HomeMy WebLinkAboutMIN 1984 0117 PR REGMoorpark California January 17, 1984 The regualr meeting (study session) of the Recreation and Parks Commission was called to order at 7:30 p.m. by Commissioner Rasey. Absent were Chairman Wozniak and Vice Chair Sabine. 2. DISCUSSION ITEMS A. Status of Facilities Transfer: The Moorpark Library will be shown separate from the Community Center. We need to know how far back the library will expand and, if they will be including a parking lot. The Moorpark Library expansion and the Community Center expansion will effect the use of the back side of the Community Center. B. City Parks Plan: The Marlborough plan was found unacceptable as sub- mitted since the bike racks, sign, and entrance gate poles are not shown. Drainage is not properly shown. The plans show Eucalyptus trees which when full grown will block the panoramic view on the northeast corner. These trees were not a part of the original plan. Buttercreek park must site before the time limitation commission is to study the plan ideas for drafting this plan. C. Discussion of Commiss Each member should be presented to the commission and by -laws at the next meeting. have a plan formulated for the runs out. Discussion of Community Center Operations: Coke machine will be removed since we are not making the amount necessary to retain it at no cost. Paper rack: A permit for a paper rack is required from the County. This commission has not authorized the place- ment of the rack. Niall has requested County to have it removed. Reservation clerk: We must decide how much respon- sibility this clerk should have and how much the commission wishes to input. Major problems should be brought before the commission. If the rules are followed we should only have to review the calendar and regular users. 3. COMMISSION COMMENTS: Park Cost Analysis: Commissioner Barrera presented a worksheet which we can use to determine what our costs will be. We should be able to use something like this to determine a tax base. There being no further business at this time, 9:15 p.m., the meeting was adjourned to Saturday January 21, at 9:00 a.m. for a tour of the parks land. PARKS TOUR Saturday January 21, 1984 Buttercreek: This park runs along the river bed and can be made accessible from Buttercreek homes. Boething Tree Farm has planted shrubs along the side facing the homes which is presently maintained by the homeowners. The park is fenced off at the entrance by wrought iron fencing. Heather glen: The site has been cleared of Boething's trees and is ready for landscaping. Plans have been submitted to the commission. Griffin Park: This park has a major drainage problem. The pipe presently draining into it from the homes across the street is plugged with debris. The property owned by Phil Vein or Caltrans, drains into the far end of the park and onto the parkland. A high power pole is located at the end and may possibly be undermined causing a major power shortage to some areas. Campus Park: The -restroom locks have been removed and the lights have been broken. The gate has been pulled off on the Los Angeles Avenue side. Coastline Park: This is a hilly undeveloped park located along the riverbed in Campus Park. According to Andy Oshita of Ventura County Parks Department, Union Oil has given permission for the park to be extended onto their drill site as long as no permanent structures are placed there. Peach Hill: This park is on flat land adjoining the school site, and calls for soccer fields and lights.
