HomeMy WebLinkAboutMIN 2004 0503 PR REGMINUTES OF THE PARKS AND RECREATION COMMISSION Moorpark, California 1. CALL TO ORDER: Mav 3. 2004 Chair Catrambone called the meeting to order at 6:35 p.m. 2. THE PLEDGE OF ALLEGIANCE: John Hartnett, Recreation Manager, led the Pledge of Allegiance. 3. ROLL CALL: Present: Commissioners Quentin DeGuardi, `homas Pfiaumer, Sandra Thompson, Julie Weisberger, and Chair Joseph Catrambone. Staff Present: Mary Lindley, Director of Community Serv`ces; John Hartnett, Recreation Manager; Rachele White, Recreation Coordinator; and Patty Lemcke, Administrative Secretary. 4. PROCLAMATION, COMMENDATIONS AND SPECIAL PRESENTATIONS: A. Teen Council Presentation. Rachele White introduced the Teen Council members Brittany Best, Shauna Marsh, Sergio Pacheco, and Taylor Fernandez. Brittany Best and Shauna Marsh gave brief presentations on the Teen Council's activities to date and upcoming events they will be working. Brittany Best announced that currently the Teen Council meetings are being held on the first and third Mondays of each month. Mary Lindley --thanked the 7een Council for their presentation. B. Staff's Monthly Report. Mary Lindley and John Hartnett gave oral reports. P &R Commission Meeting May 3, 2004 Page 2 S. REORDERING OF, AND ADDITIONS TO, THE AGENDA: None. 6. PUBLIC COMMENTS: None. 7. CONSENT CALENDAR: A. Approval of Minutes for the Parks and Recreation Commission's Park Tour on February 28, 2004. Staff Recommendation: Approve as presented. MOTION: Commissioner Commissioner carried 5 -0. B. Approval of Commission S Recommendatic Thompson moved to approve as presented. Weisberger seconded. The motion was Minutes for the Parks and Recreation pecial Meeting of March 31, 2004. Staff >n: Approve as presented. MOTION: Commissioner Weisberger moved to approve as presented. Commissioner DeGuardi seconded. The motion was carried 5 -0. C. Approval of Minutes for the joint Meeting of the City Council and the Parks and Recreation Commission. Staff Recommendation: Approve as presented. MOTION: Commissioner Thompson moved to approve as presented. Commissioner Pflaumer seconded. The motion was carried 5 -0. D. Recreation Programming Quarterly Report. Staff Recommendation: Receive and file report. Commissioner DeGuardi and John Hartnett discussed the higher attendance this last quarter despite the fact that some classes were cut. MOTION: Commissioner DeGuardi moved to receive and file the report. Commissioner Weisberger seconded. The motion was carried 5 -0. P &R Commission Meeting May 3, 2004 Page 3 E. Parks Quarterly Report. Staff Recommendation: Receive and file report. MOTION: Commissioner Thompson moved to receive and file the report. Commissioner Pflaumer seconded. The motion was carried 5 -0. 8. D-SCUSSION /ACTION ITEMS: A. Consider Playground Equipment for Mountain Meadows Park. Staff Recommendation: Provide input on staff's recommendations for the play lots at Mountain Meadows Park. Mary Lindley gave a brief review of her report and what transpired at the last Commission meeting regarding choices of equipment. She then gave a PowerPoint presentation on different play equipment that the Commission may want to consider. Chair Catrambone stated that he liked the Space Net equipment from Netscape. Commissioner Thompson agreed with Chair Catrambone, but would also like to see the dinosaur bones equipment installed, even at another park if not at Vountain Meadows Park. Commissioner Weisberger stated that she would like to see a Space Net installed. She said that the ropes have reinforced cable inside and that the structure is custom built. She also would like to see the super nova as an additional item in the small lot if possible. Commissioner Pflaumer agreed with Commissioner Weisberger on his preferences. Commissioner DeGuardi stated that he would like to see an entire play area installed with more modern style equipment, such as presented at tonight's meeting, but Mountain Meadows Park may not be the appropriate park. P &R Commission Meeting May 3, 2004 Page 4 The Commission all agreed that they liked the Space Net equipment from Netscape and that this would be there first choice for the small lot. They also suggested a second piece of equipment if possible, with the super nova as their first choice. Mary Lindley stated that at the next meeting she would present a site plan for the small lot at Mountain Meadows Park. B. Consider Recommendation to Purchase RecWare Safari Software System for Internet Registration. Staff Recommendation: Staff recommends that the Commission support staff's proposal to purchase the RecWare Safari Software System. John Hartnett gave an oral report on the RecWare Safari Software System, stating the upgrades and enhancements of the system. The Commission discussed banner advertising and establishing a data base from the registrations. Whey also inquired as to the possibility of raising class fees to absorb the online registration fee. Mr. !gartnett said he would look into this. The Commission was all in favor of purchasing the software system. MOTION: Commissioner Pflaumer moved to recommend the purchase of the RecWare Safari System. Commissioner Thompson seconded. The motion was carried 5 -0. 9. ANNOUNCEMENTS /FUTURE AGENDA ITEMS: Commissioner Thompson announced the upcoming Apricot Festival on May 7, 8, and 9. 10.
