The regular scheduled meeting of the Planning Commission held on November
20, 1989 in the City Council Chambers of the Community Center located at
799 Moorpark Avenue, Moorpark, California.
1. Call To Order
The meeting was called to order at 7 :00 p.m., Chairman Wozniak
presiding.
2. Pledge of Allegiance
The pledge of allegiance was led by Chairman Wozniak.
3. Roll Call
Present: Chairman John Wozniak; Vice Chairman William Lanahan;
Commissioners Michael Scullin; Glen Schmidt; Roy Talley.
Absent: Glen Schmidt was absent until 8:30 p.m.
Other City Officials and Representatives:
Patrick J. Richards, Director of Community Development; Paul
Porter, Senior Planner.
4. Approval of Minutes
November 6, 1989
It was the general consensus of the Commission to approve the minutes
of November 6, 1989 as submitted.

8. Planning, Commission Action Items
Continued discussion regarding consideration to rescind the current
zoning ordinance and adopt a modified version of the Ventura County
Ordinance.

Minutes of November 20, 1989
The Commission reviewed Articles 10 through 18 of the County Code,
Article 10 - Sign Regulations was recommended to be deleted and
replaced with the City's existing sign ordinance.
Article 11 was reviewed in detail with 17 changes suggested by staff.
All were accepted to retain the overlay standards. The Commission also
suggested that the code formalize the pre submittal process.
Article 12 was deleted as it related to the Ojai Valley.
Article 13 non conforming and substandard lots was reviewed with no
changes suggested.
Article 14 Enforcement and Penalties was reviewed with no changes
suggested.
Article 15 amendments to this chapter was reviewed with no changes
suggested.
Article 16 affectability was recommended to be deleted as to the
Council had not yet set policy in this area.
Article 17 Mobilehome Park Closure - was suggested to be deleted.
Article 18 Zoning Map was left as written.
No further comments were made by the Commission.
10. Commission Comments
Chairman Wozniak commented on the report from the City Engineer
regarding Spring road and High Street corner widening project. The
Chairman suggested that this matter be carried on future agendas.
Commission Schmidt suggested that letters be sent to Unocal and
Caltrans from the City Engineer requesting that this project be
expedited. Commission is to receive copies of letters sent.
Commissioner Schmidt requested a report back regarding what legal
measures are available to the City.
Commissioner Lanahan commented on the fast that the Commission should
not be lobbied by developers. Commissioner Lanahan asked if staff
could contact the industrial building owner to replace dead trees along
Los Angeles Avenue.
Commissioner Schmidt commented on the need to get the Downtown Study
implemented.
