Located at 799 Moorpark Avenue, Moorpark, California. F�•3:�+i+� �L•Z�3 �� Chairman Wesner called the meeting to order at 7:05 p.m. 2. PLEDGE OF ALLEGIANCE: Commissioner Barton Miller led the Pledge of Allegiance.. 3. ROLL CALL: Present: Steve Brodsky, Christina May, Barton Miller, John Torres; and Chairman Michael Wesner Jr. Jim Aguilera, Director of Community Development; Kathleen M. Phipps, Associate Planner; and Celia LaFleur, Administrative Secretary. Absent: None. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: There were no proclamations, commendations or special presentations. S. REORDERING OF, AND ADDITIONS TO THE AGENDA: The Director noted that the Council City canceled the joint meeting with the Commission and that it would be reschedule at a later date. The Director then introduced the department's intern Marie Lineberry. The Commission concurred to reorder the agenda and present Item 10.B - Sign Ordinance prior to Item 10.A - Pacific Pipeline System's presentation. 6. APPROVAL OF MINUTES: MOTION: Chairman Wesner moved and Commissioner Miller seconded a motion to approve the minutes of April 5, 1993 with a correction to page 4. Resolution No. PC -93 -275 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, APROVING CONDITIONAL USE PERMIT NO CUP 93 -1 ON THE APPLICATION OF ORCHARD DOWNS HOMEOWNERS ASSOCIATION MOTION: Chairman Wesner moved and Vice Chairman seconded a motion to approve Resolution No. PC -93 -275 as presented. E. Letter Size, for all types of businesses Pylon signs may be permitted for Commercial Centers located along Los Angeles Avenue. Pylon signs may encroach into one half (1/2) of the required setback area. Illumination Illuminated signs in non - residential zones shall not exceed the brightness of a diffused light panel having slim -line cool white fluorescent 430 milliampere lights spaced at least twelve (12) inches on center. Sign illumination shall not result in glare being directed toward surrounding properties. The source of illumination shall not be visible from a walkway or street. Except for signs remaining posted after the post - election deadline, any political sign not posted in accordance with the provisions of this Article may be deemed to be a public nuisance and may be subject to removal by the candidate, property owner, or, when a ballot proposition is involved, the authorized agent of the group or organization sponsoring the sign or, upon their failure to do so after reasonable attempt at notice by the City, by City officers or Code Enforcement officers. Lighting Quality Lighting quality should relate to the character of the area in which it is used. Lighting should not be excessively bright, nor should it be garish, glaring or reflective. It shall not illuminate neighboring sites and shall not be disruptive to neighborhood uses. Any sign that flashes, or blinks, or that creates changes in hues or intensity of illumination, is prohibited within the downtown area. Lettering Size and Style In no case may the letter size, except those on a Marquee Sign, be greater than eighteen (18) inches in height and: The lettering style of a sign should be consistent with the architecture of the building and should complement, rather than detract, from the signage for the business and surrounding businesses. Conduct an inventory of Billboards and Pole Signs within the City. Further, research how amortizaiotn of these types of signs occurs within other cities. Consider how the location of billboards should be restricted. Research how billboard signs are restricted in other communities. A. A presentation given by Pacific Pipeline Systems Inc. Consultant J.A. (Joe) Whitelaw gave a summary of the proposal to build a 170 mile long, 20 inch pipeline along the Souther Pacific Railroad right -of -way from the Gaviota Marine Terminal in western Santa Barbara County to refineries in South Los Angeles County. 11. STAFF COMMENTS: Staff advised the Commission of the minor changes to the density bonus ordinance being presented to the City Council on April 21, 1993. 12. COMMISSION COMMENTS; None. 13.
