HomeMy WebLinkAboutMIN 1997 0226 PC SPCj MINUTES OF THE CITY COUNCIL AND PLANNING COMMISSION Moorpark, California February 26, 1997 A Special Joint Meeting of the City Council and the Planning Commission of the City of Moorpark was held on February 26, 1997, in the Council Chambers of said City located at 799 Moorpark Avenue, Moorpark, California. 1. CALL TO ORDER: Mayor Hunter called the City Council to order at 7:10 p.m. Chairman Acosta called the Planning Commission to order at 7 :11 p.m. 2. ROLL C:kLL : Present: Councilmembers Evans, Teasley, Wozniak and Mayor Hunter; Commissioners Lowenberg, Miller, Millhouse, Norcross and Chairman Acosta Staff Present: Steven Kueny, City Manager; Nelson Miller, Director of Community Development; Dorothy Vandaveer, Deputy City Clerk 3. PLEDGE OF ALLEGIANCE: Chairman Acosta led the Pledge of Allegiance. 4. PRESENTATION /ACTION /DISCUSSION: A. Discussion of Downtown Specific Plan. Nelson Miller introduced Lee Ann Hagmeier, Consultant from R.RM Design, San Luis Obispo. N's. Hagmeier provided an overview of the vision plan and said they are seeking answers as to proposed land use and zoning changes in the downtown area. She outlined the 10 study areas and posed the following suggested changes to zoning and /or land uses. 1.) Should a High to Very High residential zoning designation on the northeast end of High Street be considered between Magnolia Street and Spring Road? The Council discussed the possibility of accepting residential zoning on High Street with residences only allowed on the second floor of buildings located directly on High Street. y '00113. Minutes of the City Council and Planning Commission Moorpark, California Page 2 February 26, 1997 CONSENSUS: By consensus, the Council determined to confirm the consideration of residential units on High Street, but only allowed on the second floor of buildings located directly on High Street for purposes of the plan description for the Notice of Preparation. Mr. Kueny explained to the Commission and the Council that staff is not looking for anything definitive with this meeting as far as certain zoning and land use decisions. He continued by stating that staff needs a land use plan to be able to proceed with the Notice of Preparation to start the environmental process for the Downtown Specific Plan. 2) The plan calls for changing the northern block of Charles Street near Bonnie View Drive from Medium Density Residential to Residential Planned Development 14 -du. The purpose of this recommendation is that a higher density residential designation may encourage lot consolidation of existing small parcels, and renovation of the existing structures. Ms. Hagmeier stated that her firm recommends density incentives to consolidate lots and rebuild the small homes into higher density housing. Councilmember Wozniak stated that he is concerned about going from single family units into multi - family units on that end of Charles Street. He said it could happen more appropriately at the west end of Charles Street. Mr. Kueny clarified that the specific question is whether the Council wishes to revitalize this area with higher density (lot consolidation) as recommended by the Consultant. CONSENSUS: By consensus, the Council determined to confirm the revitalization of the designated area on Charles Street near Bonnie View Drive to consider a higher density residential designation to encourage lot consolidation of existing small parcels for purposes of the Notice of Preparation. 3) Do we want to provide incentives or allow for senior housing expansion on the parcels adjacent to the existing senior housing complex at the corner of Magnolia and Charles Streets? Does the City Council want to consider allowing higher densities of 20 dwelling units or greater to Q(JGI14 Minutes of the City Council and Planning Commission Moorpark, California Page 3 February 26, 1997 encourage senior uses? CONSENSUS: By consensus, the Council determined to defer this item and have the Planning Commission review it during the public hearing on the Plan. 4) Recommendation that the City Council expand the existing High Density Residential designation at the northern terminus at Moorpark Avenue at the Everett Street intersection across from City Hall. A higher density residential designation may make development more financially feasible to the landowner, thereby encouraging conversion of the existing uses. CONSENSUS: By consensus, the Council determined to consider the land use to allow the entire block at the northern terminus of Moorpark Avenue at the Everett Street intersection across from City Hall to be zoned to a higher density (RPD 7 - 14) for purposes of developing the Notice of Preparation. 5) Suggested that the City convert the residential block between Flory School and Moorpark Avenue from the existing R -2, Two - Family Residential zone to RPD -7du, thereby eliminating the only location of this zone in the City. CONSENSUS: By consensus, the Council determined to consider the land use converting the residential block between Flory School and Moorpark Avenue from the existing R -2, Two - Family Residential zone to RPD -7du, thereby eliminating the only location of this zone in the City for purposes of developing the Notice of Preparation. 6) Recommendation that the City convert the southwestern parcel at the corner of High Street and Moorpark Avenue from M -2 to Old Town Commercial, allowing for retail -type uses at this gateway intersection. CONSENSUS: By consensus, the Council determined to consider the land use conversion of the southwestern parcel at the corner of High Street and Moorpark Avenue from M -2 to Old Town Commercial, allowing for retail type uses at this gateway intersection for purposes of developing the Notice of Preparation. pOWAS Minutes of the City Council and Planning Commission Moorpark, California Page 4 February 26, 1997 7) The existing parcels adjacent to the railroad on the south are zoned (M -1) Industrial Park. Recommended that these parcels be designated Old Town Commercial at the west /Moorpark Avenue end, Commercial Planned Development (CPD) in the center, and Industrial Park on the east /Spring Road end. CONSENSUS: By consensus, the Council determined to consider the Old Town Commercial land use designation of the property south of the railroad tracks and immediately east of Moorpark Avenue; Commercial Planned Development (CPD) in the center (in vicinity of existing parking lot) with a potential to later be zoned public institutional, and Industrial Park on the east of Spring Road as it currently is zoned as it relates to the preparation of the Notice of Preparation. 