Chairman Wesner called the meeting to order at 7:12 P.M. Chairman Wesner led the pledge of allegiance. All Commissioner's present. Staff attending the meeting included the Director of Community Development, Jim Aguilera, Administrative Secretary, Celia LaFleur, Senior Planner, Paul Porter, Assistant City Engineer, Dirk Lovett. None. No agenda items reordered. ;• • Y SLY Motion: Commissioner Miller moved, and Commissioner May seconded a motion to approved the minutes of September 12, 1994. Motion passed with a 5:0 voice vote. None None. a. Staff Deemed Appropriate. Senior Planner, Paul Porter gave a presentation on the Hillside Ordinance. Reference: Staff Report dated September 21, 1994. Testimony received from Mr.W.E. (Eddie) Bergfield, 7505 Walnut Canyon, Moorpark. Mr. Bergfield commented that he and other landowners adjacent to the proposed Bollinger property were concerned about the surrounding hillsides remaining in their natural state, and that the Bollinger project not visual impact those properties designated RE -5 ac. The Commissiones discussions centered around the purpose and intent of a topographical map that was referenced in the Hillside Ordinance as Exhibit A. Exhibit A identified the Valley Floor as SR118, from the City limits (west) to SR23, from SR23 along the railroad tracks to Princeton Avenue, and along the SR118 from Princeton Avenue east to the City limits. Designated ridgelines identified as - - - - -- -Craig will identify the specific ridgelines and provide them to me on 10/4. Motion: Chairman Wesner moved and Commissioner Miller seconded a motion to direct staff to prepare a resolution for the next Planning Commission meeting that recommends to the City Council, that the Hillside Ordinance that includes Exhibit A, which identifies the Valley Floor and designated ridgelines be approved. Motion passed with a 5:0 voice vote. 10. DISCUSSION ITEMS The Planning Commission reviewed the Standard Development Conditions for Tentative Parcel /Tract Maps. The Commission suggested that staff categorize the conditions as "standard" and "specific" conditions. That conditions related to a specific proposal be designated with an asterisk( *) or other method to denote "specific" conditions. The Commission Planning Commission, City of Moorpark, California Minutes of September 26, 1994 Page 3 concurred with the idea that applicants should have early access to their standard conditions with the understanding that there would be other project specific conditions forth coming. 12.
