The Planning Commission Meeting was held on February 10, 1997 in
the City Council Chambers at 799 Moorpark Avenue, Moorpark, CA
93021
1. CALL TO ORDER
Chairman Acosta called the meeting to order at 7:11 p.m.
2. PLEDGE OF ALLEGIANCE
Commissioner Miller led the pledge of allegiance to the
flag.
3. ROLL CALL
All Planning Commissioners were present. Staff attending the
meeting included Richard Hare, Deputy City Manager, Paul
Porter, Senior Planner, and Celia LaFleur, Administrative
Secretary.

6. APPROVAL OF MINUTES
MOTION: Commissioner Miller moved and Commissioner
Norcross seconded a motion to approve the minutes
of January 13, 1997.
Motion passed with a unanimous 5:0 voice vote.

8. CONSENT CALENDAR
A. RESOLUTION NO. PC -97 -330
A RESOLUTION OF THE PLANNING COMMISSION OF THE CITY OF
MOORPARK, CALIFORNIA RECOMMENDING TO THE CITY COUNCIL
APPROVAL OF GENERAL PLAN AMENDMENT 96 -2 FOR A CHANGE IN
THE LAND USE DESIGNATION OF THE GENERAL PLAN FROM M
(MEDIUM DENSITY RESIDENTIAL) TO C -2 (GENERAL COMMERCIAL)
AND ZONE CHANGE NO. 96 -1 FOR A CHANGE IN THE ZONING
DESIGNATION FROM R -1 -8 (SINGLE FAMILY RESIDENTIAL 8,000
SQUARE FOOT MINIMUM) TO CO (COMMERCIAL OFFICE) ON A FOUR
ACRE PARCEL LOCATED CONTIGUOUS WITH THE SOUTHWEST
QUADRANT OF MISSION BELL - PHASE 2 (ASSESSOR'S PARCEL NO.
511- 14 -13)
MOTION: Commissioner Norcross moved and Commissioner
Lowenberg seconded a motion to approve Resolution
r' No. PC -97 -330 recommending to the City Council
approval of General Plan Amendment 96.2.
Motion passed with a 4:1 voice vote. Commissioner
Miller voting NO.
9. PUBLIC HEARINGS

Construction- Staff Recommendation: 1.) Determine that
changing the nonconforming use section is categorically
exempt pursuant to State CEQA Guidelines pursuant to
Section 15061 (b) (3) in that the proposed amendment to
the Municipal Code does not have the potential for
causing a significant effect on the environment. 2.)
Approve the attached Resolution No. PC -97 -331.
Paul Porter, Senior Planner gave the staff presentation.
The public hearing opened and the following speakers
commented.

Steven Anderson - Provided background information and
history of the project site and the City's 1994 approved
permit related to the recreational vehicle storage
facility. He described the current use and spoke of a
construction contractor that contracts the storage yard
and informed the Commission that the contractor would
terminate on February 17, 1997.
The Commission discussed the recreational vehicle storage
uses and the City's original intent of the permit and if
adequate parking was provided.
MOTION: Commissioner Millhouse moved and Commissioner
Norcross seconded a motion to approve Resolution
No. PC -97 -331 recommending to the City Council to
approve a change in Section 17.52.060 C -2.
Motion passed with a 5:0 voice vote.

Consider possible Planning Commission Study Session - Planning
Commission Rules of Procedure for Commission Meetings
Forwarded to the next regular meeting of the Planning
Commission.
11. ANNOUNCEMENTS or FUTURE AGENDA ITEMS
Planning Commissioners Institute - March 12 -14, 1997 -
Monterey, California
Staff: requested confirmation of attendance. Commissioners
Miller, Norcross and Chairman Acosta indicted that they will
not tie able to attend. Commissioners Miller and Lowenberg will
be checking their calendars and will notify the Director by
February 14, 1997.
