The Regular meeting of the Planning Commission held on June 10,
1996, in the City Council Chambers, 799 Moorpark Avenue, Moorpark,
California.
1. CAT.L TO ORDER
Chairman Torres called the meeting to order at 7:13 p.m.
Chairperson Torres, Vice Chairperson May, Commissioners
Miller, Martens and Acosta present at the meeting. Staff
attending included Richard Hare, Director of Community
Development, Debbie Traffenstedt, Senior Planner, Dirk Lovett,
Assistant City Engineer, Charles Abbott, City Engineer, Chris
Oberender, Associate City Engineer, Celia LaFleur,
Administrative Secretary, and The Planning Corporation
Consultant, Steve Craig.

The project site totals 284.80 acres, and a General Plan
Amendment is proposed to revise the land use designation
for 38.06 acres from Open Space 2 to Medium Industrial
and for 11.16 acres from Open Space 2 to General
Commercial; a zone change is proposed to revise the
zoning for 38.06 acres from Open Space -40 Acres to
Limited Industrial and for 11.16 acres from Open Space -40
Acres to Commercial Planned Development,; a Vesting
Tentative Map is proposed to allow subdivision of the
project site into ten lots; and an Industrial Planned
Development Permit is proposed to allow development of an
initial SDI manufacturing facility totaling 131,200
square feet.
The ultimate total industrial development on the project
site is proposed to be approximately 331,000 square feet,
to be developed in several phases, and will accommodate
the corporate headquarters and manufacturing, research,
and shipping operations of SDI. Two commercial projects
of approximately 132,000 and 37,000 square feet are also
planned (no commercial planned development permit has
been requested at this time.
The project is located within the Moorpark Area of
Interest in Ventura County and the City of Moorpark;
directly east of the State Route 23 and New Los Angeles
Avenue interchange. Assessor Parcel No(s): 500- 350 -145
and 513- 505 -085.
Staff Recommendation: 1) Open the public hearing on the
Draft EIR and the Project and accept public comments and
testimony; and 2) Close the public hearing on the Draft
EIR, discuss project issues and continue the Project
public hearing to a Special Meeting scheduled for July 1,
1996.
Debbie Traffenstedt, Senior Planner presented the report
to the Planning Commission. Reference: Staff Report
dated June 10, 1996. Staff presented the Commission with

information on the purpose of the public hearing, the
staff recommendation and a brief description of the
project history.
Steve Craig, Consultant reported detailed infomation as
it was provided within the June 10, 1996, Planning
Commission staff report.
Commissioner May asked if she had a conflict of interest,
because of the proximity of her residence to the project
proposed. Richard Hare, said that this hearing was the
initial public hearing and the Planning Commission would
not make any findings until staff verified Commissioner
May's question.
At this point in the meeting the Commission recessed.
The Commission reconviended there meeting.
The Commisison questioned Steve Craig about the noise
impacts, transporting manufactured goods, and the fire
hazards. Staff concluded with the applicant that any
noise, or fire concerns would be mitigated whether
created in or out of the building facilities.
Tom Triden, President, Special Devices incorporated,
16830 W. Placerita Canyon Road, Newhall, CA 91321. Mr.
Triden, a twenty -five year owner of the corporation,
spoked about the creation of SDI, it's expansion and
potential future growth. He talked about SDI decision to
move and plans to later expand here in Moorpark. Mr.
Triden described the manufacturing process to the
Commission.
Bryon Pinckert, Architect, Hill Pinckert Architects,
16969 Von Karman, Suite 230, Irvine, CA 92714. Mr.
Pinckert spoke on the proposed development land use and
specilized industrial uses. He described the outer
property (the undeveloped property) and how if was
specific to the SDI facility. He described the building
pads in relation to the use of the "magazine (building),
the loading building, the storage of raw materials and
where the finished produced was stored.

Mr. Pinckert described the asthetics, materials and
building design proposed for the develpment.
Ed Ball, Ball Properties, 521, Spectrum Circle, Suite B,
Oxnard, CA 93030. Mr. Ball discussed with staff, the
zone change and entitlements. He talked about the need
to combine two of the proposed lots to support the
project. Mr. Ball concurred that the issue of combining
two lots to support the project would be worked -out with
staff and the City Attorney.
Another issue discussed was grading, importing and
exporting. Commissioner Martens asked how much grading
was expected? Mr. Pinkered replied, 1.2M cubic yards cut
and 1.200,000 cubic yards graded.
Mr. Pinckert described the outdoor incinerrating process
of materials destroyed (a process ermitted by the Fire
Department).
Commissioner Acosta questioned DBA noise levels during
evening hour manufacturing and testing. Steve Craig
confirmed that manufacture could be provided within the
plant facility to contain the 65 DBA requirement.
Steve Kegg, Traffic Engineer, talked about the type of
traffic expected on the project site. He described it as
daily hauling, UPS deliveries.
