CALL TO ORDER The meeting was called to order at 7:08 p.m. 2. PLEDGE OF ALLEGIANCE Commissioner Bart Miller led the pledge of allegiance to the flag. 3. ROLL CALL Chairman Ernesto Acosta Vice - Chairman Gary Lowenberg Commissioner Bart Miller Commissioner Paul Norcross Commissioner Keith Millhouse All Commissioners were present. Staff attending the meeting included Director of Community Development, Nelson Miller, Principal Planner Debbie Traffenstedt, and Administrative Secretary, Celia LaFleur. 4. PUBLIC HEARINGS 0 Amendment No. 97 -1 and Zone Change No----37_4, Staff Recommendation: Adopt a revised resolution transmitting comments on the Moorpark Downtown Specific Plan Design and Landscape Guidelines to the City Council (prior resolution to be revised to incorporate additional comments). Debbie Traffenstedt presented the staff report, including clarification of Circulation Element Amendment recommendations (General Plan Amendment No 97 -1) for the Moorpark Downtown Specific Plan No. 95 -1 Project. The Commission discussed design issues and reviewed the Ad Hoc citizens Downtown Advisory Committee report dated August 19, 1997. Planning Commission consensus to adopt staff recommendation and the following revisions to Specific Plan Figure No. 15, to facilitate bikeway access to the downtown, including a Class II bikeway on Gabbert Road from Los Angeles Avenue to Poindexter Avenue and along the entire length of Poindexter Avenue, a Class II bikeway along Moorpark Avenue from Poindexter Avenue to High Street, a Class II bikeway along High Street and then continuing east along Los Angeles Avenue to Princeton Avenue, and a Class II bikeway along Spring Road from Los Angeles Avenue /New Los Angeles Avenue and continuing north of High Street (reference Attachment). Page 134, Figure 12, Public Figure 15 to show a Class Avenue, a Class II bikeway Pathways and Plazas - Revise II bikeway along Poindexter along Moorpark Avenue from 970916- pd.wpd Planning Commission, City of Moorpark, California Minutes of September 16, 1997 Page 3 Poindexter Avenue to High Street, a Class II bikeway along High Street and then continuing east along Los Angeles Avenue, and a Class II bikeway along all of Spring Road including continuing north of Charles Street; and also revise Figure 15 to delete the Class II bikeway show on Charles Street and change the Class II bikeway to Class III on Moorpark Avenue beginning at High Street and continuing north to the Specific Plan boundary. Additional revisions include: i. Delete Spanish style architecture ii. Add language encouraging passeos iii. Add that as part of implementation, consider a train depot iv. Materials list page 85 & 86, add slump /adobe block, and delete split -face block, page 112 revise to include metal corrugated roofing and delete standing seam metal roofs, and encourage stone and brick wainscotting V. Utilization of Metrolink parking lot vi. Encourage mix of parking in front and rear Motion: Commissioner Lowenberg moved and Commissioner Miller seconded a motion to adopt revised resolution transmitting comments and revisions on the Moorpark Downtown Specific Plan Design and Landscape Guidelines to the City Council. Motion passed with a 5:0 voice vote. B. zoning Ordinance Amendment No. 97.04 - Consider revisions to Chapter 17.20, Uses by Zone, regarding the allowable uses in each zone and also revisions to Chapter 17.44, Entitlement Process and Procedures. Location Citywide. (Continued public hearing) Staff Recommendation: Planning Commission schedule a workshop to complete their review of the Zoning Ordinance Amendment and upon completion direct staff to prepare a resolution to the City Council incorporating all recommended changes. /^ 970916- pd.wpd Planning Commission, City of Moorpark, California Minutes of September 16, 1997 V Motion: Commissioner Acosta moved and Commissioner Norcross seconded a motion to continue Item 9.b to September 22, 1997.
