Minutes of May 3, 1993
The regular meeting of the Planning Commission held on May 3, 1993
in the City Council Chambers. Located at 799 Moorpark Avenue,
Moorpark, California.
1. CALL TO ORDER:
Chairman Michael Wesner called the meeting to order at
7:11 p.m.
2. PLEDGE OF ALLEGIANCE:
Vice Chairman Torres led the Pledge of Allegiance.
3. ROLL CALL:
Present: Steve Brodsky, Christina May, Barton Miller,
John Torres; and Chairman Michael Wesner Jr.
Jim Aguilera, Director of Community
Development; Paul Porter, Senior Planner;
Kathleen M. Phipps, Associate Planner; Dirk
Lovett, Assistant City Engineer; and Celia
LaFleur, Administrative Secretary.
Absent: None.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS:
There were no proclamations, commendations or special
presentations.
5. REORDERING OF, AND ADDITIONS TO THE AGENDA:
No items were reordered, or added to the agenda.
6. APPROVAL OF MINUTES:
Motion: Commissioner Torres moved and Commissioner
Miller seconded a motion to approve the
minutes of April 19, 1993 as presented.
Motion passed by a 5:0 voice vote.
7. PUBLIC COMMENTS:
There were no public comments.

8. CONSENT CALENDAR:
There were no items presented for Consent Calendar.
9. PUBLIC HEARINGS:
A.
90 -11 (Moorpark West)
Proposal:
Zone Change From M -2 to M -1 and Minor Modification No. 3
to Industrial Planned Development Permit 90 -11 to:
1. Reduce the approved building size from 13,636
square feet to 11,359 square feet.
2. Remove the approved loading zone for the purpose of
increasing the number of parking stalls from 32 to
38.
3. Removing overhead doors and replacing them with
aluminum windows.
4. Increasing the landscaping from 4,078 square feet
to 4,448 square feet.
5. Authorize the Shiloh Church to occupy the proposed
building.
6. Allow off -site parking agreement pursuant to
section 8108 -1.3.2 of the Zoning Ordinance.

Staff Report dated April 7, 1993.
Public Hearing Opened at 7:15 p.m.
Testimony received from the following:
Errol Hale, representing Shiloh Community Church, 123
Park Lane, Moorpark. Pastor Hale commended staff for
their work and staff report to the Commission regarding
Shiloh Community Church's request to relocate within the
industrial park. He did not have any specific questions
for staff or to the Commission. He concurred with the
staff recommended and proposed conditions.
Commissioner Brodsky commented that he was concerned
about the type of traffic circulation that would be
present and questioned Pastor Hale about outside
activities which might have young children. Pastor Hale

said that there was a condition applied which specified
no outside activity.
Public Hearing Closed at 7:30 p.m.
Commissioner Brodsky commented that Shiloh carefully
consider the proposed use. That church and industrial
parks were not compatible and problems could result when
different situations presented themselves, i.e. noise,
smell, vibration, etc.
Motion: Commissioner Miller moved and Commissioner
Torres seconded a motion to approved staff's
recommendation to recommend to the City
Council approval of IPD90 -11 Moorpark West
Minor Modification No. :3 to reduce the size of
an approved building and authorize occupancy
by Shiloh Church with a Zone Change 93 -1 to
rezone an M -2 zone to M -1
Motion passed by a 5:0 voice vote.
B. Sian Ordinance
Consider the Citywide and Downtown Sign Ordinance
Presented by Associate Planner Kathleen Mallory.
Reference: Staff Report dated April 26, 1993.
Kathleen Mallory identified additional types of
signs /lighting; up- lighting, channel, halo lite and push -
through signs.
The Commission discussed billboard signs, where would
they be allowed; distance between each billboard sign;
and how amortization would apply to billboard signs.
Public Hearing Opened
Testimony received from the following:
Joy Cummings, 650 Bard Street, Moorpark. Mrs. Cummings
commented that overall she was please with the results of
staff's work on the sign ordinance. Her concerns were
regarding:
a. Page 155 - l.d. Should be revise to read:

Exposed light fixtures should be inconspicuous
and should be integrated into the exterior of
the sign thought the application of
appropriate design, style and color of the
hardware.
b. That neon signs not be permitted.
C. Page 155 - F Lettering Size and Style
Delete size requirement.
d. Page 157 - Signs Allowed in the Downtown
Rear Elevations -
Make some allowances for businesses that have
the rear elevation exposed and used for
advertizing.
e. Page 159 - B. Wall Signs (on the side of an
elevation) for Markets within the Downtown.
Continue discussions on Size and Height of
wall signs.
f. Page 140 - Abatement Procedures
Clarify abatement procedures for legal non-
conforming and illegal non - conforming.
Abdul Barakat, representing Barakat Market, 411 E High
Street, Moorpark. Mr. Barakat identified the following
concerns.
a. Page 159 - B.2. Number
Identify number of wall signs allowed in
relation to the size of the building used
(proportional regulations).
Rifaat Hijaz, representing Mayflower Market, 105 E High
Street, Moorpark. Mr. Hijaz concurred with Mr. Barakat's
comments on number of wall signs permitted and the
duration of such signs.

Colin Velazquez, 476 W. Los Angeles Avenue, Moorpark.
Mr. Velazquez comments related to the 25% window coverage
in store front facilities. He commented that additional
signage be allowed (attached at the bottom) to the canopy
area for those store fronts that have minimal window
area.
Frances Okyere, President of the Moorpark Chamber of
Commerce, 484 E. Los Angeles Avenue, Moorpark. Mr.
Okyere complimented staff for their work on the sign
ordinance. His comments were that: staff identify "logo"
signs - Page 130 item C.
Eloise Brown, 13193 Annette, Moorpark. Ms. Brown's
request was that the Commission reconsider the 25% window
coverage allowance.
At this point in the meeting Vice Chairman Torres read
and entered for the record a letter dated April 27, 1993
to the City of Moorpark requesting that the review of the
sign ordinance consider the existing condition of
advertized beer signs /poster advertising the sale of
alcohol, specifically the Mayflower Market.
Motion: Commissioner Brodsky moved and Commissioner
May seconded a motion to continue the public
hearing to the Commission's May 17, 1993
meeting.
Motion passed by a 5:0 voice vote.
ITEMS:
A. Historical Preservation
Continued from April 5, 1993 and continued to June 7,
1993.
11. STAFF COMMENTS:
The Director informed the Commission on the Bollinger
proposed development of two golf courses and 256 dwelling
units.
