California i Minutes of May 71 1990 The regular meeting of the Planning Commission was held on May 7, 1990 in the City Council Chambers located at 799 Moorpark Avenue, Moorpark, California 93021. 1. CALL rO ORDER The meeting was called to order at 7:00 p.m. by Chairman John Wozniak. 2. PLEDGE OF ALLEGIANCE The Pledge of Allegiance was led by Chairman Wozniak. 3. ROLL CALL PRESENT: Commissioners William Lanahan, Glen Schmidt, Michael Scullin, Roy Talley, and Chairman John Wozniak. ABSENT: None. OTHER CITY OFFICIALS AND EMPLOYEES PRESENT: Patrick J. Richards, Director of Community Development; Paul Porter, Senior Planner; Winnie Wilson, Associate Planner; Pat Dobbins, ; Mark Wessel, Traffic Engineer; Celia LaFleur, Administrative Secretary. 4. APPROVAL OF MINUTES December 10, 1986 December 15, 1986 February 51 1990 April 16, 1990 MOTION: Moved by Commissioner Schmidt, seconded by Commissioner Lanahan to approve the minutes of December 10, 1986, December 15, 1986, February 5, 1990 and April 16, 1990 as submitted. Planning Commission. City of Moorpark. California Minutes of May 7, 1990 5. PUBLIC COMMENTS A. Richards Devericks, 3100 Rosewood, Camarillo. Representing Ventura Pacific Capital Company. Mr. 1Devericks informed he Commission his conflict with staff's recommended public hearing meeting dates. It was the general consensus of the Commission that a special meeting be held on June 11, 1990 upon the availability of Room A of the Community Center scheduling. 6. OC NSENT CALENDAR A. :RESOLUTION NO. PC -90 -211 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA RECOMMENDING TO THE CITY COUNCIL APPROVAL OF RESIDENTIAL PLANNED DEVELOPMENT PERMIT NO. 89 -4, VESTING TENTATIVE TRACT MAP NO. 4637 AND ZONE CHANGE NO. 89 -2 ON THE APPLICATION OF URBAN WEST COMMUNITIES. MOTION: Moved by Commissioner Schmidt, seconded by Commissioner Scullin to approve Resolution No. PC- 90 -211 as submitted. Motion passed on a 5:0 vote. B. Resolution No. PC -90 -212 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORP.ARK, CALIFORNIA, APPROVING VESTING PARCEL MAP (LDM) 89- 5 AND RESIDENTIAL PLANNED DEVELOPMENT (RPD) 89 -2 ON THE APPLICATION OF JOHN AND DELORES LOMBARDI. ASSESSOR PARCEL NO. 807 -0- 192 -15. MOTION: Moved by Commissioner Schmidt, seconded by Commissioner Scullin to approve Resolution No. PC- 90 -211 as submitted. Motion passed on a 5:0 vote. -2- r Planning Commission. City of Moorpark. California Minutes of May 7, 1990 7. PUBLIC HEARINGS A. Appeal No. 90 -2 - Jemco Properties An appeal of the Director of Community Development decision to determine the application for Tentative Tract Map No. 4660 incomplete. Location 11281 Los Angeles Avenue, Moorpark, CA. Presented by Senior Planner Paul Porter; reference: Staff Report dated April 18, 1990. Testimony received by the following: Doug Ring, Representing the applicant, 1800 Avenue of the Stars, Los Angeles, CA. Mr. Ring request of staff to determine an access road to be provided and that the applicant would provide all necessary studies in determining traffic circulation. Director Richards informed the Commission that Mr. Ring's application was incomplete because of the lack of the applicant to provide a traffic study as requested by staff. MOTION: Moved by Commissioner Lanahan, seconded by Commissioner Schmidt that with the traffic study requested for the proposed development that Butter Creek Road /Los Angeles Avenues be considered within the study. Motion passed on a 5:0 vote. MOTION: Moved by Commissioner Schmidt, seconded by Commissioner Lanahan that Appeal No. 90 -2 be denied as recommended by staff. Motion passed on a 5:0 vote. B. LDM 89 -4 First Site Realty & Development Inc. Requesting approval to subdivide 2.50 acre parcel into three residential lots of 28,800 sq.ft; 30,000 sq.ft.; and 34.320 sq.ft. Location east of Hitch Blvd., and south of Dalaway Drive, Assessor Parcel No. 505 -0 -12 -216. - 3 - Planning Commission. City of Moorpark, California Minutes of May 7, 1990 Presented by Associate Planner Winnie Wilson; reference: Staff Report dated May 7, 1990. Testimony received by the following: Hans Giru d, B &E Engineers, 299 W. Hillcrest, Thousand Oaks, CA 91360. Michael Pierce, applicant, 10881 Citrus Drive, Moorpark, CA. MOTION: Moved by Commissioner Scullin, seconded by Commissioner Lanahan to approve LDM -89 -4 as recommended by staff. Also that staff determine the 1501/200' access required by the Fire Department. That condition no. 31 be modified to include "This condition shall not apply to future home owners." That staff provide a resolution of approval at the Commission's next regularly scheduled meeting.0 Chairman Wozniak requested a roll call vote: Motion passed on a 4:1 vote, Commissioner Schmidt voting NO. C. LDM 90 -1 - William and Charlotte Houseman Requesting approval to subdivide a 10.35 acre parcel (gross) into two parcels of 5.02 and 5.08 acres (net). Located at 6717 .Aspen Lane, Moorpark, CA. Presented by Senior Planner Paul Porter; reference: Staff Report dated April 9, 1990. Testimony received by the following: Mark G. Taillon, adjacent home owner, 6617 Aspen Hill Drive, Moorpark, CA. Informed the Commission of his concern with the 20' roadway access, along with the 4' grade. -4- 8. 9. 10. Planning Commission. City of Moorpark, California Minutes of May 7, 1990 Bill Howseman, applicant, 150 E. Los Angeles Avenue, #205, Moorpark, CA. Mr. Howseman expressed his concerns to the Commission which referred to major portion of the conditions of approval. He stated that he was very much unclear of the requested conditions of approval. MOTION: Moved by Commissioner Lanahan, seconded by Commissioner Talley that this item be continued to the Commission's meeting of May 21, 1990 so that the applicant, staff and agencies meet to discuss Mr. Howesman's concerns at issue. Motion passed on a 5:0 vote. PLANNING COMMISSION INFORMATION ITEMS REPORT BACK A. RPD -1046 Ranch View Partners 27 Unit Condominium, located on Charles Street, east of Spring Road. Received and filed. REPORT BACK B. Speed Limit on Charles Street East of Spring Road Mark Wessel, Traffic Engineer gave a brief report to the concerns which had been stated by Chairman Wozniak at the Commissions meeting of April 16, 1990. Mr. Wessel stated that staff observed traffic circulation during a.m. /p.m. hours and due to the grade on Charles Street that speed limits are most difficult to solve without constant surveillance.