8) Recommendation to rezone the existing C -2, General Commercial, strip of land west of Moorpark Avenue to Commercial Planned Development (CPD) and Neighborhood Commercial (C -1). In response to Mr. Kueny, Ms. Hagmeier responded that the consultant firm does envision Lassen Avenue being extended to Moorpark Avenue. CONSENSUS: By consensus, the Council determined to consider rezoning on the existing C -2, General Commercial, strip of land west of Moorpark to Commercial Planned Development (CPD) and Neighborhood Commercial (C -1) as it relates to the preparation of the Notice of Preparation. 9) Recommendation to convert the existing residential uses on the east side of Moorpark Avenue by designating this area C -0, Office. CONSENSUS: By consensus, the Council determined to consider the land use of redesignating the existing residential uses on the east side of Moorpark to C -0 (Commercial Office) except for one tiny area zoned Commercial Planned Development (CPD) at the northwest intersection of Los Angeles Avenue and Moorpark Avenue as it relates to the Notice of Preparation. Minutes of the City Council and Planning Commission Moorpark, California Page 5 February 26, 1997 10) Suggested rezoning of commercial uses on the northeast side of Moorpark Avenue near High Street from C-1, Neighborhood Commercial, to C -0 (Commercial Office). CONSENSUS: By consensus, the Council determined to consider the land use of rezoning of commercial uses on the northeast side of Moorpark Avenue near High Street from C -1, Neighborhood Commercial, to C -O (Commercial Office) as it relates to the Notice of Preparation. 11) Suggested rezoning of the square block of land along Moorpark Avenue between Everett Street, Walnut Street, and Charles Street from General Commercial (C -2) and Single Family Residential (R- 1) to Office (C -0) and Single Family Residential (R -1). CONSENSUS: By consensus, the Council determined to consider the land use of rezoning of the square block of land along Moorpark Avenue between Everett Street, Walnut Street, and Charles Street from General Commercial (C -2) and Single Family Residential (R -1) to Office (C -0) and Single Family Residential (R -1) as it relates to the Notice of Preparation. Commissioner Millhouse suggested that some type of promenade study could be done to allow a certain portion of High Street to be pedestrian traffic only at specified times. He requested the consultant to review this possibility and provide an analysis in written form. Ms. Hagmeier stated that the consultant firm needs direction as to whether or not the Council wants them to prepare general guidelines to preserve and renovate structures to be written into the Specific Plan which would encourage landowners to restore or protect these features. CONSENSUS: By consensus, the Council determined to direct the consultant to prepare general guidelines to preserve and renovate structures and to include these guidelines in the Downtown Specific Plan. CONSENSUS: By consensus, the Council determined that the list provided on page 19 of the Draft Specific Plan detailing the expanded C -1 zoning was adequate for purposes of the Notice of Preparation Mr. Kueny stated that staff will prepare a document that the S 00011'7 Minutes of the City Council and Planning Commission Moorpark, California Page 6 February 26, 1997 City Council can consider at their regular meeting of March 19, 1997 which includes the overall land uses for the Downtown Specific Plan. CONSENSUS: By consensus, the Council determined that staff will include the parcels of land as adopted in Ordinance 224 (Assessor Parcel Nos. 512 -0- 171 -215, 512 -0- 171 -205, 512 -0- 171 -185, 512 -0- 160 -585, 512 -0- 160 -595, 512 -0- 016 -070) to be studied and included in the Downtown Study. Councilmember Perez joined the meeting at 8:30 p.m. B. Discussion of Planning Commission Powers and Duties. Mr. Kueny gave the staff report. Commissioner Acosta stated that Section 2.36 of the Municipal Code, entitled "Planning Commission" needs to be amended to be consistent the policy for making appointments. He clarified that the Code currently states that the Planning Commission will be appointed by members of the City Council and that, since the City changed to an elected Mayor, the appointments are in reality made by the Mayor and not the members of the City Council. The Commissioners and City Councilmembers discussed the presence of Commissioners at the City Council meetings to present their view on various planning related issues. Mayor Hunter indicated that in the upcoming process of updating the City Council Rules of Procedure he would like to see this as part of the review. Joe Ahearn, 484 E. Los Angeles Avenue, said it is important that the Planning Commission and City Council work well together. He stated that he believes there is a need to simplify the zoning codes so the layperson in the community can easily understand the language and process. He also indicated that a set fee schedule needs to be established for the development process and that there is a need to streamline the processes. Mr. Ahearn also stated that he has cited a safety hazard in the City which consists of the pedestrian part of the Spring Road bridge across the Arroyo Simi. He stated that it is dangerous the way the bike lane, pedestrian walkway and the auto lanes all converge at the entrance to the bridge. He asked that the Council or city staff review this alignment. Q0GIIS Minutes of the City Council and Planning Commission Moorpark, California Page 7 February 26, 1997 1 In response to Councilmember Perez, Mr. Kueny said City staff will prepare a report to Council with regard to the timeline for the replacement of the Spring Road bridge. In response to Commissioner Lowenberg, Mayor Hunter requested a Consent Calendar item for March 19 that will evaluate the staff time required to review the zoning ordinance and the sign ordinance for appropriateness as they relate to allowable uses. C. Consider Fiscal Year 1996/97 and 199 Mr. Kueny gave the staff report. (98 Goals and Commissioner Acosta suggested that the City provide more support for the development of the Internet WebPage. He said e:rcpansion of the HomePage is needed and he complimented City staff on the job that has been done so far in the development and maintenance of it. Commissioner Norcross requested information relative to the i:astallation and maintenance of Caltrans traffic signals particularly in the vicinity of Collins Drive. Mr. Kueny stated that he will provide an update on that situation in the City Manager's next Monthly Report. 5.
