CALL TO ORDER Chairperson Torres called to order at 7 :10 p.m.. 2. PLEDGE OF ALLEGIANCE Chairperson Torres led the pledge of allegiance. 3. ROLL CALL Commissioner Martens was absent. All other Commissioner's were present. Staff attending the meeting included the Director of Community Development, Jim Aguilera, Assistant Planner, Craig Malin, and Administrative Secretary, Celia LaFleur. 9• PROCLAMATIONS COMMENDATIONS AND SPE_QAL PRESENTATIONS None. •: L'R�li� None. 6. APPROVAL OF MINUTES January 23, 1995 Planning Commission Minutes Motion: Commissioner Acosta moved and Commissioner May seconded a motion to approve the minutes of January 23, 1995, with a revision to Item 10, paragraph 1. The minutes of January 23, 1995 approved by a 3:1:1 vote, Commissioner Miller abstain, Commissioner Martens absent. e. CONSENT CALENDAR A. EKtcnaion 228 PC950213,PCM e None Planning Commission, City of Moorpark, California Minutes of February 13, 1995 Pa e 2 A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF MOORPARK, CALIFORNIA MAKING A RECOMMENDATION TO THE CITY COUNCIL PERTAINING TO PROPOSED CHANGES TO THE CITY'S ZONING ORDINANCE RELATED TO THE REGULATION OF GARAGE CONVERSIONS THAT OCCURRED BEFORE THE CITY INCORPORATION Motion: Commissioner Miller moved and Commissioner Torres seconded a motion to approve Resolution No. 95 -PC -301. Motion passed with a 4:1 voice vote. Commissioner Martens absent. 10. DI TON ITEMS A. QQnsider DevelQpment M_ }• 4•• A request to allow a metal building at 875 West Los Angels Avenue Staff Recommendation: Receive and File the Report Assistant Planner, Craig Malin gave the presentation on this item. Staff Report Dated: February 10, 1995. Mr. Flores, the applicant gave the Commission testimony concerning the facilities present state and use. He said that once his request for a minor modification was approved he would start the construction improvements immediately. He also stated that twenty -four months after the approval of the Minor Modification, he would apply for a major modification to rebuild the entire site. The Director informed the Commission that the applicant had failed to submit information or samples of the materials to be used. That without that information, the City would have difficulty securing the quality of the material to be used. The Commission concurred to receive and file the report. II 799 Moorpwt Avenue ! Moorpark, California 93021 (8)5) 529 -6864, Extvnoion 228 PC95020.PCM Planning Commission, City of Moorpark, California Minutes of February 13, 1995 Page 3 M oral Reports - Update on the status of the following projects. ❑ Happy Camp Golf courses - Staff has scheduled a Community Development Committee meeting for March 6, 1995, to review this item. ❑ Bollinger Development - Staff met with Mr. Bollinger the day after the Planning Commission and City Council had their joint meeting (January 26, 1995). Mr. Bollinger is amenable to change his project in response to concerns voiced that day. ❑ Mountain Meadows Commercial Development - Nothing new to report. 0 Albertsons Market - Plans are currently in plan -check ❑ SDI - Nothing new to report. ❑ Colmer Development This item will be considered for review by the Community Development Committee on March 6, 1995. ❑ Downtown Plan - The selection of a consultant to develop the Downtown Specific Plan is currently under review by the City Manager. 799 Moorpark nvmw Moorpark. Staff has made a recommendation to the City Manager on which one of the proposals should be awarded the contract. ❑ Specific Plan 9 - Staff received a preapplication to develop the Casey School site. This item will be considered for review by the Community Development Committee on March 6, 1995. ❑ Specific Plan 8 - Staff has concluded the review of the Specific Plan EIR Screencheck and has forwarded their comments to the consultant. ❑ Ventavo Annexation This item will be reviewed by the Community Development Committee meeting on March 6, 1995. This is a consideration for the annexation and change in zoning from one dwelling unit per forty to one unit per five acres zoning.
