The regular scheduled meeting of the Planning Commission held on December
4, 1989 in the City Council Chambers of the Community Center located at 799
Moorpark Avenue, Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m., Chairman John Wozniak
presiding.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman John Wozniak.
3. ROLL CALL
PRESENT: Chairman Douglas Holland; Vice Chairman John Wozniak;
Commissioner's: Michael Scullin; William Lanahan; Glen
Schmidt...
ABSENT: None.
OTHER CITY OFFICIALS AND REPRESENTATIVES PRESENT:
Patrick J. Richards, Director of Community Development; Paul
Porter, Senior Planner; Winnie Wilson; John Knipe, Assistant
City Engineer; and Celia LaFleur, Administrative Secretary.
4. APPROVAL OF MINUTES
None.
5. PUBLIC COMMENTS
✓A. William Mason, 437 Shasta Avenue, Moorpark, CA. Discussed issues
of industrial use adjacent to residentially zoned areas, and the
unappropriated land use. His statement concerned issues related to
setback requirements, landscaping, trash bins, noise, all of which
were visible to adjacent property owners within the Shasta tract.

7. PUBLIC HEARINGS
A. DP -348 Major Modification No. 1 - A to Z Self Storage
The proposal is to modify the Industrial Planned Development Permit to
allow for the outdoor storage of recreational vehicles, a rental
business of transportation vehicles, change in hours of operation, and
other various miscellaneous changes.
Presented by Winifred Wilson, Associate Planner, reference: Staff Report
dated December 4, 1989.
The Commission addressed their concerns that the applicant was in violation
of his Development Plan Permit No. 348, which related to outside storage,
no parking of RV vehicles, U -Haul Truck /Trailer Rental Service. Also, the
number of vending machines, public telephones, trucks and trailers to be
located on the facility.
Testimony received by the following:
A. Pramod (Paul) Maniar, General Partner, 8619 Reseda Blvd., #302,
Northridge, CA 91324. Spoke in support of A to Z Self Storage in
their request for a major modification to DP -348 and informed the
Commission to withdraw their request for propane gas filling
station. Referenced his response in a letter addressed to the
Planning Commission dated December 4, 1989 in which he commented
in opposition to staff's report of DP -348 Major Modification No. 1.
Responding to the Commission's concerns relating to violations of
DP -348 permit, Mr. Maniar stated as of December 1, 1989
agreements with U -Haul Rental Service had been suspended
(agreement for services conducted during the period of 5/89 -
12/1/89).
The applicant responded to the issues of landscaping by stating
compliance had been reached under the dictation of the City
within the conditions of approval of the development plan permit.
B. Mike (Mukund) Thakar, General Partner /Management, 6831 Kings
Harbor Drive, Rancho Palos Verdes, CA 90274. Gave an extensive
presentation of A to Z Self Storage request for a major
modification (reference the applicant's letter to the Commission
dated 12/4/89).
C. Jim Gisler, 315 No. H Street, (city name not given). Mr. Gisler
discussed in brief the terms and maintenance of the U -Haul Truck
Rental Service.
D. Dinker Shay, President, Dato Property Management, Inc., 8619
Reseda Blvd., Suite 302, Northridge, CA 91324. Mr. Shay
researched other storage facilities in and out of Ventura County,

and in most of these facilities the hours of operation were
extended to seven days a week (in most cases 7 am - 7 pm), RV
parking allowed.
Commissioner Talley inquired if any of the facilities mention by
Mr. Shay were adjacent to residential zone area. Mr. Shay
responded by stating it was unknown because most of the
researched was conducted by telephone.
✓ E. Katherine Lopez, 37 Shasta Avenue, Moorpark, CA 93021. Mrs.
Lopez stated that she is an adjacent property owner. She stated
that this facility is immediately adjacent to her rear yard and
that not only has it become a sore sight from the once view lot,
but also the facility blocks the westerly winds which during
their summer season would cool the afternoon days end.
Landscaping does not shield the unpleasantness of two 482 sq.ft.
concrete 26.5 foot high buildings directly facing her rear yard.
She continued by saying that; although the community could use
such a facility as the self storage with RV storage, but not
adjacent to a residential use.
Lee Lopez, 37 Shasta Avenue, Moorpark, CA 93021. Reiterated
Mrs. Lopez comments. Additional complaints were to the hours of
operation being conducted.
F. Mrs. Phyl Mason, 437 Shasta Avenue, Moorpark, CA 93021. In
opposition to the major modification.
G. Mr. Gary Moore, Semiconductor Equipment Corp., President, 5154
Goldman Avenue, Moorpark, CA 93021. Complained of the U -Haul
trucks parking on Goldman Avenue, and retail use permitted in an
industrial zoned area.
H. Homer Scott, San Val Tool & Die, President, 5090 Goldman Avenue,
Moorpark, CA. Concurred with Mr. Moore statement and added that
other issues of concern were related to fire access /availability.
Informed the Commission of one incident which the manager was
unavailable to relocate the U -Haul trucks in order to provide a
fire access.
I. Doug Frazier, 237 Sierra Avenue, Moorpark, CA 93021. Opposing
the major modification commented that the Commission should
consider the unexperienced drivers of U -Haul trucks within the
facility and their attempts to turning onto Highway 118.
J. William Mason, 437 Shasta, Moorpark, CA 93021. Opposing the
adjacent development permit: in its request for a major
modification. Stated to the Commission that in the original
approval of the DP permit he and adjacent property owners
submitted their concerns and remedies for consideration which
were not apparent in the final approval of the DP permit.

Public Hearing Closed at 9:00 p.m.
The Planning Commission concluded with the follow statements:
- Prior to original approval and because of the industrial and
residential zone area, buffer zones should have been created.
- Truck fumes at the rear of the residences.
- Unsightly.
- Unexperienced drivers driving U -Haul trucks.
- U -Haul trucks parked on Goldman Avenue blocking fire access.
Numerous violations of their development plan permit.
Motion: Moved by Commissioner Schmidt, second by Commissioner Scullin to
approve staff recommendation as follows:
That the Planning Commission direct staff to draft a resolution
to be considered at the next regular meeting of December 18,
1989, recommending that the City Council deny Major Modification
No. 1 because the required findings cannot be made, and approve
Minor Modification No. 3 to allow the installation of one public
telephone, a vending machine, and the sale of packaging materials
which are considered accessory to the principal use of
self- storage.
Motion passed on a 5:0 vote.

9. INFORMATION ITEMS
Report back regarding: Spring Road_ - High Street Intersection Corner
Widening
Presented by John Knipe, Assistant City Engineer; Staff Report dated
November 29, 1989.
At the Commission's last meeting it was expressed of the concerns
regarding the time Caltrans is taking to accomplish the widening of
the southeast corner at the subject intersection. Once concurrence
from the Council is reached concerning these matters specific
officials will be contacted to demonstrate the high level of the City
concern.

10. COMMISSION COMMENTS

Vice Chairman Lanahan inquired of staff if there could be any leniency
provided to the merchants within the downtown area. As an example
Barakat Market was mentioned regarding their outside sales. Also for
consideration would be signage in the downtown area.
Chairman Wozniak stated that the process of selection and favoritism
would be a difficult process.
Commissioner Schmidt inquired of staff to research the number of
vehicles parked within a residential lot, 2 -3 car garage, and
regulated street parking.
