Staff attending: The Director of Community Development, Jim Aguilera, Senior Planner, Paul Porter, City Engineer, Dirk Lovett, Administrative Secretary, Celia LaFleur. February 27, 1995 Motion: Commissioner Miller moved and Commissioner Acosta seconded a motion to approve the minutes of February 27, 1995, as submitted. The motion passed with a 5:0 voice vote. Applicant: West America Construction Corporation, 8929 Wilshire Blvd., #400, Beverly Hills, CA 90211 Proposal: Tentative Tract Map for a three -lot subdivision and Industrial Planned Development Permit for three industrial buildings. IPD 95 -1: The applicant is proposing to construct three industrial concrete tilt -up buildings as follows: Buildina No. Land Area 54,860 sf Building Size (sa.ft.) No. 1 21,164 sf No. 2 85,205 sf 44,275 sf No. 3 163,160 sf 72,000 sf Tentative Tract Map No. 4986: The Tentative Tract Map is for an industrial subdivision on approximately 7 acres (net) acre parcel of land as follows: Parcel 1 1.26 (net) Parcel 2 1.97 (net) Parcel 3 3.77 (net) Location: The site of the proposed development is found southeast of the intersection Poindexter Avenue and the northward projection of Maureen Lane in Moorpark, California. The Assessor's parcel numbers are 511 -07 -04 and 511- 07 -03. Senior Planner, Paul Porter gave the presentation. Reference: Staff Report dated May 8, 1995. Public Testimony Received Speakers included: The applicant, Nick Brown, 8929 Wilshire Blvd., #400, CA 90211. The architect, Michael Caley, 200 E. Del Mar Blvd., Pasadena, CA 911205. Toni Armstrong, 13890 Bear Valley Road, Moorpark, CA 93021. (Moorpark resident and Commerce Avenue business.) Gerry Goldstein, 11932 E. Los Angeles Avenue, Moorpark, CA 93021. The applicant, Nick Brown gave the Commission his presentation of the proposed industrial development. He described the architectural design and features of this proposal. He emphasized the amount and type of landscaping that this project provided. He presented the Commission with miniature models of the proposed development. The Director, Jim Aguilera commented to the Commission that the developer had difficulties in responding to staff's request for changes. That although the changes occurred, the project was still marginally adequate. The Director suggested that different construction materials and differential wall forms be used to offset the larger wall areas in the buildings. He reminded the Commission that they have the authority to make their recommendations for redesign. He explained that the proposed development was at a secondary access (Poindexter Avenue)only, not a primary access alike Los Angeles Avenue. He said that he was willing to work with staff and the City. He reminded the Commission of the fifty or more industrial buildings that he has developed in the City. Commissioner Acosta inquired whether the improvements were at a minimal cost or substantial cost to the development of the project. The Commission's discussion centered around the building design and the types of applications that are available, i.e., paint, columns, reveal strips /banding, "V" grooves VS. "Square" grooves, fluted areas, or half tone painting. Toni Armstrong a Moorpark resident commented that she often drives Poindexter Avenue and agrees with the applicant's proposal to develop the three industrial buildings and that the increased landscape was beneficial. Gerry Goldstein a Moorpark resident gave his suggestions for water resources and building design. The public hearing was closed at this point. At this point the Commission took a break in the meeting, the time being 9:20 p.m. and convened at 9:40 p.m. The Commission was in concurrence that the applicant and his architect be sensitive to the design of the proposal. That all considerations be made to the existing and future residential property owners. Commissioner May suggested that design improvements include waterscape or the applicant's contribution to the Arts in Public Places fund, that the buildings provide a better match, two tone colors, coordinate buildings 1 and 2, and improve building entrances. Happy Camp Golf Courses The applicant is close to hiring an EIR consultant. City staff will work through mitigation measures within the EIR. b. Bollinger Development The City has contracted the firm of Ralph Anderson & Associates to prepare a financial impact analysis report. Staff expects that the EIR will be circulated in September 1995, for the Planning Commission's review. C. Mountain Meadows Commercial Development Staff received an application on May 2, 1995, and is currently under review. Staff expects to have this item go before the City Council in 60 to 90 days. d. Albertsons Market The City Council has executed all pertinent documents between the City and Developer. A minor modification application was approved early May 1995. e. SDI This Newhall -based corporation has decided to move to Moorpark, at the east end of the City at the 23 Freeway. City ofMmprk, 799 Momp k Avmmy Mompark Caliform (805) 5296864. E#emim 228 P0950508.PCM Planning Commission, City of Moorpark, California Minutes of May 8, 1995 Page 6 This application will conceive a General Plan Amendment, Zone Change, Industrial Planned Development permits, along with the preparation of an Environmental Impact Report. The redesign of an off -ramp at Los Angeles Avenue and the 23 Freeway will be under consideration. The City's Engineer will prepare a design contract for the off -ramp considered. Staff expects that the EIR will be ready for review January 1996. f. Colmer Development This development is proposing 20 dwelling units at the Los Angeles Avenue Shasta Street site. Nothing new to report on this item. g. Downtown Plan The City has contracted the firm of RRM to prepare the Downtown Plan inclusive of a specific plan and zoning amendments. They have not yet signed the contract because of insurance requirements. h. Mayflower Market The firm of RNN is currently being considered for the design the Mayflower Market. i. Specific Plan 9 Staff has received an appeal of the entitlement of this school property requesting that an amendment be mad to the General Plan to increase the density. The school is considering the development of moderate income level housing, and a school. j. Specific Plan 8 The EIR is close to being completed and will require a 45 -day review period. Staff expects that the hearing process will begin in late September 1995. The applicants request to annex will be considered by LAFCO after the City certifies the EIR. Ventavo Annexation Since the Community Development Committee's meeting of January 1995, there is nothing new to report on this item. Commission's May and Martens asked about their involvement of the upcoming development projects as they relate to potential conflict of interest. The Director will schedule a meeting with the City Attorney and the two Commissioners to discuss any points of conflict that they need to review with her. 12.
