The regular scheduled meeting of the Planning Commission held on October 2,
1989 in the City Council Chambers of the Community Center located at 799
Moorpark Avenue, Moorpark, California.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m., Chairman Wozniak
presiding.
2. PLEDGE OF ALLEGIANCE
The pledge of allegiance was led by Chairman Wozniak.
3. ROLL CALL
PRESENT: Chairman John Wozniak; Commissioner's Roy Talley; Glen
Schmidt; Michael Scullin.
ABSENT: Vice Chairman William Lanahan.
OTHER CITY OFFICIALS AND REPRESENTATIVES:
Patrick J. Richards, Director of Community Development;
Paul Porter, Senior Planner; and Celia LaFleur,
Administrative Secretary,
4. PUBLIC COMMENTS
None.
S. APPROVAL OF MINUTES
March 4, 1985, February 26, 1986, August 17, 1987, July 17, 1989, and
September 18, 1989.
Motion: Moved by Commissioner Schmidt, seconded by Commissioner
Talley to approve the minutes of March 4, 1985, February 26,
1986, August 17, 1987, July 17, 1989. To modify the minutes
of September 18, 1989 referencing support of ridgeline
development and is in opposition of the Hillside Performance
Standards relating to ridgeline development as currently
written.
Motion passed on a 4:0 vote.

6. CONSENT CALENDAR
None.
7. PUBLIC HEARINGS
None.
8. PLANNING COMMISSION ACTION ITEMS
A. Consideration to rescind the current Zoning Ordinance in its
entirety and adopt the current Ventura County Ordinance with minor
modifications that addresses the City of Moorpark's current
concerns and incorporates the City's revisions to the ordinance
that has taken place since it's adoption.
Presented by Paul Porter, Senior Planner and Pat Richards, Director of
Community Development.
An overall summary of the Articles within the Ventura County Zoning
Ordinance was given. Staff related its concerns and addressed
modifications to be included within the zoning ordinance.
The Commission referenced the following concerns:
Overcrowding
Providing a flow chart, a basic information sheet describing
permit processing.
Concerns of "For Sale" vehicles on public property within various
intersections of the City.
Motion: Moved by Chairman Wozniak, seconded by Commissioner Schmidt
that the Commission review Articles 1 thru 9 and provide
their comments to the Commission's meeting of November 6,
1989 and to continue their review of Articles 10 thru 18 and
provide their comments at the Commission's meeting of
November 20, 1989.
Motion passed on a 4:0 vote.

01/17/89 2nd Public Hearing before the City Council
11. COMMISSION COMMENTS
Commissioner Schmidt complimented staff for providing the City
Engineers On -going Project Status Report, which gives infomation
relating to signalization, curb and gutter construction, road widening,
etc.
Chairman Wozniak brought forth as an infomation item a summary of 1988
Accident Statistics (January 1, 1989 through December 31, 1988).
Summary provided as follow:
Total accidents on 118 Freeway from Campus Prk to West City
limits: 199 *
Of those 199 total accidents between Campus Park and the Downtown
area: 57 *
*Date taken for Monday thru Friday, 7:00 a.m. thru 4:00 p.m. only.
Conclusion; 28.60 of all accidents on 118 in Moorark City limits
occur between Campus Canyon and the downtown area.
A comment from Sgt. Dennis Carpenter, Moorpark Police, who
compiled this data:
Accidents occuring on the Campus Canyon corridor are more of
a concern when you analyze Moorpark traffice because it only
takes a moderate accident to shut down the road (one lane
each way).
Most accident prone spot, however, Spring Road and High
Street.
Chairman Wozniak also commented by stating that these are the
roads which provide transportation to our young school age
children and was concern with the safety in their commute to
school.

The Director provided information relating to the League of California
Cities 91st Annual Conference scheduled for October 22 - 25, 1989 in
San Francisco.
There being no further business the meeting of the Planning Commission
adjourned at 8:00 p.m.
