Minutes of September 12, 1994
Public testimony received from the following:
Pete Peters, 7155 Walnut Canyon Road, Moorpark. Mr.
Peters was concerned about the effects of clustering
and what staff presented as the viewshed. Mr. Peters
identified County ridgelines adjacent to the City. He
suggested that Broadway be the boundary in deciding the
City's ridgelines.
Jim Hartley, 7150 Gabbert Road, Moorpark. Mr.
Hartley's comments suggested that the Planning
Commission forward the Hillside Ordinance to the
Council for their review and participation by
developers.
The Planning Commission's discussion centered on
identifying the viewshed and whether the General Plan
land use forms designation needed to be modified to
include specific ridgelines. The Commission concurred
in a decision to protect the viewshed as seen from
SR118, from the City limits (west) to SR23, from SR23
along the railroad tracks to Princeton Avenue, and
along the SR118 from Princeton Avenue east to the City
limits.
Motion: Chairman Wesner moved and Commissioner May
seconded a motion to continued the public
hearing, and directed staff to provide an
exhibit depicting visual horizon lines on
major slopes within Moorpark that should be
protected. That the designated ridgelines be
depicted on a topographic map and also
designate the Valley floor, with an intent to
provide this exhibit as part of the Hillside
Ordinance.
