CALL TO ORDER: The Secretary called the meeting to order at 7:08 p.m. Staff attending the meeting included Nelson Miller, Director of Community Development, Wayne Loftus, Planning Manager, John Libiez, Principal Planner, Dirk Lovett, Assistant City Engineer, and Celia LaFleur, Administrative Secretary. 2. PLEDGE OF ALLEGIANCE: Nelson Miller, Director of Community Development, led the pledge of allegiance to the flag. 3. OATH OF OFFICE: A. Debbie Traffenstedt, City Clerk administered the Oath of Office to the Planning Commission Mark DiCecco Paul Haller Kipp Landis William F. Otto Janice Parvin 4. NOMINATIONS FOR CHAIR AND VICE CHAIR: MOTION: Commissioner Parvin moved and Commissioner Otto seconded a motion to nominate Commissioner DiCecco as Chair. Motion carried with a unanimous 5:0 voice vote. MOTION: Commissioner Landis moved and Commissioner Haller seconded a motion to nominate Commissioner Parvin as Vice Chair. PROCLAMATIONS AND COMMENDATIONS: None 6. PUBLIC COMMENT: Councilmember Clint Harper commended the Commission on their new appointment. 7. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None 8. CONSENT CALENDAR: None 9. PUBLIC HEARINGS: A. Entitlements: General Plan Amendment No. 97 -3, Zone Change No. 97 -7, and Residential Planned Development Permit No. 97 -1. Applicant: Archstone Communities Proposal: General Plan Amendment No. 97 -3 - for a change in the Land Use Designation of the Land Use Element of the General Plan from General Commercial (C -2) to Very High Density Residential (VH - 15 density units per acre). Zone Change No. 97 -7 - for a change in the zoning designation on the property from CPD (Commercial Planned Development) to RPD (Residential Planned Development 16.2 units per acre - includes proposed affordable housing which allows up to 20 units per acre). Residential Planned Development Permit (RPD) No. 97 -1 - for approval to construct 312 apartment dwelling units including affordable units. Assessor Parcel No.: 506 -0- 050 -275 Existing General Plan Designation: General Commercial (C -2) Existing Zoning: Commercial Planned Development (CPD) MOTION: Commissioner Parvin moved and Commissioner Haller seconded a motion to accept additional project information from the applicant. Motion passed with a unanimous 5:0 voice vote. Presented by Wayne Loftus, Planning Manager. Reference: Staff Report dated January 20, 1999. Public Hearing Opened at 8:08 p.m. Testimony received from the following: John W. Luedtke, 217 Technology Drive, Irvine, CA. Representing Archstone. Mr. Luedtke summarized the project proposed and described the projects amenities. R.C. Alley, 144 North Orange Street, Orange, CA, 92869. Mr. Alley, the applicant's architect identified this proposal as having: ❑ 24 units per building ❑ Club house building • Gym facilities • Jr. Olympic size pool • On -site tot -lot area ❑ All dwelling units will have one covered parking space • A gated community • Meandering sidewalks within the project ❑ Designated guest parking spaces Jim Hogan, 3242 Halladay Avenue, Suite 203, Santa Ana, CA, 92705. Mr. Hogan, Landscape Architect briefly described the landscape proposal. Tom Montgomery, 1153 Mooring Walk, Oxnard, CA. 93030. Mr. Montgomery, the Traffic Engineer talked about the issues 990125pcm.doc PLANING COMMISSION, CITY OF MOORPARK, CALIFORNIA MINUTES OF JANUARY 25, 1999 Page 4 related to traffic circulation and impacts considered in the traffic study and made a recommendation that for a third lane be paved for several hundred west of the Summit Gas Station to allow right turns onto Moorpark Avenue for eastbound traffic. Break 8:35 p.m. - Reconvene 8:51 p.m. Steve Arnold, 4909 Buttercreek, Moorpark, CA. Mr. Arnold concerns included the following: ❑ Children's safety while crossing on Los Angeles Avenue ❑ Parking availability during parties or family functions Mr. Luedtke responded that as part of the additional traffic studies that will be conducted by the traffic engineer would address these issues. The Commissions concerns and discussion included the following: ❑ Improving the current level of service " D" to " C" at Moorpark Avenue and Los Angeles Avenue. ❑ Current traffic impacts at the Summit Gas Station (egress /ingress) ❑ Insufficient or scarce lighting throughout project site ❑ Insufficient parking ❑ Overview of the southbound landscape area ❑ Architecturally tie -in design with the existing LeClub apartments ❑ Allowing parking on the east west street or on Moorpark Avenue. will this be allowed? ❑ Signage proposed, monument signage is preferred ❑ Size and equipment proposed for tot -lot ❑ No elevators ❑ where and how many affordable housing units ❑ Location of bus stop ❑ Grading and construction phasing ❑ Pathway for children get to get to the bus stop and how many students will be generated by this 990125pcm.doc PLANING COMMISSION, CITY OF MOORPARK, CALIFORNIA MINUTES OF JANUARY 25, 1999 Page 5 project. ❑ Obtain east -west road right of way as part of initial project ❑ Side elevations visible from Moorpark Avenue and new east west street need architectural enhancement to buildings 1, 11, 12, and 13. CONSENSUS: By consensus the Commission continued the public hearing to February 8, 1999, to allow the applicant to address the Commission's concerns. 10. DISCUSSION ITEMS None 11.
