The Regular Meeting of the Planning Commission was held on May 24,
1999, Moorpark Civic Center, City Council Chambers, 799 Moorpark
Avenue, California
1. CALL TO ORDER:
CHAIRMAN DICECCO CALLED THE MEETING TO ORDER AT 7:20 P.M.
2. PLEDGE OF ALLEGIANCE:
COMMISSIONER LANDIS LED THE PLEDGE OF ALLEGIANCE TO THE
FLAG.
3. ROLL CALL:
COMMISSIONER OTTO WAS ABSENT AND COMMISSIONERS DICECCO,
PARVIN, HALLER AND LANDIS WERE PRESENT AT THE MEETING. STAFF
ATTENDING THE MEETING INCLUDED WAYNE LOFTUS, ACTING DIRECTOR
OF COMMUNITY DEVELOPMENT, PAUL PORTER, PRINCIPAL PLANNER, DIRK

5201 (PEACH HILL, LLC). Staff Recommendation: 1) Open the
public hearing, accept testimony, and close the public
hearing; 2) Consider the Negative Declaration prepared
for the requested entitlements prior to making a
recommendation to the City Council; 3) Adopt Resolution
No. — recommending to the City Council approval of Zone
Change No. 99 -2, Residential Planned Development Permit
No. 99 -3 and Tentative Tract Map No. 5201.

SECONDED A MOTION TO APPROVE ZONE CHANGE NO. 99 -2, RESIDENTIAL
PLANNED DEVELOPMENT PERMIT NO. 99 -3 AND TENTATIVE TRACT MAP
NO. 5201 (PEACH HILL, LLC), OF RESOLUTION NO. PC -99 -370 AND
INCLUDE THE FOLLOWING PLANNING COMMISSION RECOMMENDATIONS:
■ WINDOW SURROUNDS BE PROVIDED ON ALL WINDOWS.
ADDITIONAL DECORATIVE DESIGNS FOR GARAGE DOORS SHOULD BE
PROVIDED.
■ CONDITION THAT THE DEVELOPER BE REQUIRED TO INSTALL FRONT
YARD LANDSCAPING. NEITHER CALIFORNIA PEPPER NOR EUCALYPTUS
TREES SHOULD BE USED IN THE COMMON LANDSCAPED AREAS ADJACENT
TO ROLLING KNOLLS DRIVE AND PEACH HILL ROAD.
■ RESPONSIBILITY FOR MAINTENANCE OF THE COMMON LANDSCAPE
AREAS ALONG PEACH HILL ROAD AND ROLLING KNOLL ROAD MAY BE
ACCOMPLISHED BY EITHER ANNEXING TO AN ADJACENT HOMEOWNERS
ASSOCIATION OR THROUGH AN ASSESSMENT DISTRICT. THE CHOICE OF
WHETHER TO ANNEX TO AN ADJACENT HOMEOWNERS ASSOCIATION OR
MAINTENANCE DISTRICT OR ESTABLISH A NEW MAINTENANCE DISTRICT
WHICHEVER IS DETERMINED TO BE MORE PRACTICAL.
■ IN'STALL AND MAINTAIN LANDSCAPING ON THE WEST SIDE OF
ROLLING KNOLL ROAD.
■ RECOMMEND REDUCTION OF THE SIDE YARD SETBACK FROM 10 FT
REQUIRED BY PROVISIONS OF THE RESIDENTIAL PLANNED DEVELOPMENT
ZONE WHEN THE SECOND STORY OF A MARKET RATE SINGLE FAMILY
RESIDENCE INCLUDES WINDOWS FACING A SIDEYARD TO 5 FEET.
A UNANIMOUS VOICE VOTE APPROVED THE MOTION (COMMISSIONER
LANDIS VOTED NO ON THE TRACT ONLY).

COMMUNITIES RESIDENTIAL PLANNED DEVELOPMENT AGREEMENT NO. 98 -6
WITH A RECOMMENDATION TO INCLUDE THE FOLLOWING:
THAT "THE ROADWAY CONNECTION BETWEEN MOORPARK AVENUE AND THE
TERMINUS OF PARK LANE VIA THE EXTENSION OF PARK LANE SOUTHERLY

TRACT MAP NO 5053 FROM 303 TO 247 RESIDENTIAL LOTS:
RESIDENTIAL PLANNED DEVELOPMENT PERMIT NO 96 -1 FOR
REDUCTION FROM 303 RESIDENTIAL UNITS TO 247 UNITS; 4)
ZONE CHANGE NO 96 -2 FOR A CHANGE IN THE ZONING
DESIGNATION ON THE PROPERTY FROM RPD (RESIDENTIAL PLANNED
DEVELOPMENT) 13 AND 5.3 UNITS PER ACRE TO RPD 7.1 UNITS
PER ACRE ON 35.23 ACRES ON THE SOUTH SIDE OF LOS ANGELES

247 RESIDENTIAL LOTS; RESIDENTIAL PLANNED DEVELOPMENT PERMIT
NO. 96 -1 FOR REDUCTION FROM 303 RESIDENTIAL UNITS TO 247
UNITS; 4) ZONE CHANGE NO. 96 -2 FOR A CHANGE IN THE ZONING
DESIGNATION ON THE PROPERTY FROM RPD (RESIDENTIAL PLANNED
