MINUTES OF THE PARKS AND RECREATION COMMISSION
Moorpark, California
1. CALL TO ORDER:
September 12, 2005
Chair Thompson called the meeting to order at 6:40 p.m.
2. PLEDGE OF ALLEGIANCE:
Commissioner Catrambone led the Pledge of Allegiance.
3. ROLL CALL:
Present: Commissioners Joseph Catrambone, Thomas Pflaumer,
Mark Van Dam, and Chair Sandra Thompson. Commissioner Julie
Weisberger arrived at 7:15 p.m.
Staff Present: Mary Lindley, Director of Community
Services; Stephanie Shaw, Recreation Coordinator; and Patty
Lemcke, Administrative Assistant.
4. PROCLAMATIONS, COMMENDATIONS, AND SPECIAL PRESENTATIONS:
A. Recognition of July 3rd Extravaganza Sponsors.
Chair Thompson presented Marc Cannon from Pardee Homes
and Karen Blufer from Gold Coast Broadcasting with
recognition plaques. Chair Thompson also recognized
the businesses that contributed but were unable to be
present: Cardservice International, William Lyons
Homes, Cypress Land Company, Wayne J. Sand and Gravel,
and Aquaria.
B. Staff's Monthlv Report.
Mary Lindley gave an oral report.
5. REORDERING OF, AND ADDITIONS TO, THE AGENDA:
None.
6. PUBLIC COMMENTS:
None.

7. CONSENT CALENDAR:.
A. Approval of Minutes for the Parks and Recreation
Commission Meeting of July 11, 2005. Staff
Recommendation: Approve as presented.
B. Parks Quarterly Report. Staff Recommendation: Receive
and file report.
C. Recreation and Programming Quarterly Report. Staff
Recommendation: Receive and file report.
D. July 3rd Extravaganza Report. Staff Recommendation:
Receive and file report.
MOTION: Commissioner Van Dam moved to approve the Consent
Calendar. Commissioner Pflaumer seconded. The motion
was carried 4 -0. Commissioner Weisberger was not
present.
8. DISCUSSION /ACTION ITEMS:
A. Consider Draft Conceptual Plan for Magnolia Park:
Staff Recommendation: Review and comment on Magnolia
Park conceptual plan.
Mary Lindley gave an overview of the conceptual plan
for Magnolia Park. She stated that there is a drainage
issue with the current land formation and explained
what will be done when constructing the park to
correct it.
The Commission and staff discussed the proposed
design, play equipment, and other amenities for
Magnolia Park. It was mentioned that the proposed play
equipment may be comparable in size to Villa Campesina
Park's equipment. Mary Lindley stated that she will
let the Commission know at their next meeting how
Villa Campesina compares in size to Magnolia Park.
Commissioner Pflaumer suggested that perhaps staff
could investigate the demographics in the surrounding
area of the park, and then the Commission and staff
could better plan for its amenities.

Commissioner Van Dam requested that staff look into
the durability of the handicap picnic tables. The ones
at Miller Park have not held up as well as they should
have.
Mary Lindley stated that the Commission should keep in
mind the small size of the park when considering the
play equipment, as well as what equipment would best
accommodate a variety of ages.
Commissioner Van Dam stated that he would like to see
the addition of more benches.
The Commission and staff agreed that at their next
meeting, playground options will be considered as well
as comparing the size of Villa Campesina Park to
Magnolia Park.
B. Consider Arroyo Vista Community Park Traffic Flow
Improvements. Staff Recommendation: Receive and file
report.
Mary Lindley explained the traffic problems
experienced at the east end of AVCP and what
improvements had been made. Since the improvements
were completed, she stated that she has not heard of
any parking problems resulting from the design.
Commissioner Pflaumer questioned an area of the park
that could perhaps be used as additional parking. Mary
Lindley stated that it will eventually be an improved
parking area.
The Commission reached a consensus to receive and file
the report.
C. Consider Tierra Rejada Park's Picnic Pavilion Design.
Staff Recommendation: Review proposed conceptual
design of the bocce ball court pavilion and provide
comments.
Mary Lindley gave a brief overview of the proposed
design of the picnic pavilion and where it will be
located.

Commissioner Pflaumer suggested that a barbecue be
installed in the same area.
Mary Lindley stated that the Active Adult Advisory
Committee has requested electricity be available at
the new pavilion.
By consensus, the Commission and staff reviewed and
agreed to the proposed design for the pavilion.
D. Parks and Recreation Commission's Fall Park Tour.
Staff Recommendation: Select a date and time to
conduct the fall park tour.
The Commission requested that the park tour include
Villa Campesina Park, Miller Park, Poindexter Park,
and Virginia Colony Park.
By consensus, the Commission agreed to Sunday, October
23, at 10:00 a.m. as the scheduled date for the fall
park tour.
9. ANNOUNCEMENTS /FUTURE AGENDA ITEMS:
Commissioner Pflaumer stated that he would like to discuss
the installation of a handball court at Campus Canyon Park
and an update on the Poindexter Park expansion.
Chair Thompson announced the upcoming Arts Festival on
October 16th and the Trick or Treat Village on October 29th
Commissioner Weisberger announced that the Women's Over 30
League will be starting volleyball this fall and encouraged
residents to participate.
10. ADJOURNMENT:
Chair Thompson adjourned the meeting at 7:43 p.m.
