Located at 799 Moorpark Avenue, Moorpark, California 93021. F* 444 Aiw y.=.j"1) 4 *7 The meeting was called to order at 7:09 p.m. by Chairman Michael H. Wesner. F -JA 4-,1 W-) J The Chairman led the pledge of allegiance. 3. ROLL CALL Commissioner's Steve Brodsky, Christina May, Barton Miller,John Torres and Michael H. Wesner were present. Staff attending were Director of Community Development Jaime R. Aguilera, Associate Planner Kathleen Mallory, and Administrative Secretary Celia LaFleur. 4. ADDITIOMB� OR REORDERING OF TRZ AGZMA Motion: Chairman Wexner moved and Commissioner Brodsky seconded a motion to reorder the agenda to present under Discussion/ Action Items, Item 10.C. an item for the Commission's review prior to the Public Hearings portion of the agenda. Zone Clearance No 93 -240 (13676 Chesterfield Drive, Moorpark, California) regarding the construction of a second story patio. Staff Recommendation: Approval of Zone Clearance No. 93 -240. There were no additions or reordering of the agenda. 6. APPROVAL OF MIMOT88 a. October 4, 1993 Motion: Commissioner Torres moved and Commissioner Miller seconded a motion to approve the minutes of October 4, 1993 as submitted. Motion passed by a 5:0 voice vote. PUBLIC HEARIN" 4'4 • r -� The Commission reviewed the proposed TDM Ordinance and provided their recommendations to the City Council. Motion: Commissioner Brodsky moved and Vice Chairman Torres seconded a motion to approve Resolution No. PC- 93 -285: A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA, RECOMMENDING THAT THE CITY COUNCIL ADOPT THE ATTACHED TRANSPORTATION DEMAND MANAGEMENT FACILITIES ORDINANCE WHICH AMENDS THE MOORPARK ZONING ORDINANCE (ORDINANCE NUMBER 137) BY REVISING SECTION 8102 -0 AND ADDING ARTICLE 12. 10. DISCUSSION /ACTION ITEMS a. City Council Annotated Agenda - Meeting of October 20, 1993. b. City Council Monthly Report dated October 1993. 0. Support the approval of ZC93 -240 Motion: Chairman Wesner moved and Vice Chairman Torres seconded a motion to approve staff's recommendation to approve Zoning Clearance No. 93 -240. 11. STA" COMK3=8 a. Report Back - "Skateboards /Rollarblades within Shopping Malls This item was continued to the Commission's next regular meting. 12. CONKI88ION COM30=8 Commissioner May commented on her recent trip to the League of California Cities Conference. She gave a brief introduction to the Leagues' emphasis on "Human Services ". It was suggested that the City of Moroaprk's General Plan have a an Human Services Element. Chairman Wesner commented on his attendance of the League Conference. His comments were related to Land Use and the vison for Moorpark.ding & service). Chairman Wesner suggested that the community of Moorpark be surveyed and questioned "What is Moorpark and Why Should You Live in Moorpark "? 13. PUTOAa UAENDA ITEMS a. Consider Allowing /Requiring Restaurants, Dry Cleaners, etc within an industrial planned development zone. b. Consider Amending the Conditions of Approval for Gateway Plaza PD -1064 to Require a Tree In -lieu of the Existing Fountain C. Report from the Director Regarding Skateboard / Roller Blading within Shopping Malls and Horses Within Public Right -of -Way 14.
