Minutes of July 25, 1994
The meeting of the Planning Commission held on July 25, 1994, in the City Council
Chambers. Located at 799 Moorpark Avenue, Moorpark, California.

Omirman Wesner called the meeting to order at 7:10 p.m.
2. PLEDGE OF ALLEGIANCE
Commissioner Torres led the pledge of allegiance.
3. ROLL CALL
All Commissioner's were present. Staff attending included Jim Aguilera and Celia
LaReur.

None.

6. APPROVAL OF MINUTES
Motion: Commissioner Torres moved and Commissioner Miller seconded a motion to
approve the minutes of June 27, 1994, June 13, 1994, May 23, 1994 (PC meetings),
and May 9, 1994 Joint City Council/Planning Commission meeting. Motion passed on
a majority vote.

10. DISCUSSION ITEMS
Resolution No. PC- 94-296
The Director gave an overview of the resolution and the Historical Preservation
Ordinance. The Director went further to explain the Mills Act agreement This ten
year agreement would encourage property owners to voluntarily ask that their property
be designated for historical eligibility . The Mills Act would reduce the property owner's
tax by 30% The Mills Act agreement would also require the property owner to
maintain and provide a viewing of the property at least one time per year.
The Commission discussed a modification to page 12 of the proposed Ordinance.
B. Certificate of Appropriateness Procedures

b. "The applicant shall submit together with the application
for work, all plans, materials and documents that are
reasonably necessary and required by the Director for
proper review of the proposed work."
The Commission proposed the following revision:

for work, all plans, materials and documents necessary for
proper review of the proposed work."
It was the Commission's concern that requiring the submittal of plans, materials, etc to
the " Director" was restrictive and that matters could be held over or become
complicated depending on who the Director was.
Commissioner Miller restated his prior comments related to his concern with anyone
other than the Vent= County Heritage Board being the approval body affecting
landmarks.

Motion: Chairman Wesner moved and Commissioner Torres seconded a motion to
approve the proposed ordinance with the revision previously stated. Commissioner's
Miller and May voted, "no."
