December 20, 1983
The regular meeting of the Moorpark Recreation and Parks
Commission was called to order at 7:09 p.m. by Chairman
John Wozniak. Absent were commissioners Barrera and Sabine.
Other City Representatives present were:
Niall Fritz, City Manager
Leta Yancy- Sutton, Mayor
Al Prieto, Mayor Pro -tem
Currin Cummings, Supervisor Dougherty's Office
Sue Borquez, Supervisor Dougherty's Office
The minutes of November 15, and December 6, were unanimously
approved.
Item 3A - The c orimis sion' s Role was questioned by Chairman
Wozniak. Niall Fritz stated that the commission would need
to be ready to take over the Parks and Community Center
within 60 days.
Currin Cummings stated that only the Quimby portion of the
parks would be turned over in that time, and they would
be staffed by the County if needed until the City can take
over.
Chairman Wozniak questioned who will decide the staffing of
the Community Center.
Niall stated that within 60 to 90 days the Center will be
accepted and it will not be rekeyed by the County.
Chairman Wozniak questioned the opening and closing of the
center, and how we could accomplish having the needed presence
on the site during use. The Sheriff's department questions
us still not having anyone present.
Niall will talk to Garry Kryszak about setting up a list for
weekend custodians, about an additional charge to renters for
the cost of a custodian, about a cost to use as a basis for
bids on maintenence. (decision will be made by commission)
Mayor Yancy- Sutton questioned when the commission thought they
would be ready for the County turn -over of the center and
parks. The reply was, we are ready now.
Sue Borquez said she would handle the problems with the
Foreman rental.
Niall will handle any questions on the money and turn -over
with the County.
Questions on the Quimby - the papers we received went back
only 3 years, was that far enough to pick up all funds?
Commissioner Roe asked why all the commission's time is spent
discussing the community center.
Mayor Yancy- Sutton asked that the Commission send a letter
to the City Council with the wants of the Commission stated.
Item 3B - Work Program - Niall spoke a little about the
Commission setting up by -laws.
Niall questioned the Commission needing some one to take
their minutes. It was pointed out that if a commissioner
is taking maiutes, that commissioner can not participate in
the discussions.
The Commission decided to only charge a $50 deposit for
the monthly square dances put on by Bob Britton, and he
will be on an on -going regular use rate.
Item 4A - The Commission discussed the possibility of having
their second regular meeting as a study session for the
commission and only do business at the first meeting unless
there is an emergency situation. The motion was made by
Commissioner Rasey, seconded by Commissioner Roe and passed
unanimously.
There have been several requests for a complete tour of all
the parks. It was decided that the tour would be taken on
January 7, 1984, Niall will set it up and inform everyone
about the time.
There being no further business at this time, the meeting
was adjourned, the time being 10:20 p.m.
