Located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Chairman Michael H. Wesner called the meeting to order at 7:09 p.m. 2. PLEDGE OF Commissioner Brodsky led the Pledge of Allegiance. 3. ROLL CALL: Present: Steve Brodsky, Christina May, Barton Miller, John Torres; and Chairman Michael Wesner Jr. Jim Aguilera, Director of Community Development; Kathleen M. Phipps, Associate Planner; and Celia LaFleur, Administrative Secretary. Absent: None. 4. PROCL11 MTIONS, COUKENDATIONS AND BPECILL PREBEET,TIoNs: There were no Proclamaions, Commendations or Special Presentations S. REORDBUNG OP, AND 1DDITION8 TO T= AGEEDA: No items Added or Reordered to the Agenda. 6. APPROVAL OF IIIEOTEB: A. May 17, 1993 Planning commission B. May 17, 1993 City Council / Planning Commission Joint Meeting MOTION: Commissioner Brodsky moved and Commissioner Torres seconded a motion to approve the Planning Commission meeting minutes of May 17, 1993 and the City Council /Planning Commission Joint Meeting minutes of May 17, 1993. Motion passed by a 5:0 voice vote. Planning Commission, City of Moorpark, California Minutes of June 7, 1993 7. PUBLIC COMMENTS: There were no public comments. a. CONSENT CALENDAR: A. Resolution No. PC -93 -277 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA RECOMMENDING TO THE CITY COUNCIL APPROVAL OF THE PROPOSED CITYWIDE SIGN ORDINANCE AND DOWNTOWN SIGN ORDINANCE, TO BE CODIFIED AS ARTICLE 10 OF THE CITY'S ZONING ORDINANCE THEREBY RESCINDING ARTICLE 10 OF ORDINANCE NO. 137. Associate Planner Kathleen Mallory briefed the Commission of the latest revisions to the Sign Ordinance. MOTION: Vice Chairman Torres moved and Commissioner May seconded a motion to approve Resolution �- No. PC -93 -277 that recommended to the City Council approval of the proposed Citywide Sign Ordinance and Downtown Sign Ordinance. Motion passed by a 5:0 voice vote. 9. PUBLIC HEARINGS: There were no items scheduled for Public Hearing. 10. DISCUSSION ITEMS: A. Associate Planner Kathleen Mallory gave the staff presentation. Staff Report dated June 2, 1993. Public testimony received from the following: Charles Schwabauer, 12681 Broadway, Moorpark. In support the City's Draft Historic Perservation Ordinance with the revisions to be stated by Connie Lawrason. Connie Lawrason, 4291 Ambermeadow Street, Moorpark. Mrs. Lawrason commented on the City's Draft Historic Preservation Ordinance by proposing several /" recommendations in the following: Planning Commission, City of Moorpark, California Minutes of June 7, 1993 Moorpark Historical Society to provide a written recommendation before the Historical Preservation Advisory Board (Planning Commission) taking any action; That the definition "Landmark" include the preservation of the site be inclusive to the building or structure of significance; That owners of the property abutting the subject property shall be given 2Q days written notice of the public hearing by registered mail; That the Historical Preservation Advisory Board (Planning Commission) hold a public hearing on the application for work and shall approve, conditionally approve or deny the application within U days be revised to be within n days after the application is accepted as complete; f That the City Council shall hold a public hearing on the appeal and shall approve, conditionally approve or deny the permit within gg days (instead of 60 days) after the notice of appeal is filed, except that if the permit is for ordinary repair and maintenance then within U days (instead of the 45 days) after the notice of appeal is filed. The Commission concurred with the recommendations. MOTION: Commissioner Miller moved and Commissioner May seconded the motion to recommend to the City Council approval of the Draft Historical Preservation Ordinance and directed staff to prepared a resolution with the revisions noted and present this item at the next regularly scheduled meeting of the Planning Commission. The motion passed on a 3:2 vote. STAFF COMMENTS: None. 12. COMMISSION COMMENTS; The Commission discussed the matter of easement rights and regulations and litigation issues that could be before them. 13. FUTURE AGENDA ITEMS: A. Carlsberg Specific Plan B. Second Dwelling Units C. Amendment to the Zoning Ordinance Regarding Appeal Procedures D. Zoning Ordinance The Director gave a summary of future items coming before the Commission. 13.
