Located at 799 Moorpark Avenue, Moorpark, California. Chairman Weensr called the meeting to order at 7,0 p.m. Commissioner Martens led the pledge of allegiance. All Commissioner's were present The staff attending Included the Director of Community Development, Jim Aguilera, Administrative Secretary, Celia LaFleur, Senior Planner, Paul Porter, Associate Planner, Kathleen Mallory, City Engineer, Charles Abbot, and Assistant City Engineer, Dirk Lovette. No items reordered. . ; • • ui � al Commissioner Weener moved and Commissioner Toffee seconded a motion to approve the minutes of July 25,1994. The motion was passed by a majority voice vote. The Hillside Grading Ordinance staff report (dated August 2, 1994) was presented by Senior Planner, Paul Porter. Mr. Porter along with his report to the Commission provided overhead projected Planning Commission, City of Moorpark, California Minutes of August 8, 1994 Paoe 2 photographs that Identified examples of slopes within the City . Slope areas klent9Aed ranged from 22% to 46.68%. Testimony received from the following. Eloise Brown, 13193 Annette, Moorpark. Ms. Brown Identified "Valley Floor. The Commissions' overall concern was: 1) that the Plan be very specific in klenfifykp land forme, prominent land arsaMleurssheds and Valley Floor be specifically Identified. PUBLIC HEARING OPENED AT 7:40 p.m. The pubic hearing opened at 7:40 p.m.. Eloise Brown was the only pubic speaker. Me. Brown kiengled the Valley Floor area being Hwy 118 and New Los Angeles Avenue, She also mentioned that the staff might benefit from using the Citys topo map created for the City prior to the Mountain Meadows development At this point in the hearing, the Commission by general consensus approved staffs recommendation to continue the pubic hearing to August 22,1094. b. The Mba Kathleen Mallory. report (dated August 1, The Commissioner wanted to know which staff member was assigned to the planning effort for the Downtown area. The Director said that currently Ms. Mallory was working with most Issues of the Downtown area. He also mentioned that the Downtown area is a pant of the Citys 94195 Goals 3 Objectives. PUBLIC HEARING CLOSED AT 8:10 p.m. Motion: Chairman Wesner moved and Commissioner Martens seconded a motion to approve staffs recommendation with the following direction. a. Allow restaurants to locate in M-1 and M-2 zones and to grant occupancy by a Minor Modification to the pemrfi, where an existing permit is on tie for the subject aite; b. Allow restaurants to locate in M-1 and M-2 zones by an Industrial Planned Development permit to be considered by the Planning Commission (consistent with Resolution No.88 -523; C. Allow Laundry Service - Heavy - to be located in the M-2 zone, where no building presently exists, by an Industrial Planned Development permit; d.
