A Regular Meeting of the Planning Commission was held on February
12, 1996, in the City Council Chambers, 799 Moorpark Avenue,
Moorpark, California 93021.
1. CALL TO ORDER
The meeting was called to order at 7:13 p.m.
2. PLEDGE OF ALLEGIANCE
Commissioner Miller led the pledge of allegiance to the flag.

5. REORDERING OF THE AGENDA

MOTION: Commissioner Miller moved and Commissioner May
seconded a motion to approve the Planning
Commission Meeting minutes of January 22, 29, and
February 7, 1996, with a correction to page two of
the February 7, 1996 minutes.
The motion carried by voice vote 5 -0.
7. PUBLIC COMMENTS
Mr. William LaPerch addressed the Commission, he said that he
was concerned about the opposition and public testimony
received on the Bollinger project. He said that the public
hearing was premature and concerned with the impacts the

project would bring.

PUBLIC HEARINGS (Continued from January 29, 1996)
a. Specific Plan 8 - Messenger Development
At this point in the meeting, Commissioner Martens indicated
that due to a possible conflict of interest regarding the
Messenger Development and Specific Plan No. 8, he would not
be participating in the discussions this evening.
Testimony received from the following.
Chris Evans, addressed the Commission about the impacts that
the project might bring. He invited the applicant and
residents to a open public form to discuss the project. He
said the form was scheduled for February 24, 1:00 - 3:00 p.m.,
at Moorpark Presbyterian Church. He commented that the
majority of Moorpark residents support the project which is
within the General Plan Guidelines and thought that the
project should move forward for review by the City Council.
Jim Stueck, addressed the Commission, he concurred with Mr.
Evans invitation to have a meeting with the applicant and
residents to discuss any concerns.
Tim Kelly, addressed the Commission, he said the Commission
was subject to a bias opinion. He was opposed the development
of Specific Plan 8.
Paul Norcross, addressed the Commission, he said that he
thought the Traffic Study did not address traffic circulation
concerns on Campus Park Drive near the Happy Camp Park gated
entrance. He commented that the developer had donated land to
the college to develop a college swim stadium.
Roseanne Mikos, addressed the Commission, she talked about
land dealings between Specific Plan 8 property and the County
of Ventura. She mentioned that the 6,000 acres the developer
was proposing as Open Space was really equal to only 1,800
acres, as the Happy Camp Park are is not deeded to SP 8, or
should be considered as an Open Space land use dedication by
Specific Plan No. B.
Dave Anderson, addressed the Commission, as a ten year

resident of Moorpark, he thought the project was premature.
His concerns were about the massive grading proposed, and
other significant impacts to the community, wildlife, water,
fire, and traffic circulation.
Gary Lowenberg, addressed the Commission, he was concern about
the increase in population, limited resources as a result of
the project, and the proposed access to the project. He
suggested that Spring Road be the main access road which could
support retail access to Moorpark.
Karen Bill, addressed the Commission, she said that Happy Camp
Park is not the Yosemite of Moorpark, but the park is useful
and used by Moorpark residents.
Gary Austin, the applicant, addressed the Commission. He
talked about the school districts interest in developing a
swim stadium that would be used by the proposed high school
site and the community college, and that the 8.78 acre site
was donated property by the previous land owner. Mr. Austin
gave background information about Specific Plan No. 8 and how
the County of Ventura, Board of Supervisors were involved and
had always intended in generating revenue to support the lower
half of the Happy Camp Park.
He spoke briefly about the City's request to provide an
Affordable Housing Program, he found the City's request
difficult and did not know how to propose the program. Mr.
Aguilera reminded Mr. Austin that the Affordable Housing
Program was his obligation by State law.
Commissioner May questioned staff if Granny Flats /Guest Houses
could be built on larger lots and would they qualify as
affordable housing.
Mr. Austin suggested building apartments in another area of
the City.
Commissioner Miller asked if the College had commented on the
proposed development. Debbie Traffenstedt said that the City
had received two letters from the college that referenced
their concerns with light spillage /impact, but no major
concerns were identified in those letters.
Mary Roberts, addressed the Commission, she said that her home
is immediately adjacent to Specific Plan No. 8 and commented
that the project should support higher pricing for those new
residents. Ms. Roberts comment to the Affordable Housing
Program was that affordable housing was artificial. Chairman

Torres said that he would like to see the applicant return on
March 11, 1996, with a proposal for a Affordable Housing
Program.
Mr. Austin second suggestion on affordable housing was a
Senior housing plan proposing 22 apartment units.
Commissioner May commented that there was a concern for
traffic circulation and preferred to see a Spring Road /Happy
Camp Park access, or a Hidden Creek Ranch /JBR access. She
requested to see the details that were previously proposed to
the County in order that the Planning Commission make their
recommendations on the project proposed.
At this point in the meeting the Planning Commission concluded
their discussions about Specific Plan No. 8 and continued the
hearing to March 11, 1996, to discuss traffic and circulation
issues, mitigation opportunities, and affordable housing
implementation.
10. DISCUSSION ITEMS
The Director informed the Commission of the upcoming League of
California Cities Conference.
11. ANNOUNCEMENTS or FUTURE AGENDA ITEMS
At this point in the meeting Mr. Aguilera commented on his
resignation, effective February 23, 1996. He commended his
department staff, and their work ethic. He wished the
Commission well in their future decision making.
The Planning Commission commended Mr. Aguilera for his hard
work and involvement with the community and community
organizations, and wished Mr. Aguilera success in his new
endeavors.
12. ADJOURNMENT
The Planning Commission concurred that there was no further
business and adjourned the meeting at 9:00 p.m.
