Minutes of March 19, 1990
The regular meeting of the Planning Commission was held on March
19, 1990 in the City Council Chambers located at 799 Moorpark
Avenue, Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:00 p.m. by Chairman John
Wozniak.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Wozniak.
3. ROLL CALL
PRESENT: Commissioners William Lanahan, Glen Schmidt
Michael Scullin, Roy Talley, and Chairman John
Wozniak.
ABSENT: None.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards, Director of Community
Development; Paul Porter, Senior Planner; Winnie
Wilson, Associate Planner; John Knipe, Assistant
City Engineer.
4. APPROVAL OF MINUTES
March 5, 1990
MOTION: Moved by Commissioner Schmidt, seconded by
Commissioner Lanahan to approve the minutes of March
5, 1990 as submitted.

CONSENT CALENDAR
RESOLUTION NO. PC -90 -208.
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA, RECOMMENDING ADOPTION OF AN ORDINANCE
REVISING CHAPTER 12 TO TITLE 9 OF THE MOORPARK MUNICIPAL CODE
PERTAINING TO HOME OCCUPATIONS TO INCLUDE REGULATION OF HOME
OCCUPATIONS, BOUTIQUE SALES AND GARAGE SALES.
MOTION: Moved by Commissioner Schmidt, seconded by
Commissioner Scullin to approve Resolution No. PC-
90 -208 as presented.
Motion passed on a 5:0 vote.
PUBLIC HEARINGS
A.
Continued from 2/5/90. A request for a one -story industrial
building containing 32,650 square feet to be built on a 77,
223 square feet parcel.
Presented by Paul Porter. Reference: Staff Report dated
March 19, 1990. A summary of the Commission's 2/5/90 actions
was given and their request of the applicant to revise his
project to reflect the concerns of the adjacent property
owners, in respect to building size, landscaping, rear
setback, and parking. Chairman wozniak opened the public
hearing after a few questions from the Commission to staff,
and recognized the following:

Mark Annotti, 5000 Parkway Calabasas, #103, Calabasas,
CA. Addressed the Commission noting the various changes
that had made to the site plan and elevations of the
building.

2. William Mason & Phyl Mason, P.O. Sox 563, Moorpark, CA.
Spoke to the Commission about the following:
a. The need to keep a full 30 feet wide landscape
buffer area.
b. That any easterly wall needs to be 6 feet high from
measured from the residential side.
C. To provide landscaping against the building.
Chairman Wozniak declared the public hearing closed at 8:15
p.m.
The Commission discussed the importance of having an adequate
screening between the industrial use and residential uses.
MOTION: Moved by Commissioner Lanahan, seconded by
Commissioner Schmidt to remove four parking spaces
adjacent to the east property line and replace with
landscaping.
Motion passed on a 5:0 vote.
MOTION: Moved by Commissioner Schmidt, seconded by
Commissioner Lanahan that the density and height of
trees be mature, 36" - 48" box trees.
Motion passed on a 5:0 vote.
MOTION: Moved by Commissioner Scullin, seconded by
Commissioner Schmidt that the project be conditioned
to consider potential liquefaction factor.
Motion passed on a 5:0 vote.
MOTION: Moved by Commissioner Lanahan, seconded by
Commissioner Talley to recommend to the City Council
that the project be conditionally approved to start
construction only at a time when Los Angeles avenue
is widen from Maureen Lane to Park Lane and that
the signal at Los Angeles Avenue and Maureen Lane
is installed.

Motion passed on a 5:0 vote.
MOTION: Moved by Commissioner Talley, seconded by
Commissioner Schmidt to direct staff to prepare a
resolution for the Commissions next regular
scheduled meeting recommending that the City Council
approve the proposed project as modified by the
Commission.
Motion passed on a 5:0 vote.
B.
A request for a subdivision of three residential lots and a
Residential Planned Development Permit for construction of two
single family residences.
Presented by Winnie Wilson, Associate Planner. Reference:
Staff Report dated March 12, 1990.
Ms. Wilson presented the Commission with background
information of the applicant's request noting the outstanding
drainage problem.
Chairman Wozniak opened the public hearing.
TESTIMONY RECEIVED BY THE FOLLOWING:
1. Martin Lombardi, 13251 Peach Hill Road, Moorpark, CA.
Discussed and presented issues to the Commission
regarding one or two -story buildings; drainage problems
and the six ft. high boundary wall requirement..
The Commission discussed at length the issue of drainage.
Resolution provided recommending several suggestions for solutions.
MOTION: Moved by Chairman Wozniak, seconded by Commissioner
Schmidt to continue this matter to the Commissions
meeting of April 2, 1990.
Motion passed on a 5:0 vote.

8. PLANNING COMMISSION ACTION ITEMS

9. INFORMATION ITEMS
None.
10. COMMISSION COMMENT
Commissioner Lanahan requested an update at every meeting on
the status of the Los Angeles Avenue widening project.
At the request of the Commission staff is to report back on
the history associated with seeking compliance for the
building at the northeast corner of Gabbert Road and Los
Angeles Avenue.
Commissioner Schmidt asked staff what water ration programs
the City was going to impose. Staff was not aware of any.
Chairman Wozniak inquired as to the status of the old Texaco
Gasoline Station on Moorpark Avenue. Staff to provide a
report back.
Chairman Wozniak advised the Commission that Moorpark School
District has requested a Planning Commissioner to attend an
advisory committee to consider the disposition of the two acre
site on Peach Hill Road. The Commission concurred to appoint
Chairman Wozniak as the advisory committee member.
Commissioner Lanahan asked staff for an update on the status
of the Downtown Study.
