CALL TO ORDER The meeting was called to order at 7:10 p.m.. 2. PLEDGE OF ALLEGIANCE Paul Porter led the pledge. 3. ROLL CALL All Commissioner's were present. Staff attending, included the Director of Community Development, Jim Aguilera, Senior Planner, Paul Porter, Assistant City Engineer, Dirk Lovette and Administrative Secretary, Celia LaFleur. 4. PROCLAMATIONS, COMMENDATIONS AND SPECIAL PRESENTATIONS None. 5. REORDERING OF THE AGENDA None. 6. APPROVAL OF MINUTES MOTION: Commissioner Martens moved and Commissioner May seconded a motion to approve the minutes of December 19, 1995. The motion passed with a unanimous voice vote. 7. PUBLIC COMMENTS None. 8. CONSENT CALENDAR a. MOTION: Chairperson Torres moved and Commissioner Miller seconded a motion to approve Resolution No. PC -96- 315, with modifications to the conditions of approval. The motion passed with a unanimous voice vote. 9. PUBLIC HEARINGS a. Entitlement: Residential Planned Development Permit No. 95 -2 and Tentative Tract Map No. 4174. Applicant: Colmer Development Company 23875 Ventura Blvd., Suite 201, Calabasas, California 91302 Proposal: Description of Project: Tentative Tract Map No. 4174 consisting of the following gross and net lot areas: Lot Area (square feet) 1 9490 2 8560 3 7660 4 7650 5 8300 6 14240 7 7150 8 7450 9 8800 Street 16100 Total 95400 Average (net) 8800 Residential Planned Development Permit No. 95 -2 is for approval of nine two -story homes. Two proposed floor plans and three elevations of each plan. Plan No. 1 is a 3- bedroom, 2 -1/2 bath, 1663 square foot home. Plan No. 2 is a 3- bedroom, and den /bedroom, 2 -3/4 bath home, with 1933 square feet. The architecture, by Bassenian /Lagoni is of a Mediterranean style. General Plan Amendment 95.3 to change Land Use Designation from Medium Density to High Density. The public hearing opened at 7:27 p.m.. Testimony received from the following: Wayne Colmer, 23875 Ventura Blvd., Calabasas. Mr. Colmer talked about other developments in which he had been involved. He said that the current Simi Valley development was very much like the one being proposed for Moorpark. Mr. Colmer was concerned about the conditions of approval. The first concern was the requirement to establish a Home Owner's Association. He said that they could record the CC &R's to advise homeowners to maintain slope areas on their property. The Director said that a Home Owner's Association would be required for other reasons of maintenance of slopes, landscaping and drainage. The Director and City Engineer gave an example of cross lot drainage that could affect adjacent non - development. Robert Warren, 1881 Knoll Drive, Ventura. Mr. Warren commented that the wall plan with the current drainage system would provide proper drainage flows. Eloise Brown, 13193 Annette Street. Ms. Brown said slope areas found within the property line of the home owner's property should be their own responsibility. Charles Drop, 6734 Pecan Avenue. Mr. Drop was concerned with cross -lot drainage. He explained where and how current drainage problems have occurred. He asked the Commission to consider conditioning the project to provide a retaining wall. He also mentioned that there was a well on that property. CkY of MmPrk 790 Mom wk Avwm. Staff responded that condition no. 25 would address the well. Michelle Buehring, 6709 Pecan. Ms. Buehring was concerned with the dwelling units selling price ($209,000). Staff and the Commission discussed various methods to provide the slope, landscape and drainage maintenance that the property would require. MOTION: Commissioner Martens moved and Commissioner Acosta seconded a motion to approved TR -4147 with additional conditions that would require an Assessment District for the maintenance of those southerly and westerly lots. The motion passed with a unanimous voice vote. b. Entitlement: Hidden Creek Ranch Specific Plan (Specific Plan No. 8/SP- 93 -1), General Plan Amendment No. 93 -1, Zone Change No. 93 -3 (Prezone). Applicant: Hidden Creek Ranch Partners Staff Recommendation: Continue the public hearing to a Special Planning Commission Meeting of January 29, 1996. The Commission continued this item to January 29, 1996. 10. DISCUSSION ITEMS None. 11. ANNOUNCEMENTS or FUTURE AGENDA ITEMS None. 12.
