HomeMy WebLinkAboutMIN 1983 1115 PR REGMoorpark California November 15, 1983 The regular meeting of the Moorpark Recreation and Parks Commission was called to order at p.m. by Vice -Chair Sabine, Chairperson Wozniak was absent. The Minutes from November 1, 1983 were approved after deleting the sentence, "length of weed free time is five years." REPORTS The Coke machine is on order. OLD BUSINESS Marlborough Park Site, Tract 3096 -3 Paul Byrnes informed the commission that Property Administration has recommended that no parking lot be placed on the site be- cause Moorpark Road has been declared a limited access road. Any access to or from Moorpark Road would affect the flow of traffic. Through a consensus of opinion, this Commission decided that a parking lot was a necessary safety factor in view of the fact that the public would have to load and unload children on a busy street. The Bike Racks will be low - profile concrete type and be placed in such a manner as to make them difficult to remove. They will be placed close to the parking lot. The final details will be worked out between Niall and Mr. Byrnes. It was moved by Commissioner Barrera and seconded by Commissioner Roe that the Bike racks be approved. Motion carried unanimously. A letter from Andy Oshita, P.A.A. dated 11/14/83, was read and addressed. The Commission agreed that: 1. Concrete tables would remain. 2. Cactus Patches will be left in tact with the exception of those in and around trees and other small clumps. These provide a habitat and protection for small animals. 3. Mr. Byrnes agreed to concrete poles at the enterance to the parking lot which can be used to chain off the area during rain. 4. No gates on the trails will be installed since it is the opinion of this Commission that a gate will not pervent bikers from using the trail, when they can simply go around it and ride over the terrain, thus causing more damage to the environment. A name for the park was not decided on, but Vista Nature Park and Monte Vista Park were suggested. Rekeyim There has been no word on this issue to date. P.S. for Kids P.S. for Kids has moved to another location. Senior Health Clinic This group will be meeting on the 4th Monday of each month. Interest Bearing Account Curren will inquire about this. Maintenance of Community Center The Commissioners looked over the Community Center and noted several problems with the current level of maintenance: 1. Tables were left with coke and punch on them. 2. Floor in the kitchen was dirty. 3. A light panel in the kitchen was missing. 4. Floors still need stripping and mopping. 5. Walls are still dirty. The new custodian is to work Monday, Thursday and Friday from 7:30 to 11:30 a.m. During this time he is to clean the Center and flower bed areas. He does no set -up for anyone. On weekends he is to start work two hours before an event and stay two hours into it. He is to checkout the facility on Sunday after an event and do any necessary cleaning left from the event. His salary will be paid from deposits withheld for this extra time. -2- Curren will request an itemized cost breakdown for the Community Center. OTHER The City will be bringing in their proposal for the expansion of the Community Center. Mrs. Sabine informed the Commission that there is money available from the State for Seniors, which can be used for a Senior Citizen's building.
