff's recommendation that the Planning Commission review the proposed Redevelopment Plan, Draft EIR and Conformity Report making comments as deemed appropriate; and that the Planning Commission determines that the plan is conforming with the City's General Plan. That the following be be addressed in the project report: a. That there be some statement regarding the conflict of interest issues associated with redevelopment. INFORMATION ITEMS A. Proposed Fire Station within Planned Community 3 (Urban West Communities) Ventura County proposal to construct an 8,000 sq.ft wood frame and stucco fire station at the southwest corner of Mountain Trail Street and Cedar Springs Street. Motion(e): Moved Vice Chairman Wozniak, seconded by Commissioner Lanahan to approve staff's recommendation that the proposed location for the new County Fire Station is conforming to the City's General Plan. B. Impact Sciences, Inc. Information paper discussing proposed development west of the Moorpark Town Center. Continued from April 3, 1989. Received and filed. 11. COMMISSION COMMENTS Vice Chairman Wozniak noted two concerns; a need to relocate or provide a better sign which is located on Spring Road indicating "Not a Through Street ", in order to eliminate confusion and misdirection during traffic congestion; and sign violations advertising the Woodcreek Apartments on Spring Road during the weekend. 12.
