Located at 799 Moorpark Avenue, Moorpark California. F>l��7_l�i�ff • • : �� The meeting was called to order at 7:10 p.m. 2. PLEDGE OF ALLEGIANCE: The pledge of allegiance was led by Chairman Michael Wesner. 3. ROLL CALL Commissioner Steve Brodsky - excused absence. Commissioner Christina D. May Commissioner Barton Miller Vice Chairman John Torres Chairman Michael H. Wesner Jr. Staff members attending included: Director of Community Development, Jim Aguilera; Senior Planner, Paul Porter; and Administrative, Secretary Celia LaFleur. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS: None. 5. REORDERING OF, AND ADDITIONS TO, THE AGENDA There were no additions of reordering of the agenda. 6. APPROVAL OF MINUTES: Motion: Commissioner Torres moved and Commissioner Wesner seconded a motion to approve the minutes of November 15, 1993 (City Council and Planning Commission Special Meeting) as submitted. Motion passed with a 5:0 voice vote. 7. PUBLIC COMMENTS There were no public comments presented to the Commission. To establish specific requirement's regarding the spacing and concentration, traffic control, parking and noise control relating to the dwellings in the residential zones requesting care facilities from 7 -12 children. Senior Planner Porter presented the staff report to the Commission. Reference: Staff Report dated January 5, 1994. PUBLIC HEARING OPENED AT 7:18 P.M. Testimony received from the following: Geri Fineroff, 2138 Hood Drive, Thousand Oaks, CA 91362 was in support of staff's recommendation and complimented staff on their clear understanding of day care facilities. Ms. Fineroff spoke to the Commission about her experience with day care facilities and as the U.S.D.A. Food Program Director. Ms. Fineroff reiterated staff response to the Commission's inquires on day care facilities which was brought forward at the January 3, 1994 Planning Commission meeting. PUBLIC HEARING CLOSED AT 7:45 P.M. Motion: Chairman Wesner moved and Commissioner Torres seconded a motion to approve staff's recommendation to forward a resolution to Council recommending adoption of amendments to the City's Zoning ordinance relating to proposed standards for the operation of Large Family Day Care Homes. Motion passed with a 4:0 voice vote. Commissioner Brodsky absent. B. Zoning Ordinance Senior Planner Porter presented the staff report to the City of Moorpark, 799 Moorpark Avenue, Moorpark, California Telephone (805) 529 -6864 Commission. Reference: Staff Report dated January 21, 1994. PUBLIC HEARING OPENED AT 8:10 P.M. PUBLIC HEARING CLOSED AT 8:11 P.M. Motion: The Commission on a 4:0 vote (Commissioner Brodsky absent) approved staff's recommendation to forward a resolution to Council recommending that the Ordinance be introduced for first reading at their next regular meeting. Motion passed with a 4:0 voice vote. Commissioner Brodsky absent. 10. DISCUSSION ITEMS The Director provided a verbal status report of Carlsberg Specific Plan No. 92 -1 amendments. 11. STAFF COMMENTS None. 12. COMMISSION COMMENTS Commissioner May inquired about the type of improvements that will be made to the Spring Road bridge. The Director responded that the improvements would be to replace the bridge, but no widening. 13. FUTURE AGENDA ITEMS There were no items brought to the Commission's agenda.
