Minutes of September 17, 1990
The regular meeting of the Planning Commission of the City of
Moorpark, California was held on September 17, 1990 in the Council
Chambers of City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL 'r0 ORDER
The meeting was called to order at 7:09 p.m. by Chairman John
Wozniak.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Mrs. Dee Talley.
3. ROLL CALL
PRESENT: Commissioners William Lanahan, Glen Schmidt,
Michael Scullin, Roy Talley, and John Wozniak.
ABSENT: None.

MOTION: Moved by Chairman Wozniak, second by Commissioner
Schmidt to approve the minutes of August 6, 1990,
December 5, 1987, March 26, 1986, November 20,
1985, June 20, 1985 as submitted. The motion
carried by unanimous voice vote.
The minutes of August 22, 1987 will be provided to the
Commission at their next regular meeting.

9. PUBLIC HEARINGS
A. Planned Development Permit No. 897 Maior Modification No.
1 - Shakibaum
the applicant is requesting a major modification to expand an
exiting neighborhood shopping center by adding two free-
standing buildings of 3,300 sq.ft. each in size on the
northeast and southeast quadrants of the 3.1 acre commercial
site.
The project is located at the southwest corner of Campus Park
Drive and Princeton Avenue between Campus Park Drive and
Amherst Street in the northeastern portion of the City.

PUBLIC HEARING OPEN
Testimony received by the following:
George Shakibaum, 6047 Tampa Avenue, Tarzana, CA 91356. The
applicant was in agreement with the conditions of approval,
with the exception of Condition No. 44 relating to the removal
of the existing pole sign and replace it with a monument sign
in conformance with all the requirements of a Master Sign
Program to be prepared by the applicant prior to zoning
clearance. Mr. Shakibaum in his presentation to the
Commission discussed considering tenants such as; doctors;
urgent care facility; clothing store; dance studio, any
allowable use permitted. It was also stated that this
particular center is the only one provided to the Moorpark

east -end residents and with the additional retail services
provided would decrease the impact at the Princeton Avenue and
118 Highway intersection. Also that the current traffic
circulation problems are not due to the existing retail use,
but to the surrounding residents accessing the Moorpark
community or highways.
The Commission's concerns related to the following:
Traffic Flow
Parking
.Additional 15 parking spaces located at the rear of
existing buildings. That perhaps these parking spaces
should be used for employee parking.
Existing pole sign.
Modifying the architecture (Existing architecture to
Spanish).
No tenant shall restrict any parking area.
Supports the modification to provide a monument sign.
Location of trash area. That the trash area be located
away from the proposed buildings, perhaps at the
northwest portion of the center.
That Condition Nos. 23 and 44 be combined. They read as
follows:
Condition No. 23
That signs are subject to the Moorpark Municipal Code,
Chapter 50, of Title 9, sign Ordinance. A sign permit is
required. The applicant shall create a master sign
program which will cause a common sign letter, type and
color to be used throughout the site. Such program to be
approved by the Director of Community Development.
Condition No. 44
The applicant shall remove the existing pole sign and
replace it with a monument sign in conformance with all
the requirements of a Master Sigh Program to be prepared
by the applicant prior to zoning clearance.

MOTION: Moved by Commissioner Scullin, second by
Commissioner Schmidt to recommend to the City
Council approval of Planned Development Permit No.
897 Major Modification No. 1 with modifications and
the recommended conditions. The motion carried by
unanimous voice vote.
10. COMMISSION COMMENTS
Status of the Texaco Gasoline Station
The Director informed the Commission that the property owner
was currently ahead of schedule and that the County would
provide an inspection to confirm if additional testing is
required or that work has been completed.
The Commission was concerned that tanks are currently being
stored at the rear of the property adjacent to the residential
area. Also, if the tanks were sealed properly to avoid anyone
from tampering with them.
Staff will conduct an investigation and report back.
Southern California Edison Building
That additional landscaping be considered at the Southern
California building site to avoid the reoccurring graffiti.
Urban West Communities
Directed staff to inquire if
planting the slope area above
planted and later removed.
Tierra Rejada Bridge
the developer has considered
the Simi Arroyo, which was

Los Angeles Avenue and the Tierra Rejada Bridge be cleaned on
a continual basis.

Tree Planting
That the city consider tree planting at the following
locations:
Princeton Avenue - east side
Tierra Rejada Road - between Los Angeles Avenue and the Tierra
Rejada bridge.
Moorpark Landscape Plan
Does the city currently have a landscape plan for the city?
AB 3180
Identify mitigation and monitor procedures. Response and
resources to monitor.
Staff stated that monitoring is provided in many different
ways; building inspection; code enforcement; applicant
provides an affidavit of compliance; also a condition
compliance is provided, but only during construction.
Ranch View Partners - 27 Condominiums - Charles Street
Report back with the status of the uncompleted construction.
Unocal - Los Angeles Avenue & Spring Road
Has contract for improvements at this location and will begin
on Monday 9/24/90.
Commissioner Scullin
Will be absent on October 17, 1990
11. DISCUSSION /ACTION ITEMS
It was the general consensus of the Commission that a
resolution of approval of PD -897 Major Modification No. 1 be
recommended to the City Council for approval of the requested
major modification with modified conditions.
12. STAFF COMMENTS
It was the consensus of the Commission that the meeting of
October 1, 1990 be cancelled.
