A Special Meeting of the Planning Commission was held in the City
Council Chambers on July 1, 1996.

Chairman Torres presiding and called the meeting to order at 7:14
p.m.
Commissioner Miller led in the pledge of allegiance to the flag.

Commissioner's Torres, May, Miller, Martens and Acosta were
present. Staff attending included the Director of Community
Development, Nelson Miller, Senior Planner, Deborah S.
Traffenstedt, Assistant City Engineer, Dirk Lovett, and
Administrative Secretary, Celia LaFleur.

MOTION: Commissioner Acosta moved and Commissioner May
seconded a motion to approve minutes of the May 28,
1996 Moorpark Heritage Board, and Planning Commission
minutes of May 28, 1996 and June 17, 1996.
Motion approved by a unanimous 5:0 voice vote.

MOTION: Commissioner Marten moved and Commissioner Miller
seconded a motion to approve Planning Commission
Resolution No. PC -96 -321
Motion passed with a unanimous 5:0 voice vote

Recommendation: Continue the public hearing to a Special
Meeting on July 15, 1996.
MOTION: Commissioner Miller moved and Commissioner Acosta
seconded a motion to approve staff's recommendation to
continue General Plan Amendment No. 95 -1, Vesting
Tentative Tract No. 5004, Industrial Planned
Development Permit No. 95 -2, Zone Change No. 95 -3
(Special Devices Incorporated) to a Special Planning
Commission Meeting on July 15, 1996.
Motion passed unanimously with a 5:0 voice vote.
10. nTqCljqqTON ITEMS
A. Entitlement Permit Processing - Status Report
The Director presented the Commission with a verbal update
of City Council action of CPD -90 -2 Major Modification No.
1, American Stores Properties approval of revised phasing
plans and the denial of SavOn Drug drive - through service
window.
Appeal 96 -1, Aquaria, an appeal of the Planning Commission
decision of April 22, that approved the request to construct
a gasoline station and mini -mart at the northeast corner of
Los Angeles Avenue and Condor Drive, will be reviewed by the
City Council on July 2.
Staff expects to bring forward to the Commission in August
or September the Carlsberg tracts, West America Construction
Company industrial project located within the Science Drive
business park, also an industrial project located on Gabbert
Road.

McDonald's has submitted a minor modification to construct a
"play place" building area in front of the existing
restaurant located at the northeast corner of New Los
Angeles and Spring Road.
CPD -96 -2 PM -5038 Moorpark - Caymus Properties is proposing to
construct a 7,256 square foot multi- tenant retail building
which would include a Blockbuster Video retail shop. The
proposed site is adjacent to McDonald's restaurant.
PD -980 Minor Modification is a request from the Coffee
Grinder restaurant to construct 535 square feet for outdoor
dining adjacent to the Veteran's Memorial at the corner of
Moorpark Avenue and New Los Angeles Avenue.
B. Public Hearings, Special Meetings & Vacation - Scheduling
(Calendar)
The Commission indicated to staff that no conflicts existed
with calendaring Special Meetings or Public Hearings.
Commissioner Miller requested that something be done to
control the dust problems created by truck traffic or wind
gust on those empty lots at Spring Road and Flinn Avenue and
at the rear of the ARCO gasoline station.
Commissioner Miller also brought up the issue of vehicles
parked on lawns cause an eyesore and requested that the
matter be looked into.
The Director indicated that the Code Enforcement Officer
would be directed to pursue these items.
