Minutes of January 18, 1994
The special meeting of the Planning Commission held on January 18,
1994, in the City Council Chambers. Located at 799 Moorpark
Avenue, Moorpark California.
1. CALL TO ORDER:
The meeting was called to order at 7:10 p.m.

The pledge of allegiance was led by Chairman Michael Wesner.

Staff members attending included Director of Community
Development Jim Aguilera, Assistant City Engineer Dirk Lovett,
and Administrative Secretary Celia LaFleur.

None.

No items were reordered or added to the agenda.
There were no minutes submitted for approval.

9. PUBLIC HEARINGS
There were no public hearings before the Commission.
10. DISCUSSION ITEMS
a. Consider General Plan Consistency Finding for Acquisition
and Disposition of Property by the City and Construction
and Authorization of a Public Building or Structure
Related to a New Caltrans Maintenance Station.
Director Jim Aguilera gave the staff presentation. Reference:
Staff Report dated January 12, 1994.
The Commission's concerns related to:
a. Notification procedures to surrounding property owners;
b. Toxic or Hazardous Materials storage;
C. Acquisition procedures of the property located at the
east of Minor Street and Fitch Avenue intersection
(proposed site).
Staff explained the notification and acquisition procedures to
the Commission. The Director also stated that Environmental
Health does regulated issues related to toxic or hazardous
material storage and all items stored would require clearance
from the Environmental Health Agency.
Motion: Commissioner Torres moved and Commissioner Brodsky
seconded a motion to approve Resolution No. PC-
94287:
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY
OF MOORPARK, CALIFORNIA, FINDING THAT THE PROPOSED
ACQUISITION AND DISPOSITION OF PROPERTY BY THE CITY
AND CONSTRUCTION AND AUTHORIZATION OF A PUBLIC
BUILDING OR STRUCTURE RELATED TO A NEW CALTRANS
MAINTENANCE STATION (INDUSTRIAL PLANNED DEVELOPMENT
PERMIT NO IPD- 93.2)IS IN CONFORMITY WITH THE
GENERAL PLAN OF THE CITY OF MOORPARK.
Motion passed with a 5:0 voice vote.

Staff reminded the Commission of the upcoming League of
California Cities Planner Conference on March 9, -11, 1994.
Commissioner May said she is available and would like to
attend the conference.
COMMISSION COMMENTS
Commissioner Miller expressed his gratitude to staff and the
Commission for their support to oppose the street name change
of Peach Hill Road.
Commissioner Torres inquired about the proposed park
development located on the Mcleod property. The Director said
that currently the City is pursuing the idea of a park and
residential development on the vacant land. That the City is
hoping to bid the commercial portion of the site and have a
developer construct the commercial portion of the property.
Commissioner May commented on the January 17, 1994 earthquake
and said she was sorry to see the damage that the City had
encountered and that she hoped the City is working steadily to
accommodate the damage created by the quake.
The Director said that some buildings were restricted due to
the quake and the potential danger of the unreinforced
buildings.
Assistant City Engineer said overall most of the damage was
cosmetic - dry wall and plaster and that the mobilehomes
located in the Villa Del Arroyo Mobilehome Park had only some
of their mobilehome units shifted.
Assistant City Engineer went on to explain the quakes fault
and where it existed.
Commissioner Brodsky said that the City needs to provide the
highest development standards along with a review of the
City's infrastructure.
Commissioner Miller inquired about the recently approved
development permit for ARCO Gasoline /Mini Market site. The
Director said that the developer is still working with the
landowner to begin the process of development.
Commissioner Miller was congratulated on his wedding

anniversary. Much good luck and well wishes were expressed.
13. FUTURE AGENDA ITEMS
None presented to the Commission of staff.
14. ADJOURNMENT
There being no further business the meeting adjourned at 7:50
p.m.
