Minutes of Marsh 1, 1993
The regular meeting of the Planning commission held on March 1,
1993 in the City Council Chambers. Located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Chairman Wesner called the meeting to order at 7:18 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner May led the Pledge of Allegiance..
3. ROLL CALL:
Present: Steve Brodsky, Christina May, Barton Miller,
John Torres; and Chairman Michael Wenner Jr.
Jim Aguilera, Director of Community
Development; Deborah S. Traffenstedt, Senior
Planner; and Celia LaFleur, Administrative
Secretary.
Absent: None.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS:
There were no Proclamations, Commendations or Special
Presentations.

There were no additions or reordering of the Agenda.

There were no minutes submitted for approval.

10. DISCUSSION ITEMSt
A. "Rethinking Suburban Sprawl" a Lecture by Andres
Duany
(Information material will be present at the meeting.)

Planning Interiors
• "Rethinking Suburban Sprawl" (60 minute video)
• Discussion - Questions and Answers
The Director introduced David Sargent, a representative
of Architecture Planning Interiors. Mr. Sargent
proceeded with background information on the Andres Duany
concept of nDesign for Living."
A concept that seeks to make the "old style towns
possible - and solve other problems at the same time -
through town design. A concept that returns to the
patterns of yesterday, when towns ere made up of
neighborhoods and people could walk to the corner store
or town center. A process that would reincorporate
things that were successful, but with an eye to current
conditions.
A 60 minute video was also presented to the Commission
which further explained the concept of old town living.
The Commission discussed various methods of how this
concept could apply to the City. In regards to
affordable housing, granny flats, street design, a change
in social values.
The Commission recessed at 9:20 p.m. and reconvened at
9:35 p.m.
11. STAFF COMMENTS:
A. A verbal status report was given by the Director on
the following:
The Adult Business/ Entertainment Ordinance will be on the
Council's agenda of March 3, 1993 for further review the
specifics of increased radius uses.

Arco Gasoline Service & Mini Mart
The applicant has redrawn the site plan to allow for the
same use although on a smaller lot.
Bail Schedule (Code Enforcement)
The Bail Schedule has been amended and will be presented
to the Council in the near future. In 1992 the Code
Enforcement personnel reported over 500 cases and to date
have resolved 96% of these cases.
Carl's Jr. Restaurant - Mission Bell Plaza
Will be a franchise operated by Ventura Pacific Capital
Group. This items will on the Council's agenda of March
3, 1993.
Community Christian Church
The applicant is scheduled for the Council's agenda on
March 3, 1993 where they will request a continuance while
considering that Shiloh Community Christian Church take
over their application on the processing of the
Conditional Use Permit.

The Homeowners have requested a gated community by
providing a gate at Turfway Street. Staff is
recommending denial.
Cultural Heritage Ordinance
The Ordinance has been rewritten and the Planning
Commission will review this item at their March 15, 1993
meeting.
Density Bonus Provisions - Amending RPD Zone Density &
Development Standards
The Planning Commission will review this amendment at
their meeting of March 15, 1993.
DP -318 Kavlico
DP -318 Major Modification has been approved by the City
Council and are currently in the Plan Check phase of
development.

McDonald's Restaurant
McDonald's Restaurant was also approved and is in the
Plan Check phase of development.
Property Maintenance ordinance
This item will be on the Council's agenda of March 3,
1993. This Ordinance proposes using a different methods
for regulating codes.
Specific Plan 8 - Hidden Creek Ranch
An agreement has been reached concerning the Memorandum
of Understanding.
Street Vendors
A resolution and ordinance will be presented to the
Council at the March 3, 1993 meeting. This resolution
and ordinance will regulate the use and methods of
�- identification for street vendors.
Theater Proposal
There are 2 locations being considered for the proposed
theater. One is in the near vicinity of Collins
Drive /Campus Canyon Drive. The other is being consider
within the Carlsberg Specific Plan.
Zoning Ordinance
The Council has completed their review and staff is
making revisions to the ordinance. It will be returned
to the Planning Commission for further review and then
forward to Council to finalize.
12. COMMISSION COMMENTS;
Commissioner Miller said that he appreciated the update
on the various development projects throughout the City.
Commissioner Brodsky questioned staff when the Parking
Ordinance would be returned to the Commission for further
review. The Director said that he anticipated that it
would be completed for the Commission's March 15th
meeting.
Commissioner Brodsky suggested parking regulations could

be implemented in a way that the City of Glendor uses, a
citywide parking sticker program. The Director
concurred, but also recommended "no parking" zones.
The Director gave an update to the 118/23 Freeway
Connector and informed the Commission of a completion
date by August 1993.
Commissioner Torres mentioned that he would be absent for
the March 15th Planning commission meeting.
chairman Wesner questioned staff whether the Hidden Creek
proposal had considered the idea of the Duany concept.
The Director said no, but staff has introduced the idea
to Messenger.

The Planning Commission meeting adjourned at 10:10 p.m.
