HomeMy WebLinkAboutMIN 1990 0530 PC SPCMINUTES OF THE JOINT MEETING OF THE CITY COUNCIL /PLANNING COMMISSION Moorpark, California May 30, 1990 A Special Joint Meeting of the City Council and Planning Commission of the City of Moorpark, California was held on May 30, 1990 in the Council Chambers of City Hall of said City, located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Due to a lack of quorum of the Planning Commission, only the City Council meeting was held. The meeting was called to order at 7:45 p.m. by Mayor Perez. 2. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by John Wozniak. 3. ROLL CALL: Present: Councilmembers Eloise Brown, Clint Harper, Paul Lawrason, Scott Montgomery, and Mayor Bernardo Perez Present: Planning Commission Chairman John Wozniak, Planning Commissioner Bill Lanahan, Steven Kueny, City Manager; Pat Richards, Director of Community Development; Debbie Traffenstaedt, Senior Planner; and Dorothy Vandaveer, Deputy City Clerk 4. GENERAL PLAN UPDATE WORKSHOP Pat Richards introduced Cheri Phelps and Ken Ryan from PBR and Terence Austin and Kendall Elmer from Austin -Foust Associates, Inc. Mr. Richards explained that the objective of this workshop is to provide an overview of various land use alternatives and a continued discussion from the previous General Plan Update Workshop. He pointed out the exhibits which consisted of an updated aerial photograph of Moorpark and current land use alternative maps. Cheri Phelps provided an overview of the content of this workshop and explained that the next meeting will be based on a composite of all of the discussions regarding alternatives which are presented at this meeting. She indicated that PBR Minutes of the Joint Meeting of the City Council /Planning Commission Moorpark, California 2 May 30, 1990 is not advocating any single alternative, but they are offering guidance to the Council and Planning Commission as to what is required by law. Ken Ryan presented three alternative land uses and highlighted the differences between them. Alternative 1 specifically addressed the existing General Plan, the proposed ten General Plan Amendment requests and the proposed Carlsberg Specific Plan as they exist at the present time. Alternative 2 considers the General Plan and the ten General Plan Amendment requests at one density level lower by incorporating less intense hillside performance standards than Alternative 1. A 20% slope criteria was used in determining density. This plan specifies a limited development designation and allows the current agriculture to remain on the west end of the City. Alternative 3 considers the existing General Plan with increased hillside densities which utilize the 20% slope criteria. This category allows for one unit per acre. The proposed Open Space 4 (OS4) designation is reduced in this alternative compared to Alternative 2. There is an increase in the industrial area on the west part of the City and an increase of commercial land use in the center of Moorpark. Mr. Ryan summarized each plan and compared them to the existing General Plan and Buildout projections from the matrix table, generally indicating that Alternative 1 is the least intense density and Alternative 3 is the highest density at complete buildout. Cheri Phelps provided additional comments regarding specific plans at this time for the Council and Planning Commission to consider. She indicated that large ownership of land allows more stability for land use choices where ownership of small parcels does not. In addition, ownership of large parcels �- also allows more options for clustering of units for development where the designation of small parcel ownership does not. She stated that state law requires that the City of Moorpark designate the Minutes of the Joint Meeting of the City Council /Planning Commission Moorpark, California 3 May 30, 1990 type, location and intensity of land uses that the City will allow in the General Plan. It is from that determination that a statistical summary and narrative can be provided as guidance to the landowners for future development. Ms. Phelps then turned the presentation over to 'Terry Austin from Austin -Faust Associates. Mr. Austin stated that the traffic model for Moorpark is being completed to take into consideration the land use plan that will be adopted by the City and to incorporate it into the overall County plans as well. The model is being used as a tool to convert land use plans into realistic traffic needs for the year 2010. He explained that each of the variations corresponds to the land use alternatives presented by PBR with minor variations y for each one. Cheri Phelps indicated that with the addition of the requirement to consider the sphere of influence study into their evaluations, the statistics presented by PBR and Austin -Faust will be recalculated and presented at the next General Plan Update Workshop. AT THIS POINT in the meeting, Mayor Perez opened the :meeting for discussion. Councilmember Harper indicated that there were editorial changes he would like PBR to make to the documentation. He said consistent use of terminology and definitions and a clarification of the methodology used in determining the Moorpark Traffic Analysis Model (i.e., software and type of computer used) needed to be provided, also. AT THIS POINT in the meeting, the Mayor declared a 20 minute recess. The meeting reconvened at 9:10 p.m. 5. PUBLIC COMMENT: A. Dennis Hardgrave, Development Planning Service (representing the Levy Company), 1830 Lockwood #100, Oxnard, spoke regarding the land use Minutes of the Joint Meeting of the City Council /Planning Commission Moorpark, California 4 May 30, 1990 alternatives. He stated that he was pleased with the options provided by Austin -Faust and stated that his organization supports Alternative 1. B. C. Pat Ellis, representing Unocal, P.O. Box 7600, Los Angeles, stated that her firm is concerned with the fact that the amended designation for current zoning for some of their land allows less development density than when the land was purchased by them. She stated that the density has been reduced from 700 to 6 units. Councilmember Brown asked Mr. Richards if the land owned by Unocal was at one time part of the General Plan Update. Mr. Richards said it was considered to be until Unocal decided they did not want to participate at that time. Councilmember Harper asked Ms. Ellis if petroleum production is currently taking place on the land. Ms. Ellis responded that there is pumping on the north side of the property, but that the land was purchased with the express interest that it would be used for future development and was not purchased for the mineral rights alone. Councilmember Harper indicated that it is his understanding that even though the land is designated with specific zoning, the general plan designation prevails over the current zoning and that the density will be reduced. D. E. Sherrise Purdum, 3770 Los Angeles Avenue, Simi Valley, asked if the issue of sand and gravel and Happy Camp will be discussed at the next workshop. Terry Austin responded that those two items will be discussed at the next meeting. 6. COMMENTS FROM COQNCILMEMBERS /COMMISSIONERS: Pat Richards requested that the City Council carry this matter to the June 6 City Council meeting for discussion so they have time to assimilate the information and maintain the schedule outlined with the sphere of influence study. Councilmember Lawrason indicated that he would like copies of the land use maps provided to the Council to assist them in making decisions. Pat Richards said that copies will be provided to the City Council members prior to the June 6th meeting. Mayor Perez requested that the City Council and Planning Commission recognize one additional speaker. Gerald Goldstein, 11932 Los Angeles Avenue, expressed concern that the maps being provided to the persons in the decision - making process are not updated ones.
