Located at 799 Moorpark Avenue, CALL TO ORDER Chairman Wesner called the meeting to order at 7:15 p.m. PLEDGE OF ALLEGIANCE: Commissioner Brodsky led the Pledge of Allegiance.. ROLL CALL: California. Present: Steve Brodsky, Christina May, Barton Miller, John Torres; and Chairman Michael Wesner Jr. Jim Aguilera, Director of Community Development; Senior Planner, Paul Porter, Dirk Lovett, Assistant City Engineer; and Celia LaFleur, Administrative Secretary. Absent: None. Consultants: Impact Sciences, Inc. Project Manager Eric Sakowicz; Austin Faust Traffic Engineer Kendal Elmer. PROCLAMATIONS, There were no Proclamations, Commendations or Special Presentations. OF, AND ADDITIONS TO THE AGENDA: No items were Reordered, or Added to the Agenda. APPROVAL OF NIINUTES: July 19, 1993 MOTION: Commissioner Torres moved and Commissioner Brodsky seconded a motion to approve the minutes of July 19, 1993 as submitted. PUBLIC COMIY 1WTS: There were no speakers under the Public Comments portion of the agenda. S. CONSENT CALENDAR. There were no items for Consent Calendar. 9. PUBLIC IWARINGS: A. Carlsberg Specific Plan and Draft EIR - Carlsberg Financial Corporation (Continued from July 19, 1993) Entitlement: Amendments to Carlsberg Specific Plan and Draft EIR, Amendment to Land Use Element of the General Plan to reflect amended land uses, and amendment to the City's Zoning Ordinance to adopt amended land use regulations of the Specific Plan as Zoning for property. Proposal: Several text changes to the approved Carlsberg Specific Plan as well as the following amendments to the land uses within the Specific Planning area: Land Use Gross Acres Dwelling Units 1. Primary Roads 17.5 TOTALS 482.9 552 The Director introduced Impact Sciences Project Manager Eric Sakcowicz who gave the presentation. Reference: Staff Report dated July 23, 1993. Planning Consission, City of Moorpark, California Minutes of August 2, 1993 PUBLIC HEARING OPENED AT 7:18 p.m. Public testimony received from the following: Mark Westerline, 7150 Walnut Canyon Road, Moorpark. Moorpark Mosquito Abatement District Manager Mark Westerline was concerned with maintenance and access issues related to the pond area within the Specific Plan. Sameerah Mateen, 120 S. Spring Street, Los Angeles. Ms. Mateen requested that the Consultant for the project identify Caltrans concerns related to mitigation measures for 1) dedicated Caltmns roadway, 2) developer improvement fees; 3) and the impact to the year 2010. Marjorie Blye, 4122 Oakcliff Drive, Moorpark. Ms. Blye stated that her residence is immediately west and adjacent to the proposed Specific Plan. Her concerns were that the viewshed be preserved, excessive truck traffic, the number of dwelling units, start/stop hours of construction, that Science Drive be completed and used as a main access during construction phase in order to mitigate noise and traffic concerns. Dan Wallman, 4210 Laurelhurst Road, Moorpark. Mr. Wallman was concerned with the number of homes that would be built on the ridgeline of Spring Road. He suggested that the Commission consider moving the homes back to hide them from the ridgeline. As they are viewed from Spring Road only, not from the existing residences. Ron Tankersley, Carlsberg Financial, 2800 28th Street, Santa Monica. Eddie Ramseyer, 1881 No Knoll Drive, Ventura. BREAK AT 8:25 P.M. - -- RECONVENE AT 8:50 P.M. The Commission inquired on the following issues: • Grading - cut & fill areas proposed. • Single story homes on the Spring Road ridgeline. • Reducing landscape requirement in exchange for low and moderate income housing. e,_ Planning Comission, City of Moorpark, California Minutes of August 2, 1993 • Level of Service at the Spring Road/Tierra Rejada Road intersection. • Provide wrought iron fencing at the Spring Road ridgeline. • That the applicant provide a phasing plan, also identifying infrastructure. BREAK AT 10:10 P.M. -- RECONVENE AT 10:22 P.M. Mr. Tankersley attempted to address the Commission and public speakers concerns. He and Mr. Ramseyer spoke of the type of grading that would occur. Mr. Tankersley also identified the type of dwelling units proposed, lot size, cost and size of each residence. • Provide a more in -depth analysis of project related grading. • Provide information related to project phasing, street improvements and manufactured slop revegetation. • Provide information related to Caltrans SR- 118/23 connector, a completion schedule, impact fees, and right -of -way acquisition. • Provide information related to how the middle school will impact traffic at the Spring Road/ "A" Street intersection should future roadways (i.e. "A" Street and the Science Drive intersection) not be completed. • Provide additional information regarding affordable housing and how the project could be amended to incorporate more affordable housing opportunities. MOTION: Chairman wesner moved and commissioner Torres seconded a motion to continue the public hearing of the Carlsberg Specific Plan and Draft EIR to the Commission's meettng of August 16, 1993. Motion passed by a 5:0 voice vote. 10. DISCUSSION ITEMS: The Director gave a verbal presentation of the July 21, 1993 City Council Annotated Agenda.
