HomeMy WebLinkAboutMIN 1994 0912 PC REGPlanning Commission, City of Moorpark, California Minutes of September 12, 1994 The meeting of the Planning Commission held on September 12, 1994, in the City Council Chambers, at 799 Moorpark Avenue, Moorpark, California. Chairman Wesner called the meeting to order at 7:08 p.m. Chairman Wesner led the pledge of allegiance. All Commissioner's were present with the exception of Commissioner Torres' absence. Staff attending the meeting included the Director of Community Development, Jim Aguilera, Administrative Secretary, Celia LaFleur, Senior Planner, Paul Porter, and Assistant City Engineer, Dirk Lovett. None. No agenda items reordered. Motion: Commissioner Miller moved and Commissioner Martens seconded the motion to approve the minutes of August 8, 1994 (the meeting of August 22, 1994, was cancelled). PC -94 -292 A RESOLUTION OF THE PLANNING COMMISSION OF THE City OF 9. r Planning Commission, City of Moorpark, California Minutes of September 12, 1994 Paae 2 MOORPARK, CALIFORNIA, RECOMMENDING APPROVAL OF MIXED USE ZONING AND THE ALLOWANCE OF DRY CLEANING FACILITIES AND RESTAURANTS IN INDUSTRIAL ZONES The Commission and staff discussed the intent of the resolution and concluded to approve and forward the resolution to the City Council for review. The Commission also commented on the restraints of the budget, and therefore recommended that the City Council decide the priority of the Downtown Plan and Administration as it relates to Resolution No. PC -94 -292. Motion: Chariman Wesner moved and Commissioner Miller seconded a motion to approve the Planning Commission's Resolution No. PC -94 -292. a. Motion passed with a 4:0 vote. for Development of Hillside Areas within the City of Moorpark. Applicant: City of Moorpark; Location: Incorporated Area of the City of Moorpark. Staff Recommendation: Direct Staff as Deemed Appropriate. Public Hearing Opened Senior Planner, Paul Porter gave his presentation of the Hillside Ordinance. Reference: Staff Report dated September 2, 1994. Mr. Porter began the presentation by identifying ten separate areas from which staff photographed City ridgelines. The ridgelines viewed were from Los Angeles Avenue at the following locations. North and south of the Arroyo Simi Bridge North of Wendy's Restaurant North at Spring Road Bridge North at Millard Street North at Moorpark Avenue North at Liberty Bell Road North at Shasta Road North at Maureen Lane North at Tierra Rejada Road North at the Citylimits Planning Commission, City of Moorpark, California Minutes of September 12, 1994 Public testimony received from the following: Pete Peters, 7155 Walnut Canyon Road, Moorpark. Mr. Peters was concerned about the effects of clustering and what staff presented as the viewshed. Mr. Peters identified County ridgelines adjacent to the City. He suggested that Broadway be the boundary in deciding the City's ridgelines. Jim Hartley, 7150 Gabbert Road, Moorpark. Mr. Hartley's comments suggested that the Planning Commission forward the Hillside Ordinance to the Council for their review and participation by developers. The Planning Commission's discussion centered on identifying the viewshed and whether the General Plan land use forms designation needed to be modified to include specific ridgelines. The Commission concurred in a decision to protect the viewshed as seen from SR118, from the City limits (west) to SR23, from SR23 along the railroad tracks to Princeton Avenue, and along the SR118 from Princeton Avenue east to the City limits. Motion: Chairman Wesner moved and Commissioner May seconded a motion to continued the public hearing, and directed staff to provide an exhibit depicting visual horizon lines on major slopes within Moorpark that should be protected. That the designated ridgelines be depicted on a topographic map and also designate the Valley floor, with an intent to provide this exhibit as part of the Hillside Ordinance. Review of standard Development Conditions for Tentative Parcel /Tract Maps Motion: Chairman Wesner moved and Commissioner Miller seconded a motion to continue this item to the next regularly scheduled meeting.
