1. CALL TO ORDER:

Chairman Wesner called the meeting to order at 8:05 p.m.
2. PLEDGE OF ALLEGIANCE:.
Lillian Hare led the Pledge of Allegiance.
3. ROLL CALL:
Present: Steve Brodsky, Christina May, Barton Miller,
John Torres; and Chairman Michael Wesner Jr.
Jim Aguilera, Director of Community
Development; Kathleen M. Phipps, Associate
Planner; and Celia LaFleur, Administrative
Secretary.
Absent: None
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL
None.
5. REORDERING OF, AND ADDITIONS TO THE AGENDA:
The City Council and Planning Commission called their
joint meeting to order at 7:00 p.m.
The City Council and Planning Commission discussed issues
of mutual concern. The one hour discussion centered on
the Council /Planning Commission's working relationship.
No action was taken, however it was agreed that the
Council/ Commission working relationship was at a high
level of mutual respect and cooperativeness.
The Planning Commission adjourned to their regular
meeting at 8:05 p.m.. All Commissioners were present.
Staff attending: Director of Community Development Jim
Aguilera, Associate Planner Kathleen Mallory Phipps, and
Administrative Secretary Celia LaFleur.

6. APPROVAL OF MINUTES:
Motion: Vice Chairman Torres moved and Commissioner
Brodsky seconded a motion to approve the
minutes of May 3, 1993.
Motion passed by a 5:0 voice vote.
7. PUBLIC COMMENTS:
Roseann Mikes, 14371 E. Cambridge Street, Moorpark. Ms.
Mikes commented that she had not been allowed to publicly
address the City Council /Planning Commission at their
Joint Meeting. Ms. Mikes identified herself as a member
of the Environmental Coalition and spoke on the issues of
concern which related to Specific Plan 8 - Messenger
Properties, and QUOR's proposal for the Happy Camp area.
Ms. Mikes invited the Commission and public to attend the
Environmental Coalition's Happy Camp Canyon Workshop on
May 24, 1993.
S. CONSENT CALENDAR:
There were no items for Consent Calendar.
9. PUBLIC HEARINGS:
A. Sign Ordinance
Continued from May 3, 1993.
The public hearing was continued from the Commission's
meeting of May 3, 1993.
The Commission received testimony from the following:
Frances Okyere, President of the Chamber of Commerce, 510
Moorpark Avenue, Moorpark. Mr. Okyere provided a letter
which identified additional recommendations to the Draft
Sign Ordinance. The recommendations were as follows:
i. Page 122, item 5. Signage for a Center
Since all centers will have their own sign program, some
language should be included to state that this portion of
the sign ordinance be included on center sign program.

ii. Page 128, item 1. Trademark
Add: Logos and a definition for logos.
iii. Page 130, item c. Location
Banners must only be attached to structures and shall not
be placed on trees or between posts. Banners must be
securely fastened to a building.
Recommendation: Except in cases when it mutually
benefits the City.
iv. Page 134, Section 8110 -4.2
Should state: "...the Director of Community Development
or a designee."
V. Section 811 -7 Prohibited signs F. Captive Balloons.
Churches, civic organizations, and the Chamber have
occasionally used captive balloons.
Recommendation: Allowed for Community Events.
vi. Page 146, Item 5
Recommendation: exceptio for Community Events, i.e. Art
Festivals, (Metrorail was permitted by the City to use
it.)
vii. Page 156 10 Bench Signs
Recommendation; to be used only for public announcements,
i.e. recycle, rideshare or Metrorail.
Joy Cummings, 650 Bard Street, Moorpark. Mrs. Cummings
made the following recommendations:
i. That the colors red and yellow were appropriate.
ii. That neon signs not be permitted.
iii. Eliminated the 14" or less requirement.
iv. Page 156 item 2

copy wall and ground signs permitted.
There was much discussion about the type and size of
signage allowed where the businesses main entrance was
other than the front elevation of the building. The
discussion included a concern about businesses with side
or rear elevations that were more predominant and whether
signage could be added in these areas.
V. Page 155 - F Lettering Size and Style
Recommendation: Delete size requirement.
vi. Recommendation: Make an allowances for businesses
that have the rear elevation exposed and used for
advertizing.
PUBLIC HEARING CLOSED AT 9:27 P.M.
Recess at 9:29 p.m. - Reconvene at 9:47 p.m.
Motion: Commission Brodsky moved and Vice Chairman
Torres seconded a motion to recommend to the
City Council approval of the Citywide Sign
Ordinance with the following recommendations:
i. Page 150 - 4. "Enforcement fees..........."
Recommendation: A fine of $100.00 for the first and
$25.00 for each additional political sign if not
removed within a specific time allotted."
ii. Page 157 wall Signs
Recommendation: 20 square feet.
iii. Page 157 Side Elevations
Recommendation: Not to exceed 5 square feet where
the side elevation serves as an entrance.
iv. Amnesty -Must be specific, "prior to January 1993"
V. Allow limited text for pictorial signs.
vi. No bench signs.
vii. Allow decorative balloons.

viii. Page 159 Wall Signs for Markets
Recommendation: 1 sign for every 10 linear feet of
building and not to exceed 6 signs.
Motion passed by a 5:0 voice vote.
10. DISCUSSION ITEMS:
A. Historical Preservation Ordinance - The ordinance
was continued to the Planning Commission meeting of
June 7, 1993.
B. Appeal No. 93.3 (Lori Rutter) - The Planning
Commission heard the appeal by the Tuscany
Homeowners Association representative and after a
brief discussion and after consideration of the
testimony by Ms. Rutter, the Commission upheld the
Director's decision to deny Appeal No. 93.3
Testimony received by Lori Rutter, 11611 Pinedale
Road, Moorpark.
Motion: Moved by Chairman Wesner and seconded by
Commissioner May to uphold the Director
of Community Development's decision to
not accept the two appeals of the
Director's decision to issue of Zoning
Clearances on March 19, and 16, 1993 for
lots 56 -76, 23 -32, 46 -49, 102, 147, 148,
151, and 154 -181.
Motion passed by a 5:0 voice vote.
11. STAFF COMMENTS:
The Commission was briefed on the following items:
Bollinger - A proposal to develop two golf courses.
Submitted a pre - application, and is pending further
review.
Carlsberg Specific Plan - A tour of the property is
scheduled for June 19th.

Mail Market - A 400,000 square foot development to be
reviewed by the Council at their May 19th meeting.
The Department of Water Resources grant award to the
City. A tour is scheduled for May 25th by the
Environmental Coalition Moorpark Branch.

13. FUTURE AGENDA ITEMS:
No items presented for future agenda.

The Planning Commission meeting adjourned at 11:30 p.m.
