Minutes of October 8, 1990
The regular meeting of the Planning Commission of the City of
Moorpark, California was held on October 8, 1990 in the Council
Chambers of City Hall of said City, located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL PO ORDER
The meeting was called to order at 7:10 p.m. by Chairman John
Wozniak.
2. PLEDGE OF ALLEGIANCE
The Pledge of Allegiance was led by Chairman Wozniak.
3. ROLL ALL
PRESENT: Commissioners William Lanahan, Michael Scullin, Roy
Talley, and John Wozniak.
ABSENT: Commissioner Glen Schmidt.
OTHER CITY OFFICIALS AND EMPLOYEES PRESENT:
Patrick J. Richards, Director of Community
Development; John Knipe, City Engineer; Pat
Dobbins, Assistant City Engineer; Mark Wessel,
Traffic Engineer; Debbie Traffenstedt, Senior
Planner; Celia LaFleur, Administrative Secretary.

A. General Plan Amendment No. GPA -90 -3 Macleod Construciton

Request is to revise the Circulaiton Element (corridor map and
text) to identify that Gisler Road will now be shown as
Liberty Bell Road and Shall not extend beyond Lassen Avenue.
The notherly portion of Liberty Bell Road will extend from Los
Angeles Avenue on the south to Lassen Avenue on the north, and
will lie west of Park Lane and east of Sierra Avenue.

Testimony received by the following:
Ken Macleod, 169 Teloma Drive, Ventura, CA. Representing
Macleod Construciton Company. Mr. Macleod addressed the
Commission in stating that GPA -90 -3 had transpired at the
recommendation of the City Council in the need to address
public input and necessity. His concerns were to compromise
and to allow the project to move forward and not let the
commercial project trail behind. Mr. Macleod concured with
zeor lot line /condominums housing mix. At most, Mr. Macleod
gave his general consensus in reaching an agreement.
Svliva Witaker, 461 Cornett, Moorpark, CA 93021. Ms. Witaker
was very much concened with the additional traffic that would
be generated. Ms. Witaker explained that during the peak
hours of the day the traffic circulation is at it's worst by
means of Chapparal Middle School, Moorpark Avenue onto
Poindexter, and Los Angeles Avneue onto Poindexter Avenue from
the Tierra Rejada Road bridge area.
Barbara Schultz, 116 Sierra Avenue, Moorpark, CA. Ms. Schultz
concerrns related to additional traffic generated on Sierra
Avenue by means of the residential and commercial use if
developed. Ms. Schultz quoted from a traffic analysis
provided for the project by the firm of Austin Faust.
Mark Wessel responded in an explanation of the analysis
provided for the proposed development.

Motion: Commissioner Lanahan moved and Commissioner Scullin
seconded a motion to to recommend that the City

Council approve an amendment to the Circulaiton
Element to change Gisler Avenue to Liberty Bell
Road and to identify that Liberty Bell Road shall
not serve as a direct connector road between Los
Angeles and Poindexter Avenues. The exact width
and alighment of Liberty Bell Road shall be
determined by the City Council prior to approal of
either a subdivision map or planned developmetn
permit for the properties zoned RPD -15 Units /Acre
and located adjacent to Liberty Bell Road between
Lassen and Poindexter Avenues. The motion was
approved with the following roll call vote.
Commissioner Talley: Yes
Commissioner Lanahan: Yes
Commissioner Scullin: Yes
Chairman Wozniak: Yes
Motion_: Commissioner Lanahan moved and Commissioner Scullin
seconded a motion to approve Resolution No. PC -90-
224 as submitted. The motion was approved by voice
vote.
10. PLANNING COMMISSION DISCUSSION /ACTION ITEMS
A. Landscape Guidelines
The Director gave an oral presention of the City's review
standards for landscaping and how it related to project
development. The developer at the request of the city is to
provide conceptual landscape for review as it applys to
drought resistant plants, slope areas, screening, and
maintenance. Another implementation process would is the
draft Hillside Ordinance, which is still under review by the
City.
The Commission expressed concerns in creating community
landscape standards providing for major streets, residenital
areas, commercial and industrial. A form of guidelines for
developers to insure proper planting, which would include
mature trees, drought resistent planting; maintenance, in the
proper selection in the variety of planting, to be more
specific in the results the City may want to accomplish.

Commissioner Lanahan directed staff to examine the probability
of Southern California Edsion station providing additional
landscaping. To elude from the graffiti writing on the walls
of the building.

Requested the consensus of the Commission to cancel the
meeting of October 15, 1990.
There being no further business the meeting adjourned at 8:30
p.m.
