Minutes of January 3, 1994
The regular meeting of the Planning Commission held on January 3,
1994, in the City Council Chambers. Located at 799 Moorpark
Avenue, Moorpark California.
1. CALL TO ORDER:
The meeting was called to order at 7:05 p.m.
2. PLEDGE OF ALLEGIANCE:
The pledge of allegiance was led by Commissioner Barton
Miller.
3. ROLL CALL
Commissioner Steve Brodsky
Commissioner Christina D. May
Commissioner Barton Miller
Vice Chairman John Torres
Chairman Michael H. Wesner Jr.
Staff members attending included Director of Community
Development Jim Aguilera, Senior Planner Paul Porter, and
Administrative Secretary Celia LaFleur.
4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS
None.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA
With the consensus of the Commission Item 10.A. Resolution No.
PC -91 -252 - Section 3 Presiding Officer, Section 3.1 Selection
and Term was heard prior to other matters on the agenda.
Motion: Commissioner Wesner moved to nominate Commissioner
Brodsky as Chairman of the Planning Commission.
Motion dies for the lack of a second.
Motion: Commisioner Torres motioned to nominate
Commissioner Wesner as Chairman to the Planning
Commission. The motion was seconded by Commissioner
Miller.
Motion passed with a 5:0 voice vote.

Motion: Commissioner Miller moved to nominate Commissioner
John Torres as Vice Chairman to the Planning
Commission. The motion was seconded by Commissioner
May.
Motion passed with a 5:0 voice vote.
6. APPROVAL OF MINUTES
Motion: Commissioner Miller moved and Commissioner Brodsky
seconded a motion to approve the Planning
Commission minutes of December 6, 1993 as
submitted.
Motion passed with a 5:0 voice vote.
7. PUBLIC COMMENTS
No public comments were submitted.
8. CONSENT CALENDAR
There were no items for consent calendar.
9. PUBLIC HEARINGS
A. Implementing Ordinance No. 33, Section 2.06.070 of the
Moorpark Municipal Code (City of Moorpark Planning
Commission)
To change the date of the Planning Commission meetings from
the first and third Mondays to the second and fourth Mondays
of every month.
PUBLIC HEARING OPENED AT 7:17 P.M.
The Director presented the matter of Ordinance No. 33 to the
Commission. The Director said that the issue of changing the
Planning Commission meeting dates to the second and fourth
Mondays of each month had been presented and approved by the
Parks and Recreation Commission, the Community Development
Committee, and the City Council.
Commissioner Brodsky commented that by alternating the weeks
by the proposed change in meeting dates it would assist the
planning staff in the preparation of staff reports to both the

Council and the Commission.
PUBLIC HEARING CLOSED AT 7:18 P.M.
Motion: Commissioner Miller Moved and Commissioner May
seconded a motion to approve the change in Planning
Commission meeting dates from the first and third
Mondays of each month to the second and fourth
Mondays of each month.
Motion passed by a 5:0 voice vote.
B. Zoning Ordinance Amendments to Sections 8107 -22 Day Care
Facilities for 7 -12 Children (City of Moorpark)
To establish specific requirement's regarding the spacing and
concentration, traffic control, parking and noise control
relating to the dwellings in the residential zones requesting
care facilities from 7 -12 children.
Senior Planner Paul Porter gave the presentation to the
Commission. Reference: Staff Report dated December 14, 1993.
PUBLIC HEARING OPENED AT 7:30 P.M.
The Commission commented and directed staff to provide
information on the following:
a. Terms of and initial or renewal of licenses
b. Revocation - Who provides inspections, and how often?
C. Ratio - 12 children to "how many adults "?
d. Hours of service provided.
e. Requirements for play areas - are there any?
f. City codes and required permits - what are they?
g. Fire regulations and requirements - what are they?
PUBLIC HEARING CLOSED AT 8:00 P.M.
Motion: Commissioner Brodsky moved and Commissioner May
seconded a motion to continue the item of Day Care
Facilities to direct staff to prepare a response
to the Commissions at their next regular meeting.
Motion passed with a 5:0 voice vote.

10. DISCUSSION ITEMS
A. Resolution No. PC -91 -252 - Section 3 Presiding Officer,
Section 3.1 Selection and Term
The agenda was reordered and this item was addressed under
Item 5 of the Planning Commission's Agenda.
11. STAFF COMMENTS
Staff had no additional comments at this time.
12. COMMISSION COMMENTS
Motion: Commissioner Torres moved and Commissioner Brodsky
seconded a motion that PC -91 -252 be brought forward
to the Commission for amendments related to
Planning Commission meeting dates.
Motion passed by a 5:0 voice vote.
Commissioner Millers commented on the proposed Peach Hill Road
street name change to Mesa Verde. He reported that the Peach
Hill Road residents opposed the street name change and
requested the Planning Commission's support to deny any
request for changing the Peach Hill Road street name.
Motion: Commissioner Miller moved and Commissioner Torres
seconded a motion to direct staff to address a memo
to Council regarding the Planning Commission's
opposition to the request of the Moorpark Unified
School District to change the street name of Peach
Hill Road to Mesa Verde, and communicate the
complex legalities that this would present to the
residents who live on Peach Hill Road.
Motion passed by a 5:0 voice vote.
